制约东北振兴的金融因素分析与建议

区域经济增长离不开区域金融发展的必要支持。东北地区金融发展水平的相对落后，不仅制约了金融推动经济发展功能的发挥，而且在一定程度上也阻碍经济的进一步发展。本文主要探讨了制约东北地区经济发展的金融支持因素，在此基础上有针对性地提出一些对策建议。论文指出，要促进东北地区的经济发展，就必须加强区域金融合作，要形成金融产业群，协调发展各类金融机构，合理配置区域金融资源，加强金融创新等。     

Working-time reduction and employment: experiences in Europe and economic policy recommendations

The paper seeks to evaluate the evidence on the employment effectsof the collective working-time reductions in Europe over thepast 20 years. While theoretical analyses produce contradictoryassessments, most empirical studies show positive employmenteffects but take insufficient account of these conditions underwhich the reductions in working time were implemented. Theseconditions for the success of collective working-time reductionsinclude an active training policy designed to minimise skillshortages in the labour market, the modernisation of work organisation,wage increases in conjunction with productivity gains and amore equal income distribution.     

Believing in employment discrimination: The case of Forrest Mims,Scientific American,and title VII protection

This article reviews the law regarding Title VII employment discrimination protection from religious discrimination. The issues surrounding the principal legal protection in this regard are explored in the context of a recent controversial case in which an author, Forrest Mims, was not hired as a regular contributor forScientific American magazine, ostensibly because of his belief in the theory of creation over the theory of evolution. The definition of what constitutes a protected religious belief or practice is seen to have expanded over time. However, a belief in creationism is not necessarily seen as being tantamount to a religious belief under present legal interpretation of Title VII. The implications of this finding for future needed Title VII revision are discussed.     

经济服务化、服务知识化与我国服务业的发展

服务部门在经济结构中占据着统治地位的出现 ,预示着服务经济时代的到来。新技术的广泛运用使得服务业的内部结构出现了分化 ,服务业的增长模式和产业形态的演变正前所未有地依赖于知识和技术的运用。“经济的服务化”和“服务的知识化”将是未来经济发展的两个主要特征 ,服务业的发展也将是未来各国经济发展的重要内容。然而我国服务业的发展还存在不少差距 ,如何采取切实有效的措施促进我国服务业的发展已是当务之急。     

中国"以电子政务拉动信息产业发展"政策的再评估

电子政务是中国信息化战略的重中之重，但其实际发展与预期间存在着明显差距。本文以中国“以电子政务拉动信息产业发展”政策为研究重点，把这一政策放在中国信息化历史中加以考察，分析中国信息化新阶段ICT市场的新变化和新挑战，针对电子政务实践与预期间的差距，对该政策提出我们的看法。     

Fiscal Decentralisation and Economic Growth in High‐Income OECD Countries

Among the majority of high–income OECD countries, the degree of fiscal decentralisation has converged over the last 30 years towards an intermediate level. The theoretical arguments for and against fiscal decentralisation point to explanations for this tendency, because both extreme decentralisation and extreme centralisation are associated with disadvantages for economic growth. Hence, the observed trend of convergence would be growth–promoting. The paper analyses the long–run empirical relationship between per capita economic growth, capital formation and total factor productivity growth, and fiscal decentralisation for the high–income OECD countries. The evidence supports the view that the relationship is positive when fiscal decentralisation is increasing from low levels, but then reaches a peak and turns negative. A policy implication is that policy–makers in several countries with relatively low degrees of fiscal decentralisation could possibly mobilise growth reserves by increasing it.     

农村剩余劳动力的就业问题

在我国,农村大量剩余劳动力的存在是一个不容忽视的事实,本文对影响农村剩余劳动力就业因素进行了分析,认为解决问题的关键不仅在于农业和农村本身,还在于积极推进城市化,引导劳动力合理流动,发展劳动密集型的产业和中小企业。     

Taxation, growth, and the spirit of capitalism

This paper uses a general two-sector model of endogenous growth to examine how the spirit of capitalism affects the relation between public finance and growth. The spirit of capitalism is defined as acquisitive personal objectives. We find that if the spirit of capitalism is present, an increase in the share of government spending in output reduces the long-run growth rate. The negative relationship between fiscal spending and growth is consistent with empirical evidence.     

Foreign debt and economic growth

This paper empirically examines the relationship between government foreign debt and the growth rate of per capita GDP based on a total sample of 77 countries, as well as sub‐samples of various regions. Cross‐sectional estimates of the coefficient of foreign debt based on the total sample have a negative sign, but are not always statistically significant. Available data from African countries indicate that foreign debt and the growth rate of per capita GDP were negatively related at a high level of significance. For industrialized and Latin American sub‐samples, this relationship is negative but statistically insignificant. The sub‐sample Asian and other developing countries show a positive but insignificant relationship. JEL classification: F34, H6, O23.
