Economic Theory as a Guideline for Government Intervention and Control: Comment

This paper provides an institutionalist analysis of the impasse over labor issues that has stalled much needed reform of U.S. immigration policy. While it is unlikely that institutional economics can dislodge a century of conventional wisdom regarding the impact of immigrants on the labor market, a more modest goal is to refute the mainstream economic assertion that what the United States needs to do is to reduce the supply of immigrants, a conclusion that fuels the disgraceful "war on immigrants" that has long plagued reasonable debate over immigration policy.     

生态脆弱区的"生态移民"模式探索——北京延庆县大楝树村生态移民工作调查

"生态移民"旨在将生态脆弱区的生态超载人口迁到生态承载能力高的农业区或城镇郊区,从而改变山区群众传统的生活方式,并缓解人口对生态环境的压力,保护生态环境,使人口、资源、环境与社会经济协调发展。北京市延庆县2004年以来在山区泥石流易发区实施生态移民计划,收效明显。本文即是对该县千家店镇大楝树行政村的生态移民情况的调查。调查涉及到了生态移民的各种利弊因素及其原因,并提出了相应的对策建议,以期探索生态脆弱区"生态移民"的最佳模式。     

移民问题的欧美视角

移民问题是当今欧美国家所共同面对的难题。历史上,欧洲移民塑造了美国,欧洲对美洲的殖民化是美洲历史的一个重要特点。进入新世纪后,美国"9·11事件"在欧洲引发了移民族群的文化、种族和宗教差异而导致的混乱,并开始影响欧盟的政治格局。由于移民问题,美国外交政策在土耳其"入盟"和伊拉克战争问题上激化了欧美矛盾,也导致了新老欧洲的更深的裂痕。     

Work-related acculturation: change in individual work-related cultural values following immigration

The effects of culture in the workplace have been well documented. Because cultures vary across countries, business practices that are effective in some regions may not be effective in others. While cross-country cultural differences have been explored in depth, little is known about cultural variations and dynamics in the context of immigration. On the basis of a multilevel study of 2163 immigrants and locals residing in Canada, we investigate (1) patterns of immigrant acculturation; (2) the relationship between acculturation of visible elements of culture, such as language proficiency or cuisine and music tastes, and acculturation of tacit cultural values and (3) individual- and group-level predictors and moderators of acculturation. The results are discussed with a focus on implications for practitioner managers and immigration policy makers.     

关于加快推进城镇化的几个问题

城镇化的核心问题是农村人口转移,加快推进城镇化进程,是促进城乡经济社会全面发展,逐步实现现代化的过程,“城镇化”并不是“小城镇化”,而是包括大中小城市和小城镇,大中小城市和小城镇各有自己的的优势和局限,不能相互替代,可行的选择是大中小城市和小城镇协调发展,推进城镇化应打破行政区划,形成以大城市为中心的城镇体系,大中城市是第三产业发展的主要载体,在大中城市发展过程中,需要妥善处理“城中村”问题,提高征用土地的补偿标准,保障“失土农民”的利益,农民工对城市发展做出了重要贡献,是城市人口扩张的重要来源之一,必须公正对待农民工,推进城镇化绝不意味着可以放弃和忽视农村,而应当进一步关注和支持农村经济社会发展,应当充分利用推进城镇化这个宝贵机会,对农村面貌特别是农业产业布局进行革命性的改造,在建设现代化城市的同时建设现代化农村。     

Can social sentiment affect spouse-based immigration?

This article studies the effect of social sentiment on spouse-based immigration in the US using data on 27 origin countries from 1996 to 2013. We find that the number of immigrant spouses from a foreign country to the US is directly correlated with this country’s popularity among Americans.     

The political economy of trade and migration: Evidence from the U.S. Congress

We compare the drivers of U.S. congressmen's votes on trade and migration reforms since the 1970s. Standard trade theory suggests that trade reforms that lower barriers to goods from less skilled‐labor abundant countries and migration reforms that lower barriers to low‐skilled migrants should have similar distributional effects, hurting low‐skilled U.S. workers while benefiting high‐skilled workers. In line with this prediction, we find that House members representing more skilled‐labor abundant districts are more likely to support trade and migration reforms that benefit high‐skilled workers. Still, important differences exist: Democrats are less supportive of trade reforms than Republicans, while the opposite is true for migration reforms; welfare state considerations and network effects shape votes on migration, but not on trade.     

新时期水库移民监督检查工作实践与探索

为积极践行新时期"水利工程补短板、水利行业强监管"的水利改革发展总基调,围绕"强化工作指导、实施严格监管"的水库移民工作新思路,水利部积极组织开展了新形势下的水库移民监督检查工作。结合2019年水库移民稽察审计工作实践,对工作组织、工作思路、工作重点、工作方式等方面的创新进行了总结,以期为今后水库移民监督检查工作的高效规范开展提供借鉴。     

More distance,more remittance? Remitting behavior,travel cost,and the size of the informal channel

The rising number of foreign workers in Italy during the last 15 years has led to a conspicuous increase in the amount of remittances sent abroad. In this paper, we examine the determinants of remittance outflows originated in Italy and transferred abroad through registered financial intermediaries. After controlling for a wide set of socioeconomic regressors, we document a strong positive relation between remittances and the cost of travel between Italy and the migrants' respective home countries. We interpret this result as indirect evidence of unrecorded flows, since the relation between remittances and travel cost should be non‐significant unless geographical proximity permits remitters to switch to informal (non‐observable) transmission mechanisms. Moreover, using data on temporal and monetary costs for a subset of bilateral corridors, we also find remittances to be negatively correlated with high transaction costs and low speed of transfer. We rely on this empirical evidence and on a model of migrants' remitting behavior to present new strategies for estimating the size of the informal outflow.
