This study empirically examines the business cycle behaviour of public consumption and its main components, the public wage bill (including its breakdown into compensation per employee and public employment) and intermediate consumption, in the euro area aggregate, euro area countries and a group of selected non-euro area Organization for Economic Co-operation and Development (OECD) countries (Denmark, Sweden, the UK, Japan and the US). It looks across a large number of variables and methods, using annual data from 1960 to 2005. It finds robust evidence supporting that public consumption, wages and employment co-move with the business cycle in a pro-cyclical manner with 1–2 year lags, notably for the euro area aggregate and euro area countries. The findings reflect mainly the correlation between cyclical developments, but also point to an important role of pro-cyclical discretionary fiscal policies. 相似文献

This paper investigates how lineages, the commonly found organizations in rural villages of China, affect people's intra- and cross-lineage cooperative behavior. We use data from the Chinese Household Income Project Survey 2002, which exclusively contains information about the lineage structure in these villages allowing us to classify three levels of lineage-based heterogeneity. Our identification strategy relies on the exogeneity of lineage-based heterogeneity. We find evidence that people in a village with higher lineage-based heterogeneity are less likely to exhibit reciprocity behavior within lineages or contribute to the provision of public goods that are jointly shared across lineages. The estimation results remain robust to the inclusion of various control variables and additional background characteristics. Finally, we examine a number of other economic outcomes and find that more homogenous villages do better than other types of villages. 相似文献

Behavioral economics has shown that changing small features in framing a context or action may drastically change behavior. A key factor characterizing most development interventions is the salience of either a local or an international implementer. Using the setup of an intervention conducted in Indonesia, we show that the study population in the Acehnese context exhibits higher levels of support for the project if the participation of international actors is highlighted. We find that previous experience with the respective actor is pivotal. Qualitative evidence suggests that internationals' perceived skills drive results, highlighting the importance of strengthened local capacities for positive experiences with local implementers. Overall, the study underlines the benefits of linking framing experiments to the actual experiences of respondents to generate insights into the real world. 相似文献

This paper investigates the effect of trade liberalization on the provision of public goods and shows that inequality also plays a vital role here. Public goods help enhance the productivity of firms, lower prices and raise profitability. The provision of public goods has different effects in closed and open economies. In an open economy, the impact of productive spending on increasing profit is stronger. Consequently, the opening up of the economy shifts the benefits of productive public goods from consumers to firms. As the median voters’, share of the firm’s profit rises, public goods become more appealing and flourish. Consequently, the manufacturing export is boosted by a rise in productivity. 相似文献

Public trust in government and nongovernment organizations is essential to the public’s willingness to donate and to support those organizations. We measure public trust in disaster aid using people’s perception of these organizations’ effectiveness in delivering aid relief to the victims of two recent major earthquakes in China. Based on the survey data collected in 2013 from about 2100 residents in Hong Kong, we document the vulnerability of these residents’ trust perceptions in aid delivery. We find that the sharp decline in trust perception is highly negatively correlated with their perception of corruption of local governments in China. 相似文献
