Unemployment and Economic Policy in Denmark in the 1930s

Abstract

The paper examines Danish unemployment and the employment policy in the 1930s. The unemployment data indicate that though the unemployment increased dramatically the rate of unemployment remained low. The official Danish unemployment records definitely underestimated the actual unemployment in the early 1930s, but the discrepancy was hardly as big as some scholars have suggested. The paper furthermore points out that the rather atypical rise in the Danish unemployment from the mid-1930s can be attributed to a rise in the natural rate of unemployment due to an improved unemployment insurance coverage and a more comprehensive registration of the unemployment. The second part of the paper deals with the Danish employment policy. Unemployment remained high on the political agenda, but the employment problem never became the main target for the economic policy. An active employment policy was constrained by the problems of the balance of payments and the political disagreements in parliament. While the macroeconomic policy did help to stabilize the economy and the employment, the number of measures directly targeting the labour market was small, and they seldom gave rise to much job creation.

我国主要海洋产业对劳动力就业的拉动效应分析

就业问题事关国计民生.积极寻找新的就业增长点,缓解当前就业压力,促进经济稳定增长已成为政府、学者和公众关注的焦点话题.本文以我国主要海洋产业为研究对象,从就业弹性和单位岗位贡献两个角度出发,对主要海洋产业的就业拉动效应做出分析.研究结果表明:我国主要海洋产业生产总值每提高1%,将使主要海洋产业就业人数增加3.28万人次;就业弹性显著为正,但呈现出下降的趋势;主要海洋产业群内部各子产业的单位岗位贡献差异明显,其中海洋交通运输业和海洋油气业对就业的带动作用较大,且传统优势产业海洋渔业、滨海旅游业等仍扮演重要角色.

Job guarantees, employability training and partnerships in the retail sector

This paper discusses the potential value of local, partnership-based employability training and job guarantee programmes, focusing on one example—the 'Alloa Initiative'. The Initiative involved an employability training and job guarantee scheme developed in partnership with Tesco, a major retailer, in preparation for the opening of one of the company's new stores. This paper reports on the outputs from this project, which placed 109 disadvantaged job seekers into positions at the store, and proved particularly effective at targeting the long-term unemployed and those with limited experience of the retail sector. The analysis is based on the findings of survey research undertaken with 86 of the 109 training course completers (a 79 per cent response rate) and all the main partners involved in the Initiative. Innovative elements of the training programme that contributed to its positive outcomes are discussed, and a model for 'managing successful partnerships' is applied, in order to identify critical factors explaining the apparent success of the Initiative. In particular, the importance of employers providing job guarantees is noted.

本文通过对导游工作倦怠的调查 ,以探讨影响导游工作倦怠的因素 ,以及工作倦怠对导游身心健康和工作满意度的影响。在分析调查结果的基础上 ,提出了降低导游工作倦怠的建议。     

Gross job flows in Ukraine

This paper documents and analyses gross job flows and their determinants in Ukraine using a dataset of more than 2200 Ukrainian firms operating in manufacturing and non‐manufacturing for the years 1998–2000. Job destruction dominates job creation in both 1999 and 2000. Another clear‐cut result of our analysis is the strong positive effect of new private firms on net employment growth. We also find an inverse relationship between job reallocation and size for both manufacturing and non‐manufacturing, while only in the latter sector is employment growth inversely related with size. The main focus of the paper is the effect of trade flows on employment adjustment in manufacturing. Our results show that both employment growth and job reallocation at the firm and two‐digit sector level are affected by strong exposure to import competition and product market competition in export markets. These effects are more pronounced when we consider trade flows to the world at large and to the EU than when the analysis is based on trade flows to the CIS. JEL Classifications: E24, F14, J63, P23.
