我国养老模式的现状与发展对策研究

老龄化是各国社会发展进步的必然趋势,而老年人的养老问题是一个社会问题,直接关系着和谐社会的建设。我国的计划生育政策加速了人口老龄化,促使人口老龄化在国家还未富裕的条件下成为经济社会发展的严峻挑战。面对人口老龄化加速的现实,我国需要一个完善的养老体系,尤其是养老服务体系,而西式机构养老模式与中国的传统文化相冲突。通过对我国传统养老模式的分析、研究发现,以家庭服务保障为基础,以社区照顾为依托,以机构供养为补充,以网络化的社区养老服务中心为平台的＂居家养老＋社区照料＂将是我国未来主流养老模式。

随着我国经济社会的不断发展,如何满足广大读者对社会信息的需求,加强公共图书馆的人文关怀,更好地为读者服务、为构建和谐社会服务,是摆在广大图书馆人面前的一个重要课题。实施人文关怀,图书馆要牢固树立＂以人为本＂的理念;坚持公共图书馆的公益性建设;提供更为人性化的服务;加强公共图书馆的软硬件建设。     

Doing what comes naturally? Why we need a practical ethics of teamwork

This paper challenges the belief that teamwork is a ‘natural’ form of work organization that satisfies universal human needs such as social affiliation and self-actualization. A corollary of this belief–that teamwork is a morally superior form of work organization–unnecessarily restricts debate about the desirability and usefulness of teams because any criticism comes to be seen as a denial of our essential humanity. Using an approach inspired by Michel Foucault's concept of ‘care of the self’, I will propose a practical ethics of teamwork that allows us to appreciate the moral ambiguities of teamwork.     

Modelling the influence of caring for the elderly on migration: estimates and evidence from Indonesia

In a society where children are expected to support the elderly, the ill health of an elderly parent is likely to influence an individual's propensity to migrate. Using data from the Indonesian Family Life Survey, we examine the manner in which the responsibility to care for an elderly parent who is in poor health affects the migration decisions of working-age adults. Our analysis suggests that individuals will be less likely to migrate if they have elderly parents who are in poor health. These findings are robust to specifications using alternative measures of poor health.     

Lone Mothers: What is to be done?

This Dialogue presents the views of four authors, from the US, the UK, and Norway, on the best policies to help lone mothers. Lone mothers face an inevitable dilemma in allocating their time between earning income and caring for their children. The low-earning capacity of women in an unequal labor market exacerbates the problem, causing material hardship for many lone mothers and their families. The policy solutions proposed lie along a spectrum, ranging from those that seek to enable all lone mothers to take employment to those that aim to let mothers choose whether to take employment or care for their children themselves. Other policies discussed concern ways to value and support caregiving, improve the low-wage labor market for women, and provide a set of income supports that would both boost income and provide time to care for children.     

The normalization of deviance in healthcare delivery

Many serious medical adversities result from violations of recognized standards of practice. Over time, even egregious violations of standards of practice may become “normalized” in healthcare delivery systems. This article describes what leads to this normalization and explains why flagrant practice deviations can persist for years, despite the importance of the standards at issue. This article also provides recommendations to aid healthcare organizations in identifying and managing unsafe practice deviations before they become normalized and pose genuine risks to patient safety, quality care, and employee morale.

Globalization with a human face

This paper has six parts. The first part defines globalization. The second discusses globalization eras. The third discusses the irreversibility and inevitability of globalization. The fourth section discusses the benefits and costs of globalization. The fifth section asks what is to be done. The sixth section contains my conclusions.     

The sources of the Kuznets relationship between road fatalities and economic growth

This paper reports the results of an empirical analysis of the Kuznets curve relationship between per capita income and road fatalities across 60 countries over the period 1972-2004. This relationship hypothesizes that the number of road fatalities increases with increasing motorization in the early stages of economic growth. Eventually, due to advances in technical, policy and political institutions, it declines as per capita income increases. The quality of political institutions as well as improvements in medical care and technology are hypothesized to impact road fatalities. Results indicate evidence of a Kuznets curve relationship between per capita income and road fatalities for both highly developed and less developed countries and support our hypothesis that changes in institutional quality and medical improvements underlie the Kuznets relationship. The evidence presented in this study suggests that lowering corruption levels as well as improvements in medical care and technology would help to reduce road fatalities.
