目前国内的循环水系统普遍使用含磷药剂配方,而含磷废水排放会对水环境造成污染.文章开发了以聚环氧琥珀酸为主要成分的无磷水处理药剂配方,试验表明无磷水处理药剂配方的阻垢缓蚀性能达到了常规有磷药剂的指标,而且可以进一步提高循环水的浓缩倍数,它的应用可以解决循环水磷超标排放的问题.

本文通过对中外汽车合资企业的实地调研,提出将程序公平引入现有关于跨职能整合与新产品开发成功的模型中,并进一步提出跨职能整合在合资企业程序公平与新产品开发成功关系中的中介作用。通过对获取数据的分析,发现合资企业程序公平不仅可以直接影响合资企业的新产品开发成功,而且也可以通过跨职能整合间接影响新产品开发成功,而跨职能整合在程序公平与新产品开发成功关系中起中介作用。     

Financial Policy in Practice: Benchmarking Financial Sector Strategies Around the World

Policy makers use financial sector strategies to formulate a holistic policy for the national financial system. This article examines and rates financial sector strategies around the world on how well they formulate development targets, arrangements for systemic risk management, and implementing plans. The strategies are also rated on whether they consider policy trade-offs between financial development and systemic risk management. The rated strategies are then benchmarked against a range of country characteristics. The analysis finds that the scope and quality of national strategies for the financial sector are systematically influenced by several country characteristics. Interestingly, policy trade-offs, particularly between financial development and systemic risk management, are not adequately considered in the strategies.

Statistical inference on restricted partial linear regression models with partial distortion measurement errors

We consider the estimation and hypothesis testing problems for the partial linear regression models when some variables are distorted with errors by some unknown functions of commonly observable confounding variable. The proposed estimation procedure is designed to accommodate undistorted as well as distorted variables. To test a hypothesis on the parametric components, a restricted least squares estimator is proposed under the null hypothesis. Asymptotic properties for the estimators are established. A test statistic based on the difference between the residual sums of squares under the null and alternative hypotheses is proposed, and we also obtain the asymptotic properties of the test statistic. A wild bootstrap procedure is proposed to calculate critical values. Simulation studies are conducted to demonstrate the performance of the proposed procedure, and a real example is analyzed for an illustration.

研究目的：明确协商购买作为征地先行程序的宪法基础和制度资源,设计协商购买征地先行程序。研究方法：规范分析、比较分析。研究结果：（1）协商购买作为征地先行程序具有宪法基础,不仅没有违反宪法第10条第4款,而且是宪法第10条第3款的内在要求,也与基本权利的程序保障功能吻合;（2）协商购买作为征地先行程序有其制度资源,征地补偿可以作为确定购买价格的依据;协商购买程序与开放建构的征地程序合拍;行政协议制度为协商购买争议解决奠定基础。研究结论：协商购买应当作为征地的强制先行程序,县级以上人民政府应当在申请征收前善意地向农民集体及其成员提出购买要约,购买价格可以参考且不得低于征地补偿,协商步骤安排应当兼顾行政效率与农民权益保障。
