In Canada, the Alternative Land Use Services (ALUS) program aims to support conservation projects by financially compensating farmers for ecosystem services. The program advocates a bottom-up approach that allows farmers to decide which projects to implement. In this respect, ALUS distinguishes itself from more traditional agri-environment schemes, which are often managed in a top-down fashion. Other unique features of the program include a governance structure based on stakeholder confidence; the provision of annual compensation to members for supplying ecosystem services; and a private, community-based approach to conservation. Using the proximity analysis framework, our research explores whether this model can reshape the values of farmers and encourage them to adopt and maintain environmentally friendly practices. Our results reveal a close proximity among ALUS members in terms of their values, both environmental and economic. However, the ALUS program fails to take full advantage of the geographic and organized proximity of its participants. Specifically, individual projects are not integrated into a spatially coordinated, collective strategy that could have a greater environmental impact. While ALUS has been successful in encouraging farmers to adopt new practices, it mostly attracts participants who already agree with the values it promotes. Agri-environment schemes (AES) favouring the maintenance of hedges were implemented in the Camargue (southern France) as it has previously been proven to reduce the risk of damage caused by Greater Flamingo incursions into rice fields. Given the persistent incursions, we estimated the economic cost of damage from 2007 to 2009, the uptake rate of hedge-related AES and explored the limits of these schemes as a mitigation effort. Semi-structured and key informant interviews, site mapping and field visits were made to verify claims and estimate damage. Number of plants/m2 and fertile stems/plant were estimated on 1,498 and 312 grids, respectively, spread over 26 rice fields. Damaged areas of rice fields forayed by flamingos presented from 1.35 to 3.06 t/ha lower yield than undamaged areas. We estimated 228€/ha average loss in forayed fields for a total of 400,000€ in yield loss in 2008. Administrative constraints limited AES and free seedlings distribution, preventing the problem from being addressed at an appropriate scale. The trivial financial support for hedge management relative to more lucrative AES with lower constraints resulted in low uptake rate. We propose that modifications of AES take into account landscape factors over administrative boundaries and that the financial support for AES be scaled up relative to other subsidies in order to address the efforts necessary to achieve landscape changes to reduce human–wildlife conflict. 相似文献

Agri‐environmental schemes (AES) have had a limited effect on European agriculture due to farmers’ reluctance to participate. Information on how farmers react when AES characteristics are modified can be an important input to the design of such policies. This article investigates farmers’ preferences for different design options in a specific AES aimed at encouraging nitrogen fixing crops in marginal dry‐land areas in Spain. We use a choice experiment survey conducted in two regions (Aragón and Andalusia). The analysis employs an error component random parameter logit model allowing for preference heterogeneity and correlation amongst the non‐status quo alternatives. Farmers show a strong preference for maintaining their current management strategies; however, significant savings in cost or increased participation can be obtained by modifying some AES attributes. 相似文献

The 11 countries of East and Central Africa have diverse but overlapping agroclimatic conditions, and could potentially benefit from spillovers of agricultural technology across country borders. This article uses high‐resolution spatial data on actual and potential yields for 15 major products across 12 development domains to estimate the total benefits available from the spread of new agricultural technologies around the region. Market responses and welfare gains are estimated using the Dynamic Research Evaluation for Management model, taking account of current and future projections of local and international demand. Results suggest which crops, countries, and agroclimatic regions offer the largest total benefits. Downloadable data and program files permit different assumptions and additional information to be considered in the ongoing process of strategic priority setting. 相似文献

I study the evolution of SFAS 142, which uses unverifiable fair-value estimates to account for acquired goodwill. I find evidence consistent with the FASB issuing SFAS 142 in response to political pressure over its proposal to abolish pooling accounting. The result is interesting given this proposal was due in part to SEC concerns over pooling misuse. I also find evidence consistent with lobbying support for SFAS 142 increasing in firms’ discretion under the standard. Agency theory predicts such unverifiable discretion can be used opportunistically. 相似文献

Ritual legitimation, de-coupling and the budgetary process: managing organizational hypocrisies in a multinational company 总被引:1,自引:0,他引:1
The study of participation in the budgetary cycle has formed a prominent part of the research literature concerned with the budgetary process. More recently there has emerged a body of literature concerned with exploring the political and symbolic nature of the budgetary process. The paper reports upon the outcomes of an empirical study of the introduction of `budgetary participation' in a division of a European subsidiary of a large North American car manufacturer. We detail the long process of consultation and negotiation within the subsidiary, and between it and the European Headquarters. The study provides a revealing instance of the roles of formal budget participation as a ritual of control and legitimation without the substantive involvement of middle managers and suggested to us the introduction of de-coupling and organizational hypocrisy alongside the introduction of budget participation. The study pays close attention to the contingent effects of the wider political context of the division and the relationships between the division, its organizational context and organizational environment, and how this context played upon the budgetary process in the division. The outcomes that we analyse at `Delta' reflect the de-coupling strategies and organizational hypocrisies commonly found in public sector organizations. In this wider setting the corporation persists with the ritual of `tight' budget negotiation and target setting and apparent underachievement in performance. This article seeks to determine the most influential factors on the sustainability of a pension system. To this end, an empirical analysis was conducted on a sample of 13 countries, with different characteristics, according to three criteria: the size of the pension system's assets, the old-age dependency ratio and the success of the system according to the Mercer CFA Institute Global Pension Index. The results of this preliminary study show that countries with successful pension systems share a high rate of formal employment, good political stability, high life expectancy at birth, and a good rate of coverage by the pension system. 相似文献

Based on a questionnaire survey, the aim of this paper is to explore the relationship of business process management (BPM) with managerial accounting system (MAS) and their economic performance consequences in Chinese firms. Statistical data show that more firms accept business process improvement (BPI) other than business process reengineering (BPR) and optimize their activity chains other than supply chains. Through the construction of three elements, i.e., goal-setting, monitoring, and incentive schemes, of MAS, the study finds that when implementing BPM, firms usually use accounting indexes to set goals of the effect of business processes and combine the goals with monitoring and incentive schemes. Statistical data also show that incentive schemes get the lowest usage degree compared with goal-setting and monitoring. In addition, there are differences in their managerial accounting usages for BPM among firms considering ownership, industry, and scale. The main finding of this paper is that BPM empirically brings favorable changes to firms' economic performance via managerial accounting in general, and via goal-setting, monitoring, and incentive schemes in particular. 相似文献

Collaborative governance arrangements to deliver spatially coordinated agri-environmental management
Several studies show that agri-environment schemes (AES) are likely to be more effective if they are designed at the landscape scale. However, this requires spatial coordination of environmental management across multiple farm holdings and collaboration among governmental and other actors, including, possibly, groups of farmers. In this study we analyse alternative approaches to spatial coordination and collaboration. Through case studies from five EU member states in North West Europe we analysed collaborative governance arrangements, from the perspective of the distribution of governance tasks among collaborating actors and changes to these over time. Of these governance tasks, spatial coordination had our particular interest. The collaborative governance arrangements were shaped in various ways. In four out of five case studies a group of farmers had become involved in the performance of more governance tasks over time. In all cases a professional(ized) organisation (governmental organisation or a group of farmers) was responsible for spatial coordination, possibly due to the complexities inherent to a landscape approach. In relation to the change of schemes over time, we argue that adaptive collaborative governance, incorporating learning, monitoring and evaluation in the governance arrangements, is key to effective agri- environmental management. 相似文献
