终身学习视角下公共图书馆的转型与发展思考

公共图书馆作为公共文化服务体系的重要组成部分,在构建学习型社会的大背景下,为促进终身学习的理念,借鉴国外图书馆的前沿探索,提升人文素质和知识内涵,实现公共图书馆在新的历史形势下自身的转型与发展。     

Supply and demand of policy indicators

The aim of this article is to question the idea that all professional service organizations are undergoing a process of inter-archetype transformation. This idea, originating in organizational archetype theory, is now being used to interpret contemporary processes of change in British and other public sector services. Drawing on an example of management UK restructuring in social services during the 1990s – that of local authority social services in the UK – two main problems with this thesis are identified. First, this service demonstrates that ‘radical’ change has not occurred and that older professional values and working practices persist. Second, it reveals how, in at least one part of the public sector in the UK, management reforms have been partly undermined by a specific constellation of institutions and practices. These observations call for questioning the proposition that inter-archetype change is what has occurred and that current reforms will inevitably have this sort of transformational effect.     

The Board of Directors and The Adoption of Quality Management Tools

Abstract

The article examines the role of the board of directors in Local Public Utilities (LPUs). It aims at verifying empirically if a correlation exists between specific characteristics of the board of directors and the adoption of innovative arrangements addressing emerging needs of users and citizens (i.e. quality). By means of applying multivariate statistical methods to a random sample of sixty Italian LPUs, this study finds the relational capital of the boards affecting the take up of quality-oriented actions by LPUs. These results support the resource-dependence theory, neglected by mainstream literature.     

Governance for climate-change adaptive capacity in the Swedish electricity sector

Abstract

This article analyses the capacity for climate change adaptation (CCA) in the Swedish electricity grid sector. Utilizing two perspectives from organization theory it directs attention to changes in the sector, from the 1980s until 2010, with radical change with an NPM-reform in 1996. For the time before 1996 findings indicate a high CCA capacity. The reform led to a reduction in this capacity through an increased emphasis on economic efficiency, although there also has been some room for robustness-considerations. This article shows that organizational culture and formal structure influence the capacity to adapt to climate change.     

Dynamic contracting under imperfect public information and asymmetric beliefs

We develop a dynamic principal–agent model to show how imperfect public information and asymmetric beliefs about payoff-relevant parameters, agency conflicts, and the agent's implicit incentives to influence the principal's posterior beliefs through his unobservable actions interact to affect optimal dynamic contracts. We make a methodological contribution to the literature by solving the continuous-time contracting problem using a discrete-time approximation approach. We obtain a simple characterization of optimal renegotiation-proof contracts in terms of the solution to a nonlinear ordinary differential equation (ODE). We then exploit the properties of the ODE to derive a number of novel implications for the dynamics of long-term contracts that alter the intuition gleaned from the previous literature. Optimism has a first-order impact on incentives, investment and output that could reconcile the “private equity” puzzle. Consistent with empirical evidence, the interaction between asymmetric beliefs, risk-sharing and adverse selection costs could cause the time-paths of the agent's incentive intensities to be increasing or decreasing. Our results also suggest that the incorporation of imperfect public information and asymmetric beliefs could potentially reconcile empirical evidence of an ambiguous relation between risk and incentives, and a non-monotonic relation between firm value and incentives. Permanent and transitory components of risk have differing effects on incentives, which suggest that empirical investigations of the link between risk and incentives should appropriately account for different components of risk.     

高校书法公选课教学质量的问题和对策研究

书法作为中国传统文化的一种特殊表征,是中国传统文化的载体,从某种意义上讲书法艺术的发展也是中华民族传统文化延续的一种方式。因此,书法教育对提高高校大学生传统文化素质和审美等总和能力的培养方面发挥着不可替代的作用。目前,非艺术专业高校就以书法公选课的方式承担此项重任,效果不尽人意,要改善这种现状,国家和高校要提高认识,做出一套行之有效的改革方案。     

国外一般消费品召回管理机构及召回信息公示工作对我国的启示

2010年《家用电器产品召回管理规定》征求意见稿已面向全社会征求意见。在我国一般消费品召回比起汽车召回才刚刚起步。文章从美国、加拿大、澳大利亚、欧盟、日本等几个一般消费品召回较成熟的国家或地区出发,分析了一般消费品的召回管理机构、法律、召回公示信息等内容,以期对我国一般消费品制度、法律及信息：佥示等内容起到借鉴作用。     

欧盟公共与私营电子采购标准化要求异同初探

电子采购的兴起,逐渐革新了传统的采购模式,大大地提高了效率,节约了成本。欧盟是电子采购制度建设较早的地区之一,且渗透到私营和公共采购领域。为了提高公共与私营电子采购之间的兼容性,2005年2月欧洲标准化委员会（CEN）正式发布了《欧盟电子采购标准化要求和差距分析》（CWA15236）。文章将根据《欧盟电子采购标准化要求和差距分析》（cwA15236）,以现有的法律、标准规范和技术为基础,分析欧盟公共与私营电子采购在法律层面、程序层面和技术层面的主要异同点,同时提出了相关建议。     

公益类广告的创意与构思策略

通过对我国公益广告现状的分析,研究和探讨了公益广告与思维创新的关系,阐述了思维创新在公益广告创作中的重要地位和作用,提出了要使公益广告更新颖、独特,更富人格魅力就必须打破思维枷锁,激发思维创新的潜能。公益广告是为公益活动、公益事业提供传播服务的。它是以推广有利于社会的道德观念、行为规范和思想意识为目的的广告传播活动。公益广告的创意相对于商业广告又有其自身的独特视点。本文对大量的公益广告进行了分析,从中归纳整理出公益广告创意的方法。     

由“国美事件”对中国家族式企业管理文化的反思

国美事件是中国家族式企业发展中的一个具有典型意义的事件。国美事件的发生反映了传统家族企业管理文化与现代企业管理文化的矛盾和冲突,揭示了我国传统家族企业管理文化的特征及其存在的种种弊端。家族企业健康、可持续发展必须重构企业文化,实现管理文化创新。
