深化改革、不断调整 创建高效精干地调院

保留一支素质较高、精干的地质勘查队伍,满足国家及区域经济发展对地质勘查工作的需要,包括地质勘查的公益性事业和经营性活动,是贯彻落实国办发[1999]37号文件的一项重要改革内容.文章介绍了江苏省地调院深化改革、不断调整、创建高效精干地调院,实现公益性地质事业与经营性地勘活动统分结合,稳定、发展地质事业,形成高效精干地质队伍的经验和体会.     

论公益性、商业性地质工作区别、联系及运行

文章阐述了公益性与商业性两类地质工作的特点与联系,提出地勘单位应当积极主动地适应新的形势,充分利用国家公益性地质工作成果,发展自身的商业性地质工作     

《营养与健康》课程内容基础框架的构建

通过实践教学,笔者就关于我校《营养与健康》课程内容的构建做简单的阐述。     

Motivations and performance of public to private transactions： An international study

This article deals with the motivations and the different sources of value from public to private transactions in Europe, USA and Asia from 2000 to 2007. We determine eight main motivations （tax savings, incentive realignment, control, free cash flow, growth of prospects, transaction costs, takeover defence and undervaluation）. Then, we evaluate the shareholder wealth by measuring the offered premiums and the CAAR （cumulative average abnormal return）. Finally, we analyse the impact of public to private to the wealth shareholder. The main sources for firms from going private are incentive realignment, free cash flow （mostly for Asia）, the economy of cost transaction and undervaluation. Furthermore, taxation benefit is a source of wealth effects for Asia and family blockholder （for the control hypothesis） is significant for Europe. Premiums and CAAR are the most important for the USA and Asia. The main observation that we have made is that Asia gets the same behavior as the USA.     

严格落实“八步工作法”做好基建招投标工作

对基建项目严格实行公开招投标,意义与作用重大。但如何规范操作基建项目的招投标工作,使之合理合法,是南京信息工程大学一直努力的方向。该校十分重视基建项目的招投标工作,在校纪委的指导和监督参与下,近年来,基建处通过不断的改革和创新,逐步总结出八步工作法,从立项、标书起草、招标信息发布等八个环节,明确了招标及项目管理工作流程,进一步加强了招标及项目过程管理的成效,促进了学校基建工作精细化管理,更加深入推动了学校反腐倡廉建设。     

基于数据包络分析理论的区域公共管理评价——以泛珠三角为例

将在理论经济学中应用的DEA理论推广到公共管理研究中,通过实证分析研究指出泛珠江三角洲区域公共管理中存在的优势及不足,为在中国整体区域推进公共管理能力提升提出了建设性意见。     

Building knowledge systems for sustainable agriculture: supporting private advisors to adequately address sustainable farm management in regular service contacts

Advisory service provisioning on sustainability issues such as environmental care and food safety is considered suboptimal in privatized extension systems, which comprise a diverse set of private advisors. Apart from funding dedicated ‘public good’ projects, government also relies on these advisors to address sustainability issues in their regular service contacts with farmers. Policy measures have hence been proposed to stimulate farmer demand for such sustainable farm management (SFM) advice (pull measures) and to build capacity among advisors (push measures). This paper assesses two interventions, in nutrient management and mastitis prevention, that integrate pull measures (awareness building and economic incentives) and push measures (promoting facilitative advisory styles and optimizing knowledge system linkages) to stimulate advisory service provisioning on SFM. Results indicate that effectiveness appears to depend on an adequate mix of, and balance between, push and pull measures. Awareness building is a prerequisite to creating demand for such services and appears more important than economic incentives. However, awareness is not built by the interventions alone; indeed, a lack of awareness may not be the main problem: the broader institutional context may not be conducive to a proactive approach to addressing SFM if regulatory frameworks are unclear and inconsistent. The main conclusion is that, despite interventions having an impact, it is uncertain whether the demand for, and supply of, SFM advice will be sustained after interventions are withdrawn.     

重庆市基本公共服务均等化发展状况实证研究

本文以国家统筹城乡综合配套改革试验区之一的重庆市为例,根据重庆40个区县2000-2010年十年间的统计数据,从公共教育、社会福利、医疗卫生和就业服务等方面建立了评价指标体系,得出了近10年来,尤其是2007年统筹城乡改革试点之后重庆市各区县间公共服务水平变异系数显著下降,即公共服务水平均等化程度不断提升的结论。同时本文还利用回归方法,分析了各项财政支出对重庆市各区县基本公共服务水平的影响程度,发现平衡社会福利、医疗卫生、就业服务三个方面的财政支出对于提升基本公共服务均等化水平有着显著的促进作用。     

Java数字签名在公文传输中的应用

随着OA技术在企业中的广泛应用,如何保障电子公文的完整性、惟一性、可追溯性问题,是电子政务中的研究热点和难点之一。针对上述问题,实现了一种用于解决电子公文防窜改、防抵赖,防仿冒的公文传输系统;针对该系统中的关键技术:消息摘要、数字签名等技术进行了详细的论述;使用Java序列化技术将公钥保存在关系数据库中改变了公钥由CA中心分发的传统方法,进一步优化了系统部署时间和成本。
