加速城市建设应注意的几个问题

目前,我国城市化进程不断加快,城市数量增加,规模扩大,成效显著.但是,也必须清醒地看到,城市建设工作中的短期行为和浮躁之风相当严重,应当引起人们的高度重视.本文认为,城市规模扩张必须以产业支撑为前提,不能搞空壳城市;城市公共设施建设慎向民资伸手,不能滥用市场化手段;居民区搬迁改造应多些人文关怀,不能一拆了之;应遵循城市发展的客观规律,正确处理城市建设中的几个关系问题.     

关于我国财政政策导向调整的研究

近年来我国实施的积极财政政策确实在很大程度上促进了经济和社会的发展。但是随着经济市场化程度的不断提高和经济环境的变化，这种积极财政政策也表现出诸多的不适应性。因此应适时调整财政政策导向以适应经济和社会发展的新要求。拟从我国近年来实施的积极财政政策的成效分析出发，阐述了当前调整财政政策导向的必然性，并提出了今后我国财政政策的调整方向。     

Taxation of Mobile Factors as Insurance under Uncertainty

This paper considers the effects of the taxation of mobile factors, i.e., capital, under uncertainty. The wages earned by residents of a jurisdiction are uncertain due to random shocks. Since the uncertain wages in a jurisdiction depend on the amount of mobile capital employed in the jurisdiction, and since taxation alters the quantity of capital employed, taxation affects the riskiness of uncertain wages. In particular, the taxation of capital moderates the fluctuation of uncertain wages, thereby providing insurance. For this reason, jurisdictions use distortionary capital taxation even if lump‐sum taxation is available. In addition, this insurance effect counteracts the tendency toward too low tax rates on capital arising from tax competition, and possibly improves the efficiency of tax competition.     

发展中国农业保险的对策分析

目前中国农业保险发展滞后,其原因主要有农民收入不高、农业保险保费收入低、农业保险的法律法规不够完善及农业保险组织体系不够健全,应提高农民收入、完善农业保险法律法规、建立健全农业保险组织体系,以促进中国农业保险业的发展。     

进城农民工社会保障的影响因素研究

缺乏明确的法律规定、不同制度模式之间难以互通互联及其自身的缺陷,是制约进城农民工参加社会保障的重要制度性因素;性别、城市工作年限、是否签订劳动合同、工资收入、所在城市等则是影响进城农民工参加社会保障的非制度性因素。从制度创新和强化执法等方面提出了政策建议。     

公众参与城市绿色空间管理维护 ——以坦纳斯普瑞公园为例

“公众参与”广泛应用于以美国为代表的西方现代景观规划设计领域。随着社会的发展在美国等国相继出现“公众参与”城市绿色空间管理维护的趋势，人们逐渐意识到管理维护对城市绿色空间的重要性。以美国波特兰市坦纳斯普瑞公园为典型案例，通过实地调查、文献研究、访谈、归纳推理等研究方法，从公园建设背景、设计特色出发，回顾“公众参与”前管理维护的困境，阐述“朋友和伙伴”项目的发展历程、工作内容及成效，总结“公众参与”后期维护管理的意义，分析成功推行的原因。“公众参与”有助于解决目前中国城市公园管理维护面临的投入资金不足、游人素质偏低等问题，对未来城市公园管理工作的发展具有重要启示意义。     

Does the Company Lawyer Have Your Back? A Brief Look at the Need for Personal Private Liability Insurance

There are four traditional uses of private personal liability insurance dating from the 1970s to the present (Hayes 1979; Sommers 2005) which pertain either to individuals or corporations. There is insurance to cover damage to rental cars, umbrella insurance to cover any injury to a guest at one’s home, insurance bought by corporations to cover potential corporate responsibility for actions of company representatives and insurance including misadventures with financial information and morally hazardous behavior as well as corporate required actions which are later deemed to be wrong or inappropriate. Employees need to find out if the employee manual provides for coverage for legal liabilities resulting out of performing job responsibilities. Due to a need to reduce company costs, many companies are reducing or eliminating coverage for employees for many types of actions. Private personal liability insurance gives you the peace of mind to know what you are covered for and for how long. Employee rights versus corporate budgets are at the core of this discussion.     

Anticipated Environmental Policy and Transitional Dynamics in an Endogenous Growth Model

This paper makes a new attempt toinvestigate how an anticipatedenvironmental policy governs the transitionaldynamics of an economy when pollutionexternality is taken into account. Themodeling strategy we use is an AK technologyendogenous growth framework with an endogenousleisure-labor choice. It is found that, unlikeinelastic labor supply framework, a rise inpublic abatement expenditure will stimulate thebalanced economic growth rate. It is alsofound that public abatement technology plays animportant role in determining the transitionaladjustment of the economic growth rate inresponse to a pre-announced environmentalpolicy.     

道德风险存在下董事责任保险市场的保费水平分析

本文通过对董事责任保险市场的介绍,指出在董事责任保险市场中存在着严重的道德风险问题,通过对市场中保险双方行为的博弈分析,得到在道德风险存在下的保费变动范围,并指出防止或减轻董事责任保险市场中道德风险的方法.     

台湾全民健康保险财务危机论析

台湾全民健康保险自1995年实施至今已经取得了显著的成效,民众的健康有了基本的保障.但是,台湾健保也面临着严重的财务问题,至今已经爆发了三次财务危机.本文从台湾健保的管理制度、财务收入制度和财务支出制度等方面对其财务危机进行了分析,并总结出它为完善我国大陆健康保险制度提供的借鉴意义.
