东部地区在区域经济协调发展中要发挥更大作用

“八五”以来，我国东部沿海地区充分利用区位优势和现实经济条件，依靠科技力量，致力于产业结构升级换代，积极转变经济增长方式，形成了一批现代化的企业集团和企业家队伍，经济增长方式上完成了由劳动密集型向资本、技术密集型的转变，积累了大量的资本，为东西部地区协调发展创造了条件。     

河西地区农牧地域分异与农牧耦合探讨

农牧耦合存在两种基本耦合类型:一是特定地域农(牧)生态系统中农牧业生产之间的内部耦合;二是不同地域农(牧)生态系统之间的农牧空间耦合。在对河西地区农牧空间耦合的自然环境、历史发展、现状结构和问题分析基础上,结合对农牧空间耦合的理论探讨,提出了河西地区农牧空间耦合的发展对策。     

特许经营体系的组织性质:属性与内涵

特许经营体系是一种中间性体制组织,它用较低的组织成本获得了较高的非一体化下的合作程度,用较低的交易成本获得了较高的交易市场化程度。从不同的角度看,特许经营体系具有不同的组织内涵。具体而言,从制度经济学的角度看,特许经营体系是一种介于科层组织和纯市场之间的中间性体制组织;从创新经济学的角度看,特许经营体系又是一个创新系统。     

从"10+3"看东亚区域经济合作的方式

东亚区域合作面临许多难题，贯穿“东盟方式”的“10 3”合作是东亚目前的主导形式，但这一合作的诸多缺憾使东亚区域合作很难沿这一方向深入下去。2002年初，小泉纯一郎在新加坡描述了一个称为“东亚共同体”的设想，实际是鼓吹以双边自由贸易协定网而非区域经济一体化的方式来实现东亚的区域合作。的确，双边自由贸易协定网的方式不但符合东盟强调自立的合作原则，也迎合了外部特别是美国在这一地区的利益，易为各方接受，却从根本上堵住了东亚通往更具机制化合作的道路。笔者认为东亚区域合作的必然选择是大国协调为基础的区域经济一体化，这虽然需要一个艰难的调整过程，但却是在全球化条件下保障东亚各国利益的惟一选择。     

阻碍资本外流契约对区域经济的影响

阻碍资本外流契约不仅影响资本优化配置,也削弱代理人在优惠回报契约中的谈判力,从而使区域经济难以实现效用最大化.同时,在存在代理人道德风险的情况下,阻碍资本外流契约所规定的撤资高额违约金会妨碍区域经济总效用最大化的实现.应从制度上消除区域内外资本的等级差别,规定区域融资契约合理的法定有效期,并制定强有力的法律来制止区域融资主体迫使投资者与之签订只体现自己意愿的阻碍资本外流契约.     

Explaining Real Commercial Rents Using an Error Correction Model with Panel Data

This paper presents rent models for retail and office property in the United Kingdom. Panel data are used covering eleven regions for 29 years, enabling us to overcome the limitations of a relatively short time series. We use an error correction model (ECM) framework to estimate long-run equilibrium relationships and short-term dynamic corrections. The combination of panel data and an ECM is an innovative approach that is still being developed in economics. We construct new supply series that combine infrequent stock data with more frequent construction data. Separate regional models are estimated for retail and office properties. The regions are then combined into a number of panels on the basis of the income and price elasticities in the long-run and short-run models. Unlike previous studies, we find no evidence of a board north–south divide between low growth and high growth regions. Like these studies we do find a London effect: in London, demand elasticities for space with respect to both price (rent) and income are much lower in magnitude. We conclude that, while the economic drivers may vary, there is no evidence of differences in the operation of the regional property markets outside London. Elasticities for retail and office are similar. Our final models are parsimonious with single measures of economic activity and of supply and always support the use of an ECM.

产业集群、区域经济与金融深化——金融支持中国戴南产业集群发展模式研究

积极实施城市反哺农村，工业反哺农业，以工业化致富农民，城市化带动农村，产业化提升农业，是建设社会主义新农村的成功经验。金融作为现代经济的核心，是支持社会主义新农村建设不可或缺的重要因素。本文结合中国戴南产业集群发展的轨迹，剖析了戴南产业集群发展的现状、特点以及制约集群进一步发展的金融瓶颈，提出了金融支持戴南产业集群发展的构想，着重指出了转变观念、创新机制、组合产品、完善体系等四个方面金融支持的新路径，为金融助推产业集群在经济欠发达地区的率先发展，提供了重要的实践模式。     

Testing for Vertical Fiscal Externalities

The purpose of this paper is to design a test of whether the vertical external effects associated with tax base sharing among local and regional governments have become internalized via the intergovernmental transfer system. Such tests are important in the sense that the income tax rates chosen by different levels of government will generally be correlated, even if the resource allocation is optimal from society's point of view. By using panel data for the Swedish local and regional public sectors, the results imply that an increase in the regional income tax rate induces the municipalities in the region to decrease their income tax rates. In addition, we are able to reject the null hypothesis that the vertical external effects have become internalized.     

Complementary currencies: what role should they be playing in local and regional government?

The current climate of fiscal austerity has seen a resurgence in ‘complementary currencies’ as local and regional governments look for ways to use under-utilized assets, maintain employment and avoid local economic decline. The authors explore how local and regional governments can facilitate complementary currencies to reduce the impact of external economic shocks and enable their economies to continue to function in the face of austerity. They recommend that localities consider participating in existing complementary currency ‘circles’.
