An assessment and ranking of barriers to doing environmental business with China

The transfer of environmental goods and services to China will increasingly be of importance to developed nations as the demand for environmental management services increases in China. A review of the literature on technology transfer to China revealed a range of well recognized and commonly known constraints to transferring technologies to China. There were gaps in the literature in relation to the concerns that environmental professionals have regarding technology transfer to China, as there is limited information on the transfer in environmental goods and services to China. A survey of the non‐trade barriers and their practical impact on the transfer of environmental technologies and goods and services to China, focusing on Australian suppliers, was undertaken to address these gaps. The survey, which was developed from barriers to technology transfer already described in the extensive research addressing the wider issues of technology transfer to China, targeted environmental professionals but also included other professionals with interests in transferring environmental goods and services to China. From the survey, the highest priority barriers to transferring environmental goods and service to China were identified, and those that are most likely to limit Australian vendors of environmental goods and services in their technology transfers to China were protection of intellectual property (IP), limitations of the rule of law, fragmentation and bureaucracy of the Chinese government and establishing appropriate level of ownership (of environmental goods and services providers in China). Examples of Australian experience were also examined, which confirmed these barriers to providing the needed technology and innovation to manage China's increasing environmental impacts. The research also shows that the barriers identified do not appear to be unique to transfer of environmental goods and services but rather generic to the transfer and adoption of Australian technology into China. 为了更好地进行物流体系规划和方案评估。文章提出了军事物流仿真问题。描述了国内外军事物流仿真进展情况及主要问题。提出了从实体建模、业务建模、行动建模的仿真思路和技术框架模型。     

绿色制造技术标准体系研究

为了支持绿色制造技术相关标准的研究,在描述绿色制造技术概念的基础上,建立了绿色制造技术的总体构架。从技术实现角度分析了总体构架中各层的主要内容。建立了绿色制造技术标准体系框架,并对标准体系框架中的各类标准进行阐述。最后,在描述支持绿色制造技术标准研究重点的基础上,提出了绿色制造技术标准体系的构建关键、发展策略以及具体的技术措施。     

金融结构、技术进步与产业结构升级*——基于跨国数据的经验验证

本文分析了金融结构通过技术进步对产业结构产生的不同作用机理,并通过具有代表性的30个包含发达国家与发展中国家的数据,检验了金融结构对产业结构的影响效果。实证结果表明,在考虑技术转移的情况下,适宜的金融结构可通过技术进步对产业结构升级有较显著的正向作用,而金融发展水平对产业结构升级的影响效果并不显著为正。       

跨国公司的进入模式与技术转移

跨国公司对东道国进行直接投资主要有两种模式：绿地投资和并购。本文通过构建一个简单的理论模型对跨国公司如何在这两种进入模式之间进行选择,在不同的进入模式下跨国公司的技术转移水平有何不同。以及跨国公司进入模式的选择和技术转移水平受到哪些因素的影响等问题进行了研究。在理论研究的基础上并且结合中国的实际情况,本文提出了有关促进跨国公司提高对华技术转移水平的政策建议。     

THE IMPACT OF ACADEMIC PATENTING ON THE RATE,QUALITY AND DIRECTION OF (PUBLIC) RESEARCH OUTPUT*

We examine the influence of faculty patenting on the rate, quality, and content of public research outputs in a panel dataset of 3,862 academic life scientists. Using inverse probability of treatment weights (IPTW) to account for self‐selection into patenting, we find that patenting has a positive effect on the rate of publications and a weak positive effect on the quality of these publications. We also find that patenters may be shifting their research focus to questions of commercial interest. We conclude that the often voiced concern that patenting in academe has a nefarious effect on public research output is misplaced.     

Modes of cooperative R&D commercialization by start‐ups

This study empirically examines the determinants of heterogeneous firm‐level cooperative R&D commercialization strategies. While the volume of interfirm collaboration has increased dramatically in recent decades, the determinants of firm‐level choices among alternate modes of such cooperative activity remain relatively understudied. We develop a conceptual model of factors determining collaborative mode choice at the organizational portfolio level. These factors include the firm‐level appropriation environment, in which deal‐level choices have portfolio‐level spillover implications, as well as governance capabilities developed by the firm over time. Using a random sample of innovating biotechnology start‐ups, we assemble a firm‐year panel dataset that aggregates transaction‐level collaboration data to the firm‐year level, allowing us to characterize firms' portfolios of collaborative deals. We find broad empirical support for our model, suggesting that a firm's appropriation environment and governance capabilities strongly influence portfolio‐level collaboration mode choices. In addition, we explore the implications of governance capability development, finding that experience with particular modes, as well as deviations from existing capabilities, impact firm valuation.
