Research issues for employee empowerment in hospitality organisations

Employee empowerment is said to have much to offer hospitality organisations. Empowered employees will respond to customer needs as they arise, they will react appropriately to customer complaints, and they will develop a sense of ownership taking personal pride in ensuring that service encounters are a success. A more considered approach suggests that claims for employee empowerment need to take account of different definitions and meanings used by managers. They fail to recognise the initiatives which are called empowering take different forms which result in different working arrangements and boundaries for what the empowered can do, and represent different benefits to employees and employers. Whatever the intentions of managers, the effects of empowerment will be mediated by the experiences of the empowered. There are likely to be tensions between managerial intentions and employee experiences of empowerment. This paper suggests that there is unlikely to be a simple trade-off between empowering employees and improved organisational performance. A framework of analysis is needed which both examines each step in the process and the effects created.

Measuring the Implementation of Codes of Conduct. An Assessment Method Based on a Process Approach of the Responsible Organisation

More and more organisations formulate a code of conduct in order to stimulate responsible behaviour among their members. Much time and energy is usually spent fixing the content of the code but many organisations get stuck in the challenge of implementing and maintaining the code. The code then turns into nothing else than the notorious "paper in the drawer", without achieving its aims. The challenge of implementation is to utilize the dynamics which have emerged from the formulation of the code. This will support a continuous process of reflection on the central values and standards contained in the code. This paper presents an assessment method, based on the EFQM model, which intends to support this implementation process.

Information Cascades in the Labor Market

A model of herding behavior in the labor market is presented where employers receive signals with limited precision about the workers types, and can observe previous employers decisions. Both the employer and the worker can influence the signal probabilities. In particular, the employer tries to increase the precision of the signal about the workers type whereas the worker wants to get a good signal, independent of her type. In a two-period model, we derive conditions for an equilibrium in which only down-cascades occur, i.e., the second employer does not hire a worker with a bad history even if he receives a favorable private signal about the workers type, but he follows his own signal if the workers history is good.

Trade Structure and Trade liberalization: The emerging pattern between the EU and Transition Economies

The purpose of this study is to find empirical evidence for the assumption that trade liberalization unlocks the potential of the Transition Economies (TEs) to achieve technological upgrading, productivity progress and catching-up (in terms of income). The study examines the trade structure now emerging between the European Union (EU) and the TEs in the light of two sets of differently liberalized trade items identified by the European Agreements. The aim is to determine whether trade liberalization has helped to supersede the structures – reflected mainly in the low quality of products – inherited by the TEs from the command economy. The empirical results are interpreted in the light of the Flam-Helpman quality-cycle model. We find evidence of an ongoing division of labor between high quality products (EU) and low quality products (TEs) according to a cycle. The first stage comprises the already well established dominance of quality advantage products by EU countries producing and exporting high-quality products, which crowd out the TEs' production of similar products. The second stage is the exploitation of cost-advantages by TEs in less liberalized trade, and there they appear to achieve better results. All these results may be taken as support for an active government in TEs.
