关于完善我国进出口检验检疫制度的思考

结合社会实践,分析我国检验检疫面临的新问题与新挑战,提出要加快检验检疫制度标准化的进程,促进有关检验检疫法律法规的完善,加强政策制度的建设,填补法律空白,弥补法律漏洞,提高政策执行的可行性与科学性;加大检验检疫部门的行政监管力度,做到科学监管、依法监管、人性监管;完善我国检验检疫机构的行政配置,提高检验检疫机构的职能设置与国际标准的融合度,进而推进我国检验检疫事业的可持续发展,维护国家在进出口贸易中的经济利益,捍卫国家主权与形象尊严。     

A profit assessment model for equipment inspection and replacement under renewing free replacement warranty policy

For many types of equipment whose maintenance requires skilled labor or whose random failure may have serious consequences, such as aircraft engines, medical equipment and others, customers generally prefer to entrust maintenance activities to the manufacturer or any of its representatives. The latter must, in turn, provide the customer with a maintenance program that is economically viable for both parties. In this study, the customer and the manufacturer agree on what follows regarding a non-self-announcing failure equipment whose state is only known through inspection: during the warranty period, the manufacturer inspects the equipment according to a specified schedule which he establishes taking into account that the costs incurred for inspections and replacements are supported by him during the warranty period. After the expiration of the warranty, inspections and replacements are performed by the manufacturer and billed to the customer. Moreover, penalties related to inactivity periods between failures and their detection are always supported by the manufacturer. The warranty is applicable to any equipment replaced during the validity period of the service contract. This type of contract generates a profit for the manufacturer. In this paper, an analytical model taking into account the commitments of both parties has been developed. The model allows generating the instants (x₁, x₂,…, x_n) at which the inspections must be performed and the corresponding expected profit for the manufacturer while considering the warranty period offered on the market for similar equipment. An algorithm has also been developed to generate the inspection instants given the costs structure and the lifetime probability distribution of the equipment. In a context where business models argue for a greater implication of suppliers towards their customers, the proposed decision model may be relevant and very useful.

Does mandatory food safety training and certification for restaurant employees improve inspection outcomes?

The purpose of this study was to explore the relationship between mandatory food safety training and certification and inspection results of chain restaurants and independent restaurants, using current food safety inspection results of food service establishments in Central Florida. More specifically, this study examines whether there is any statistically significant difference in the violation frequency among chain and independent restaurants. Reducing the risk of any foodborne illness is a critical strategy that industry stakeholders should pursue in an area dominated by tourism such as Orlando, Florida. A one-way ANOVA was used to determine the differences between the two types of restaurants. Findings indicate that there is significant difference between chain and independent restaurants for critical violations. No difference was found when comparing chain verses independent restaurants for non-critical violations.     

Reining in auditors: On the dynamics of power surrounding an “innovation” in the regulatory space

In the aftermath of Enron and the collapse of Arthur Andersen, new “independent” institutions were created to oversee financial auditing. Based on a modified version of Lukes’ multidimensional model of power, we first investigate how the creation of the Canadian Public Accountability Board (CPAB) has affected the dynamics of power among the main players enlisted in Canada’s regulation of public accounting. Our findings strengthen the view that a “form of allegiance” was, at the time of data collection, developing between CPAB and the largest Canadian accounting firms. Through a second analytical movement, we extend the boundaries of our argument, showing that patterns of resistance against the logic of arm’s length regulation operate in a variety of audit regulatory sites. Our conclusion points, in particular, to the spatial gap - and incidentally the limitations - of any attempt to control and supervise a globalized industry from a national or regional perspective.
