The importance of language testing is noticed by more and more people.But the quality of testing,or say,the level of test writers,has been ignored for a long time.This article intends to talk about the importance of professional training for test writ- ers,in order to arouse people＇s attention to the quality of test designers.     

On Testing for the Nullity of Some Skewness Coefficients

Three tests for the skewness of an unknown distribution are derived for iid data. They are based on suitable normalization of estimators of some usual skewness coefficients. Their asymptotic null distributions are derived. The tests are next shown to be consistent and their power under some sequences of local alternatives is investigated. Their finite sample properties are also studied through a simulation experiment, and compared to those of the √ b ₂-test.

Drug testing and the law

This article examines judicial and administrative rulings and legislation involving or related to the issue of drug testing in the workplace. It discusses the rights of employees in the public and private sector: constitutional rights; federal, state, and local statutory rights; rights of unionized employees; and common law rights. It analyzes both the current state of the law and future directions the law may take, as courts and administrative agencies decide more cases and governmental bodies continue to pass drug testing legislation.

The Negligence Rule in the Presence of Judicial Corruption and Social Norms

This paper investigates the phenomenon of judicial corruption and incorporates it into Polinsky, A. M. (1980). Strict liability vs. negligence in a market setting. American Economic Review, 70, 363–367 framework so as to analyze the efficiency of the negligence rule. By shedding light on the role of social norms in regard to the phenomenon of judicial corruption, this analysis provides implications for policy. First, more prevalent corruption at the status quo tends to intensify the extent of the corruption itself and, as a result, the effectiveness of the government’s corruption enforcement is greatly lessened. This implies that an excessively lenient policy of corruption may result in an uncontrollable consequence; once corruption becomes rampant, it is costly to bring it down. Of great importance, in the presence of such a corruption effect, the social optimum cannot be achieved based on the negligence rule and the equivalence between the strict liability and negligence rule fails. Secondly, the attitude of the society toward a corrupt judge plays a crucial role in governing the effectiveness of an efficient wage arrangement. If the society can fully accept a corrupt judge, corruption will never be controlled even with the incentive wage scheme.

Qualität im Journalismus – ein integratives Konzept

To determine the various performance criteria concerning journalism it is reasonable to develop a broad concept, which integrates the different theoretical approaches. In a functional and system-oriented perspective, fundamental performance criteria can be based on the social function and the specific code of journalism, which emerged in an historical process of mutual observation of journalists and audiences. In a normative-democratic perspective, performance criteria can be derived from societal and human values codified in diverse regulations. However, in this regard it has to be taken into account that specific claims of the political subsystem also play an important role. Finally from an audience and action oriented viewpoint, it is important to keep in mind that journalistic communication must be useful and applicable in the world the audience lives in.
