中国风电产业技术创新对风电投资成本的影响   总被引:1,自引:0,他引:1  
本文通过对学习曲线模型进行拓展,将规模效应对成本下降的影响从技术创新的影响中分离出来,解决了变量遗漏偏差的问题。并采用过程仿真方法,解决了中国风电时间序列数据样本过小的难题,提高了测算风电产业对新技术学习率的准确度。研究发现,中国风电产业的学习率仅为12.7%左右,即当风电累计装机容量增加2倍时,风电的单位投资成本因技术创新的下降率只有12.7%左右。由技术创新带来中国的成本下降不仅远远低于发达国家的,而且低于中国的太阳能等其他的新型可再生能源。因此政府在加大对风电基础科研投入的同时,应将政策的重点放在新技术的转化上。  相似文献

This study describes the development and validation of an instrument to measure organizational learning. Starting out from a comprehensive analysis of the main organizational learning models in the specialized literature, the organizational learning scale in this study consists of 18 items forming five dimensions: the ontological levels of learning, modes of knowledge conversion, learning sub-processes, types of learning, and feedback and feed-forward flows of learning. A survey to large Spanish companies provides data from 167 companies. Confirmatory factor analysis tests the construct measurement model and validates the scale. The results of the study indicate that the scale satisfies the criteria for reliability, and validity. The exploratory factor analysis permits the identification of four factors which make theoretical sense: information systems, the existence of a framework for consensus, procedures for the institutionalization and broadening of knowledge, and forms of management and the genesis of knowledge. The new construct promises to be more comprehensive, integrative and eclectic than previous constructs, achieving its broad scope by incorporating a number of the main theoretical perspectives on the matter. For practitioners, the scale could form the basis of an auditing tool, as well as being a useful target for organizational change initiatives.  相似文献

In theory, learning from past mistakes should result in adapted and improved development policy. However policy learning can be difficult to achieve, and the link between learning and policy change is neither direct nor immediate. In this study we look at learning in agro-industrial policy in Ghana, by tracing the interest in sugar production and tomato processing over six decades. Specifically we ask why four failed factories established in the early 1960s have continued to play central roles in both policy and public discourse. Using policy documents, academic material, and the popular press, we show that Ghana’s policy focus on sugar production and tomato processing has endured, despite the fact that the factories were misconceived, poorly sited, ill-equipped and poorly managed. Indeed, the political ideas that underpinned the establishment of these factories in the early days of independence can be seen in the current One District, One Factory policy. We suggest that it is their symbolic and political value, not their economic value, which keeps the discussion around these factories alive. Even when shut down, they are a physical manifestation of historic commitments by the state, and as such they guarantee the attention of politicians, and hold out hope of a next re-launch. Unfortunately as long as the factories continue to be incorporated into each new generation of agro-industrial policy, it is difficult for any alternatives to gain traction. This analysis highlights the very long overhang of bad decisions, particularly when they are associated with physical infrastructure. Learning from past mistakes will only happen if the short-term political cost of turning policy learning into policy action can be overcome.  相似文献

The current article explores the characteristics that distinguish early from late adopters of GM corn and measures the productivity impacts of early adoption, for a sample of farmers in Minnesota and Wisconsin. The results of the adoption analysis confirm that size, education as well as specialization are positively correlated with early adoption. In addition, these results also show that farms that are mostly worked by family labor but hire some off‐farm labor are more likely to adopt GM seeds earlier in the diffusion process. The productivity analysis demonstrates the superiority of stacked varieties. At the same time, we find no evidence of a direct impact of experience on yields. Given the previously documented impact of early adoption on the use of stacked varieties, we conclude that experience plays a role through the adoption of these new technologies but does not play a role in allowing the producer to use the technology more efficiently, once it has been adopted.  相似文献

This paper studies industry evolution driven by non strategic learning by doing and spillovers. We characterize a dynamic process of cost and output changes and its effect on welfare and industry profits. The paper gives conditions for shakeouts to occur and analyzes the key factors affecting these conditions. Since shakeouts could lead to a long-run social loss due to higher market concentration, there is a role for a government to play in limiting unnecessary shakeouts. Evolutionary algorithms have attracted more and more the attention of economists in recent years. Repeatedly it is claimed that they are an adequate tool to describe learning processes within a population of individuals. The present paper examines this claim. To this end, a learning model is set up that contains the three elements of variation, elimination, and imitation that are claimed to correspond with the processes of mutation, selection, and replication of biological evolution. Subsequently, this model is compared with a formulation of evolutionary algorithms. The comparison reveals that although both processes have a similar structure there are crucial differences between the two dynamics.  相似文献

This study analyzes 120 university–industry technology transfer projects. A significant positive relationship was found between the learning activities performed by the firm during the development and implementation stages of the technology transfer project and the benefits to that firm from the project. In contrast, prior knowledge of the firm about the existing technology was found to have only a marginal contribution to the project benefits. However, further exploratory analysis based on high and low levels of technical and organizational uncertainty revealed more provocative relationships.  相似文献

A computable general equilibrium (CGE) model of Dutch disease economics in Taiwan's economy is established in order to examine the impacts of the imbalanced growth in output, endogenous learning effects from imports and exports and the import tariff reduction. Twenty-nine industry sectors and five quintiles of households are taken to measure the changes in industry structure and functional distribution of income. An imbalanced growth, either from output or exports, contributes to the reduction in the share of manufacturing industry, but the deterioration in the functional distribution of income only happens to an imbalanced growth in intersectoral output. A widespread trade liberalization policy helps to mitigate the Dutch disease phenomenon in the sense that de-industrialization and deterioration of the distribution of income by an imbalanced growth in manufacturing industry are not so severe.  相似文献
