本文选用2000-2005年欧盟成员国之间以及欧盟成员国与外部主要贸易伙伴国之间的双边出口贸易额等数据,使用面板数据方法,基于边界效应的视角,分别探讨了欧盟25国和欧盟15国的商品市场一体化影响因素。结果表明:欧盟这样的区域贸易协定对其成员国具有正面影响。地理临近性和文化联系鼓励紧密的贸易伙伴,距离、税率和人口对双边贸易存在负面影响,这与以往的研究结果相同。非关税壁垒成为重要边界可部分解释欧盟25国的内部边界效应高于欧盟15国的研究结果。  相似文献

2009年以来为应对国际金融危机,国务院陆续批复了十多项区域发展规划及政策。研究表明这些规划与政策体现出了更加明晰细化的区域空间格局、多元多极的区域发展模式和注重协调发展、可持续发展和环境友好发展理念等三方面的特征。文章从资源重组、空间重构和管理体系三个角度分析其仍然存在以下问题:现阶段过于偏重重组优质资源,忽视发达地区与欠发达地区的协调发展;造成“政策交集”地区的战略定位和发展路径选择的“两难”处境;需进一步完善仍处于分割状态的规划管理体系等。最后,针对以上问题提出政策建议。  相似文献

2007~2008年世界粮食作物价格的急剧上涨的原因很大程度上要归结于各国长期的农业政策。从农业贸易看,农业贸易限制程度远远高于工业贸易,这不利于粮食作物产量在全球的分配;从农业生产看,发达国家和发展中国家完全不同的政策导向,导致了全球农业生产的低效率。应对世界粮食价格飙升最有效的长远机制是全球粮食贸易自由化,减少甚至取消贸易扭曲的农业生产和贸易政策。  相似文献

A survey was conducted on 302 working men and women in Japanese private firms and local government organization anrl 51 non-working Japanese women to examine the attitude and consciousness towards career commitment and continuity if organizations adopt some policy formulations in more relaxed ways to accommodate, particularly, Japanese women in the workplace. Many studies have well documented that women’s passive attitude towards career commitment and continuity, as compared to that of men, is the outcome of discriminatory HRM policies and practices in the internal labour market. The ANOVA results show that the attitude on the policy relating to work–home harmonization differs significantly between men and women. As compared to working women, non-working women would have a more positive attitude to career commitment and continuity if a work-home harmonization policy wcre adopted. The ANOVA results also reveal that men and women have shown an almost similar attitude to pay structure and, thus, the integrated corporate pay structure can help in developing women’s attitude and consciousness towards career commitment and continuity, but women cannot share equally with their male counterparts as regards the policy of career development; rather, they are demanding job security, distributive justice and career counselling in the workplace.  相似文献

Subsidised employment is an important tool of active labour market policies to improve the reemployment chances of the unemployed. Using unusually informative individual data from administrative records, we investigate the effects of two different schemes of subsidised temporary employment implemented in Switzerland: non-profit employment programmes (EP) and a subsidy for temporary jobs (TEMP) in private and public firms. Econometric matching methods show that TEMP is more successful than EP in getting the unemployed back to work. Compared to not participating in any programme, EP and TEMP are ineffective for unemployed who find jobs easily anyway or have a short unemployment spell. For potential and actual long-term unemployed, both programmes may have positive effects, but the effect of TEMP is larger.  相似文献

Can resilience be a relevant concept for industrial policy? Resilience is usually described as the ability of a socioeconomic system to recover from unexpected shocks. While this concept has caught the attention of regional economics researchers seeking to understand the different patterns behind regional recovery after a disruption, it is increasingly recognized that resilience can have policy-relevant conceptual applications in many other regards. In this paper, we apply it to industries and define the “industry resilience” concept and measurements. Our contribution is twofold. Theoretically, we frame industry resilience as a useful conceptual framework for policy-making to support the selection of industrial policy targets that are more capable of recovering after unexpected shocks. In addition, industry resilience can mitigate government failures by supporting decision-makers in promoting both economically and socially sustainable structural change. Methodologically, building on post-2008 U.S. data, we develop two composite indicators (CIs) to separately analyze quantitative and qualitative postshock variations in sectoral employment. Such CIs support policy-makers in visualizing sectoral performances dynamically and multidimensionally and can be used to compare each sector both to other sectors and to its counterfactual. Our results highlight that sectors react heterogeneously to shocks. This points to the relevance of tailoring vertical industrial policies according to sector features and the aims of industrial policy initiatives.  相似文献

Demography theory suggests that high gender diversity leads to high turnover. As turnover is costly, we tested the following: a main effect prediction derived from demography theory, and a moderating effect prediction derived from the relational framework. Data on 198 publicly listed organisations were collected through a human resources decision‐maker survey and archival databases. The results indicate that higher gender diversity leads to lower turnover in organisations with many gender‐focused policies and practices. Findings suggest that organisations can lower their turnover rates by increasing their gender diversity and by implementing gender‐focused policies and practices.  相似文献

An Asian Currency Unit (ACU) index is constructed using an alternative procedure which minimizes a basket or portfolio of assets expressed in terms of national currencies. Using this estimated ACU index and an ACU deviation indicator, the main finding of this study based on the current trajectory of East Asian currencies relative to this regional ACU benchmark is that there is a formation of two contrasting groups of countries in the region—one group of strong currencies and one group of weak currencies. We emphasize that this contrasting trajectory in East Asian intra-regional exchange rates implies disturbed competitive trading relationships in the region, which may result in wasteful beggar-thy-neighbor policies. As emphasized in other recent studies (e.g., Kawai and Takagi, 2012), the region needs a framework for exchange rate policy coordination that will promote intra-regional exchange rate stability. We suggest two important ways in which the region can capitalize on using an ACU index for surveillance purposes in the immediate term. One way is to assess “over- and undervaluation” of individual currencies from the regional ACU average. The other is to use it as a monitoring device for excessive flows of international capital within the region.  相似文献
