我国银行存款保险制度的路径选择研究

明确存款保险制度应当作为我国金融安全的重要组成部分。基于风险定价的存款保险费应当由政府和银行共同承担。政府提供的隐性存款保险随着存款保险制度完善逐步减少,为银行积累资本赢得时间。银行应当通过充实资本,降低存款保险费,为实施明确存款保险创造条件。我国最终应当建立信息透明、市场机制主导、政府严格监管、风险处置及时的明确存款保险制度。     

Social protection 2.0: Exploring issues, evidence and debates in a globalizing world

This paper reviews the growing literature on social protection. While not new, the concept evolved remarkably in recent years. It is approached from a multitude of perspectives, and intersects with broader bodies of literature – particularly around public policy, pro-poor growth, rights, humanitarian strategies, and aid effectiveness – as well as feeding into specific programmatic issues (e.g. conditionality, targeting and transfer selection). This blend of challenges and approaches has often made debates elusive and polarized. The paper examines the evolution and definitions of social protection, and unbundles critical policy, institutional and implementation quandaries. Taken together, these considerations shape a set of context-specific models of social protection. The paper’s five core conclusions may help chart future directions for social protection research and practice.     

Comparison of a new bootstrapping method with parametric approaches for safety stock determination in service parts inventory systems

In this paper, we address the problem of forecasting and managing the inventory of service parts where the demand patterns are highly intermittent. Currently, there are two classes of methods for determining the safety stock for the intermittent item: the parametric and bootstrapping approaches. Viswanathan and Zhou (2008) developed an improved bootstrapping based method and showed through computational experiments that this is superior to the method by Willemain et al. (2004). In this paper, we compare this new bootstrapping method with the parametric methods of Babai and Syntetos (2007). Our computational results show that the bootstrapping method performs better with randomly generated data sets, where there is a large amount of (simulated) historical data to generate the distribution. On the other hand, with real industry data sets, the parametric method seems to perform better than the bootstrapping method.     

欧洲电梯非电气防爆技术标准对我国的启示(上)

要保证电梯运行质量、服务于爆炸性环境下的防爆电梯,必须具有可靠的防爆品质。由于标准缺失,目前防爆品质的电梯安全技术标准研究只局限于电气类防爆要求,而忽略了其非电气部分,存在安全隐患。本文介绍了欧盟ATEX防爆指令及非电气设备防爆标准的主要内容,并结合电梯的特点分析了其对防爆电梯安全技术研究的借鉴及指导作用,对完善防爆电梯的非电气防爆要求,促进防爆电梯安全技术发展具有参考意义。     

欧盟电动助力自行车安全标准解读

近年来,电动自行车安全问题一直困扰着人们。本文通过对欧盟电动助力自行车安全标准EN15194：2009,尤其对其中的安全、电源管理、电磁兼容、标签及产品说明书等要求解读,可为我国电动助力自行车企业,尤其是产品出口欧盟的生产及贸易企业提升安全质量、产业升级,提供一些借鉴和帮助。     

我国上市银行利差决定因素分析

本文对国内2000～2009年间上市银行利差率的决定因素按照银行经营的安全、效率和盈利指标,结合行业和宏观经济状况等因素进行了实证分析。结论表明,虽然股份制上市银行经营状况普遍优于国有银行,但其经营行为可能会部分抵消央行的利率政策,同时股票市场发展对银行经营没有显著性影响。     

俄罗斯食品安全法规体系研究

本文对俄罗斯食品安全相关的法规体系进行了简要分析,并陈述了俄罗斯的食品安全监管机构以及对进口食品的相关要求,为对俄食品出口提供借鉴,促进对俄贸易的正常发展。     

中国茶叶质量安全管理标准化的现状分析

重点阐述了当前中国茶叶国家标准和行业标准的制定现状,并扼要介绍了中国茶叶标准化生产的认证情况,然后从现状出发,在分析问题的基础上,提出了中国茶叶质量安全管理标准化体系建设的发展对策。

对美国2011年初出台的《FDA食品安全现代化法案》进行了解读和评析,介绍了该法案的修法背景、立法目的和适用范围,以及对现行食品安全法律《联邦食品药品化妆品法》的主要修改和新设立的法律制度与措施,分析了美国进口食品安全监管新举措对我国输美食品生产企业和相关行业的影响。建议密切跟踪FDA食品安全现代化法案的实施情况和配套法规的制定进程,深入研究并积极应对美国第三方审核认可制度,系统评估美国进口食品安全监管新举措对我国可能造成的影响,学习借鉴美国现代化食品的安全监管理念和科学的法律制度设计。
