中国金融安全网建设:理论回顾、国际经验与制度设计

金融安令网是一把"双刃剑",它在防止银行挤兑和危机蔓延的同时,削弱了市场纪律,产生了严重的道德风险问题,影响金融稳定.目前我国金融安全网建设存在诸多问题,需要借鉴国际经验,结合国情,加快制定我国金融安全网的有关法律法规、加强我国银行业信息披露、完善中央银行"最后贷款人"制度、建立显性存款保险制度以及加强银行业市场纪律,以构建我国激励相容的金融安全网.     

Adventure and ecotourism safety in Queensland: Operator experiences and practice

This study identifies the client injury experience and safety management practices of Queensland adventure and ecotourism operators, and to compare these findings with those from recent New Zealand surveys. The effectiveness of an on-line survey for collecting safety information from operators is evaluated in relation to the future development of an industry safety monitoring system. Some 60 adventure and ecotourism operators were surveyed, while in-depth interviews were conducted with four further Queensland operators. Survey findings indicated a relatively low level of reported incidents, with slips, trips and falls the most common incident type. Risk factors identified by operators related most frequently to adverse and changeable weather conditions and client skills and behavior, and a notable proportion of operators reported that they did not apply important safety management practices. A model of injury control is presented to assist operators in their risk management practice.     

历次金融危机传导机制分析及其对中国的启示

金融危机爆发后具有一定传染性,先是从少数国家或地区内部爆发,再通过一定的传播渠道快速蔓延到周边国家或地区。本文通过对历史上三次具有代表性金融危机的考察,分析各次国际金融危机的传导机制以深化对危机生成、演化的认识,同时也对中国的金融体制改革及金融发展战略的构建提出了一些设想。     

教务管理系统的开发与.Net Web Services应用

介绍一种采用B／S与C／S相结合实现教务管理系统的方案，用面相对象设计和可跨平台、跨系统调用的WebService来架构该系统。     

Assessment of net ecosystem services of plastic greenhouse vegetable cultivation in China

Plastic greenhouse vegetable cultivation is rapidly expanding in China and elsewhere worldwide. In order to comprehensively understand the impacts of plastic greenhouse vegetable cultivation on agricultural ecosystem services and dis-services, we developed an assessment framework for the net ecosystem services and used China as a case study. Our results showed that, compared to conventional vegetable cultivation, plastic greenhouse vegetable cultivation has higher fresh vegetable production, greater CO₂ fixation (3.61 t CO₂ ha^− 1 yr^− 1), better soil retention (23.1 t ha^− 1 yr^− 1), and requires less irrigation (2132 m³ water ha^− 1 yr^− 1), maintains similar soil fertility, but also has higher NO₃⁻ accumulation and N₂O emissions. In 2004, plastic greenhouse vegetable cultivation in China provided an overall net economic benefit of 67,956 yuan ha^-1 yr^− 1 (8.28 yuan = 1 USD in 2004), where 68,240 yuan ha^− 1 yr^− 1 represented ecosystem services and 284 yuan ha^− 1 yr^− 1 for dis-services. The transition from conventional vegetable cultivation to plastic greenhouse vegetable cultivation resulted in a net economic benefit of 24,248 yuan ha^− 1 yr^− 1. A cost-benefit analysis suggests that plastic greenhouse vegetable cultivation in China has the potential to optimize social benefits in addition to increasing annual economic income to farmers directly.     

国有股流通过程中两种定价模式的比较

近期国有股流通又成为市场关注的焦点,中国股市国有股一股独大的现实让人们不得不担忧国有股流通对市场产生的巨大压力。为此,本着公正、公平的原则,从历史的角度出发提出了同股同权同价的定价模式,并分析和评价了本方法对市场将产生的影响,同时比较地分析了近期讨论较多的净资产的定价模式存在明显缺陷。     

Has Europe missed the endgame of telecommunications policy?

The European Electronic Communications Code (EECC) is a major milestone in the EU's telecommunications policy. But is it such a step forward and are the technical and market developments such that the EECC is the endgame? An endgame would mean that sustainable competition is reached in all telecommunications markets. The current paper argues that the EECC's new policy goal of investment in very high capacity connectivity could actually lead to policies that end in sustainable infrastructure competition. The EECC's policies, however, are not courageous enough to reach this goal. This lack of courage also characterizes the EU's gatekeeper policies on call terminations and net neutrality. In both these areas an endgame with sustainable competition is possible.     

铁路车站调车作业安全监控技术研究

为了全面提升铁路车站调车作业安全,阐述铁路车站调车作业安全管理现状,针对本务机车和自轮运转设备调车作业的安全卡控手段缺乏的问题,分析本务机和自轮运转设备调车作业中采用STP技术在车列定位、股道存留车位置获取、无线信息交互运用等方面的制约因素,探讨铁路车站调车作业安全监控关键技术,提出采用北斗卫星定位技术优化车列定位方式、采用雷达和视频技术实现存留车位置探测、采用LTE无线通信技术解决信息传输瓶颈的解决方案。该方案的运用将充分发掘既有STP系统的平台价值,为建立覆盖各类机车的调车安全防护体系提供理论依据。     

我国工业制成品贸易条件的影响因素分析

本文运用1981-2006年的数据,对我国工业制成品的价格贸易条件、收入贸易条件和单要素贸易条件的影响因素进行了实证分析。结果表明:技术进步与我国工业制成品的价格贸易条件和收入贸易条件呈显著正相关关系,人均资本存量与收入贸易条件呈显著负相关关系,资本技术密集型产品出口占工业制成品出口的比例与价格贸易条件呈显著正相关关系;经济增长与收入贸易条件、单要素贸易条件呈显著正相关关系,累积外国直接投资占国内资本存量的比例与价格贸易条件和收入贸易条件呈显著负相关关系;以直接标价法表示的实际汇率变动与三种贸易条件均呈显著负相关关系。本文在此基础上提出了相关的政策建议。     

基于Petri网的虚拟研究组织协同工作流的描述方法及模型建立研究

通过分析研发工作流系统的现状和应用需求,提出分布虚拟研究组织采用网格平台进行研发工作流管理的思路。通过对虚拟研究组织协同研发工作流的概念描述与虚拟研究组织协同工作流的一般描述方法,探讨了IDEF0用于描述系统的功能及其相互关系,并构建了系统的功能模型。
