《商业银行资本管理办法（试行）》对农村信用社的影响

日前，银监会发布了（（商业银行资本管理办法（试行）》，实现了监管标准与巴塞尔Ⅲ的全面接轨。面对严格的监管要求，如何未雨绸缪、妥善应对是商业银行的当务之急。本文对监管要求的内容变化进行了全面解读，并根据农村信用社经营的实际情况分析了变化产生的影响，在此基础上提出了下一步工作的重点内容，以期对农村信用社的资本管理有所启示。     

Contributions Feminist Economics Can Make to the Quality of Life Movement

This article articulates how and why feminist economists can move the quality of life literature forward and help it become a solid part of the social sciences rather than a subject whose perceived value fluctuates with political winds. Readers are challenged to consider and critique a proposed set of expectations to clearly define the field and set standards of excellence. Examples of this approach are provided from the experiences of an economic research firm striving to build on these guidelines in its work with nonprofit and for-profit organizations that design, fund, evaluate, and/or deliver programs that impact quality of life.

影响县域农村金融稳定的成因分析及措施思考

农村金融是农村经济发展的重要支柱，农村金融稳定直接影响农村产业结构调整和农民增收，关系到国家“三农”政策的落实。当前，随着县域农村经济发展的多元化，影响县域农村金融稳定的不利因素逐渐增加，须采取措施加以解决，以实现农村金融持续稳定地支持农村经济发展。     

A new extension of bivariate FGM copulas

We propose a new family of copulas generalizing the Farlie–Gumbel–Morgenstern family and generated by two univariate functions. The main feature of this family is to permit the modeling of high positive dependence. In particular, it is established that the range of the Spearman’s Rho is [ − 3/4,1] and that the upper tail dependence coefficient can reach any value in [0,1]. Necessary and sufficient conditions are given on the generating functions in order to obtain various dependence properties. Some examples of parametric subfamilies are provided.     

浅议病险水库综合治理措施

柳州市病险水库在治理过程中存在投资不足、勘测设计深度不够、工程施工管理不规范、未建立完善的管护制度等问题。文章将针对这些问题提出治理建议。     

Financial performances,entrepreneurial factors and coping strategy to survive in the COVID-19 pandemic: case of Vietnam

Vietnam has been one of a few countries that successfully contained the COVID-19 pandemic. However, aggressive measurements against the pandemic were at the expense of economic activities and companies’ financial performances. This cross-sectional study uses a survey of 672 companies in Vietnam and the logistic regression model to explore companies’ coping strategy choices based on their degree of financial distress, companies’ profiles, entrepreneurial factors, and the interactions between them. The results suggest that companies predominantly selected cost-cutting strategies to deal with the economic shutdown. However, the interactions between financial and entrepreneurial factors could significantly increase the likelihood of selecting growth-focused strategies. Besides, when facing a global pandemic such as COVID-19, managers’ perceptions about the spillover effects of global risks were much more impactful than local risks on companies’ coping strategy selections. This paper can help to inform managers to better deal with the aftermath of the COVID-19 outbreak.     

Distress financing of out‐of‐pocket health expenditure in India

In the absence of a universal health insurance mechanism, the increasing burden of out‐of‐pocket (OOP) health expenditure has become a growing concern in India. To cope with the cost of illness, people use either their savings and income, or they have to rely upon distress means of finance such as depletion of household assets, borrowings from banks and moneylenders, and contributions from family and friends. This paper analyses the changes that have taken place in the incidence and covariates of distress financing in India by using data from National Sample Survey Organisation for the years 2004 and 2014. Results indicate that during this period the incidence of distress sources as a means to finance OOP health expenditure has hovered around 50%. Further, the results reveal a significant socioeconomic gradient in the incidence of distress financing. Socioeconomic and health‐related covariates significantly impact the likelihood of distress financing as a means to cope with OOP health expenditure. The results indicate the need for government action to formulate a comprehensive plan through an increase in public spending on health care that will improve the quantity and quality of the public health‐care system and enhance the scope of health insurance in India.     

中国司法改革刍议:困境与方向

当我们总结与回顾司法改革的历程,不难发现中国的司法改革仍然存在诸多问题和面临复杂困境。这显然与司法改革的应然主体错位、司法改革的指导理念偏失以及司法改革的外部条件限制有关,这就需要确定司法改革所要依循的主导方向,以期持之以恒地推进司法改革。     

The challenges of global capitalism: unemployment and state workers' reactions and responses in post-reform China

As China enters the twenty-first year of reform, the success of its economic policies has been widely recognized. But what is also true is that economic reforms initiated in the past decades, particularly the restructuring of state-owned enterprises, have inevitably marginalized state workers - the 'masters of socialist China'. Workers in private and non-state sectors might have benefited from the economic reforms but state workers of most state-owned enterprises feel bitterly left behind. The aim of this article is to examine the perception of state workers of the causes of organizational difficulties, their worries in face of redundancy and their coping strategies. Observations made in this study are based on field interviews and questionnaire survey of 649 state workers in Beijing, Shenyang and Zhejiang from 1996 to 1999.
