资本市场与经济增长的关系是一个受到广泛争论的问题 ,本文全面深入地分析了资本市场作用于经济增长的投资需求机制 ,并对此进行了较为详尽的实证检验 ,文章对这种传导机制在我国受阻的原因和障碍进行了分析 ,并就此提出了改进和完善我国资本市场以更好地刺激投资需求、促进经济增长的若干对策建议。     

我国中小城市经济结构战略性调整的新思路

经济结构调整是我国“十五”期间经济工作的一条主线。中小城市是我国整个城市化体系的基础，同时也是我国小农经济向现代工业经济发展的桥梁和纽带，中小城市要在现代社会和经济的发展大潮中发挥并保持其基础地位，就必须伴随宏观经济结构的新趋势进行相应的调整，以形成先进的生产力，推进跨越式发展。     

Tax Competition and Redistribution in a Two-Country Endogenous-Growth Model

This paper examines the effects of policy coordinationin a two-country world with endogenous growth and imperfect capitalmobility. Redistribution is financed by a source-based capital-incometax. Comparing the cases in which countries do and do not coordinatetheir fiscal policies, it is shown that redistribution can beinefficiently high if fiscal policies are not coordinated. Thisis because the negative effects of fiscal policy on home savingsaffect economic growth abroad by inducing a decline in foreigninvestment. This externality can dominate the well-known tax-baseexternality.

在我国的经济国理论界和社会公理论学界，如何科学发展，和谐发展，已经成为关注和讨论的热门话题。目前，中众争辩的问题，不是要不要改革，而是改革的方向之争，是坚持社会主义市场经济的改革方向，还是资本主义市场经济的改革方向，实质上是围绕科学发展观和新自由主义发展观之间的争论。科学发展观有三个含义即全面发展、协调发展和可持续发展，比较突出的有四个亮点。     

International lease-accounting reform and economic consequences: The views of U.K. users and preparers

In response to perceived difficulties with extant lease-accounting standards in operation worldwide, the G4+1 issued a discussion paper which proposes that all leases should be recognized on the balance sheet [ASB (1999). Leases: Implementation of a new approach, discussion paper. London: Accounting Standards Board]. Leasing is now on the active agenda of the IASB. A major difficulty faced by standard setters lies in overcoming the preparer/user lobbying imbalance and obtaining ex ante evidence on the likely impact of regulatory reform. This paper contributes to the ongoing international debate by conducting a questionnaire survey of U.K. users and preparers to assess their views on proposals for lease-accounting reform and on the potential economic consequences of their adoption. The results, based on 132 responses, indicate that both groups accept that there are deficiencies in the current rules, but they do not agree on the way forward and believe that the proposals would lead to significant economic consequences for key parties. The impact on respondents' views of familiarity with the proposals, level of lease usage, and company size, is also examined.

经济全球化趋势的不断加强,世界各国经济交往愈加紧密。由于经济发展不平衡及利益不一致,国家之间贸易摩擦日趋激烈。入世以来,中国与其他国家贸易摩擦频繁发生,已经成为中国对外开放中面临的重大问题。为保证中国外贸出口持续发展,必须在深入研究贸易摩擦产生的背景、发展趋势及其特点的基础上,以增强自身实力为根本,通过采取完善贸易救济体系、加快制度调整和创新、加强技术认证工作、扩大内需等措施,为我国外贸发展创造良好的外部环境。     

中国经济真的动态无效吗

史永东与杜两省、史永东与齐鹰飞、袁志刚与何樟勇相继考察了中国经济的动态效率,结果均表明中国经济是动态无效的.本文首先通过实证研究进一步检验上述结论,并进而追问中国经济为什么会发生动态无效.笔者的分析表明,这种无效性只是一种表象,它是由我国的粗放式经济增长方式决定的,其根源在于静态资源配置,特别是投资配置的无效性.在此基础上,本文进而指出,上述作者提出的消除无效性的政策建议是不恰当的,真正有效的途径只有转变增长方式,提高增长绩效.     

发展我国农村社会养老保险制度的几点思考

长期以来,我国城乡养老社会保障呈现了明显的二元化特征.笔者认为,应该从我国家庭户规模的变化、未来人口发展趋势、经济体制改革以及非经济因素等方面来全面考虑发展农村养老社会保险制度的意义、面临的挑战及改革思路.要根据各地经济发展水平不同建立分地区、分层次的农村养老社会保障制度,必须尽快将农村养老社会保障制度建设纳入法制化轨道,并且应推广发达地区的成功经验,继续进行试点工作.     

经济全球化条件下我国市场结构问题的理论思考和对策建议

经济全球化对我国市场结构的影响集中体现为跨国公司的进入和WTO规则的执行对我国行业中企业之间垄断竞争关系的影响.本文就此对开放条件下我国市场结构有效竞争模式进行理论思考,重点探讨了维护国家经济安全与促进国内市场开放、反对垄断与发展规模经济、促进竞争与防止竞争过度等方面问题,并在此基础上提出优化我国市场结构的政策建议.     

Globalization and Outward Foreign Direct Investment

While recent research into foreign direct investment (FDI) has focused on examining the importance of institutions, corruption, money laundering, and tax havens, the role of globalization on FDI has not yet been explored. This research investigates the impacts of globalization on outward FDI. We find that both overall globalization and its economic and social dimensions significantly positively influence outward FDI flows. We also demonstrate that beyond the level of globalization, corruption, money laundering, and the status of a country as a tax haven, cross-country similarity also plays an important role. Accordingly, policies specifically designed to increase the transparency of outward FDI flows should be required to address money laundering and the existence of tax havens.
