Abstract This is a response to Robert Cherry's comment on the article, “Welfare as We [Don't] Know It: A Review and Feminist Critique of Welfare Reform Research” that appeared in the 10(2) issue of Feminist Economics. This response argues that while some combination of welfare reform, the booming economy in the late 1990s, and changes in economic policy all worked together to decrease caseloads and increase employment rates among welfare leavers, these are incomplete measures of the impact of welfare reform on the lives of lone mothers. This paper also argues that the effects of welfare reform on lone mothers are more mixed than Cherry acknowledges. This paper concludes that when one holistically examines low-income lone mothers' lives, it is premature to declare welfare reform a success. 相似文献

Abstract This paper reports on the findings of a survey of top economics graduate schools as they relate to women and men. The results provide strong evidence that at these top graduate schools, women graduate students are less integrated in their economic disciplines than are male graduate students. In the second part of the paper, this paper relates those findings to alternative theories as to why this is the case. This paper concludes by suggesting that the emphasis on theoretical studies in the current core of the graduate economics program can be seen as a type of hazing process that seems to have a significant cost since many women (and men) with great creative promise are discouraged from continuing in economics and do not benefit nearly as much as they would have from more policy-driven core courses. 相似文献

The lifework of Adolph Lowe (1893–1995) was greatly motivated by his struggle with the problem of “freedom and order”. This paper explores Lowe's largely overlooked and under-examined writings on education and political philosophy, important components of his “political economics”. Lowe's concern with the socialization function of education is highlighted and related to his notion of “spontaneous conformity, as well as the ideas of Vygotsky on imaginative children's play and C. S. Peirce on habit-change. Taking Gorman's critique of Schutz's conception of freedom as a point of departure, and drawing on the work of C. Wright Mills, Lowe's own conception of freedom is critically examined. For Lowe, the stronger the commitment to community, the greater is the possibility for individual autonomy without the threat of social disruption. 相似文献

This paper characterizes Singapore's efforts to tackle the problem of persistent racial inequality in terms of the notion of fair meritocracy. Singapore's race policy attempts to level the playing field through its unique race-based self-help organizations and a comprehensive, racially integrated, public housing program. Individuals are then sorted by the ostensibly objective mechanism of a standardized test based educational system. The social and economic implications of this policy are examined and, using summary data from the 1980 and 1990 censuses, the extent to which Singapore has been successful in creating a fair multiracial meritocracy is assessed. 相似文献

The economic reforms implemented by the Thein Sein government face several challenges, some of which continue from the past military regime and some of which are new. The government is starting to overhaul institutions in order to obtain market‐based macroeconomic policy tools, which will possibly eliminate a long‐lasting fundamental cause of economic instability. One essential challenge is to design policies to encourage private capital, and to promote the agricultural and manufacturing sectors, which have already shown a high potential. At the same time, a regulatory framework and a well‐functioning financial system, which are essential to encourage private capital with market discipline, must be developed. A recent rise in natural resources exports created both a fiscal cushion and balance‐of‐payments surplus, which seems to have promoted reforms. Why was the Chinese State able to promote economic growth during the reform era, yet has been unable to do so over the previous 30 years? In this article, we focus on a specific aspect of the question, which will contribute to the development of a more comprehensive explanation: the specific institutional arrangement that may induce the autocratic government to adopt growth‐enhancing policies. We consider a standard political‐agency model (Besley, 2006) where the incumbent leader may or may not be congruent, and where, to maintain power, both leader types need the support of the selectorate, an elite group having a say in selecting the leader, as well as associated access to special privileges. Primarily, we find that in autocracies, without electoral discipline to restrain the opportunistic behaviour of a leader, the size of the selectorate should be intermediate; if it is too small, the selectorate is captured by the leader and has no disciplinary role, but if too big, the leader's incentives are diluted. 相似文献

对于政府教育支出与经济增长的关系实证研究并没有确定的结论。本文利用我国1980-2011年的时间序列数据分析了政府教育支出对经济增长的影响。实证研究表明,无论是在长期还是短期内政府教育支出都对经济增长具有正的显著的影响,即我国的政府教育支出能够促进经济增长。 Granger因果检验表明,我国的政府教育支出与经济增长之间存在双向因果关系。另外,长期中政府教育支出对经济增长的影响效果大于短期。这说明政府教育支出对经济增长的影响是个长期的累积过程,因而教育投入不应该是一种短期行为。目前我国政府的教育支出仍处于相对较低的水平,具有较大的提升空间,从而具有推动经济增长的巨大潜力。因此,为保持经济的持续增长,在近期和长期内不断加大政府对教育的投入、优化教育资源的配置应是一项极其重要的教育政策。 相似文献
