人力资本是现代社会生产的决定因素.人力资本提高可使社会生产效益指数增长.各个学龄阶段的生均教育投入,都应随着科技知识的指数增长而增长.我国走科技先行、可持续发展的道路,2020年的高等教育毛入学率应达到50%,实现高等教育的普及化,公共教育经费占GDP的比重要在2012年达到4%的基础上继续提高,并在2020年达到4.6%至4.7%,以带动全社会的教育投入占GDP比重提高到7%. 相似文献

高校科技成果转化是支撑我国创新驱动发展战略的重要环节,大学科技园为科技成果转化提供了对接市场的平台。本文基于2008~2018年113所211、省部级共建高校数据以及31个省、直辖市大学科技园数据,运用固定效应模型,实证研究大学科技园管理机构人员及学历背景对高校科技成果转化绩效的影响及内在机制。研究发现,大学科技园管理机构人员及学历背景在一定程度促进高校科技成果转化,且最终呈倒U型关系。进一步分析发现,大学科技园管理机构人员及学历背景对处于不同经济带、不同专业背景以及不同办学层次高校的影响存在异质性。因此,需要根据高校本质特征及所处环境,建设具有针对性的大学科技园及管理人员团队。本文为完善高校科技成果转化体系提供了经验证据。 相似文献

This paper studies the effect of apprenticeship training on technology adoption and labor market polarization. A stylized model with two key features is developed: (1) apprentices are more productive due to industry-specific training, but (2) from the firm׳s perspective, when training apprentices, technological innovation is costly since training becomes obsolete. Thus, apprentices correlate with slower adoption of skill-replacing technologies, but also less employment polarization. We test this hypothesis on German regions given local variation in apprenticeship systems until 1976. The results show little computer adoption and no employment polarization related to apprentices, but similar displacement of non-apprentices by computers as in the US. 相似文献

How does competition affect higher education? This paper explores this question for public and private universities. Theory indicates that competition can push higher education policy in one of two different directions. On the one hand, competition may increase spending. For states, this would occur if states treat higher education as developmental; for private universities this would occur if they view spending as a means to attract students and prestige. On the other hand, competition may decrease spending if states treat higher education spending as redistributive, and competition may decrease spending by private schools if lower spending enhances their ability to attract students with low tuition. To determine which of these perspectives is most valid, we examine higher education policy choices in the 1980s and 1990s. We find that states appear to act as if higher education funding is redistributive while private schools appear to compete more on the basis of tuition than spending. Learner-centred approaches follow the prevailing tendency in modern University reforms which are primarily concerned about
“how people learn”. The methodologies can be learner-centred in the sense of placing the student as the main actor of the
teaching–learning process by increasing his interactivity and participation, but also considering what is relevant for the
student by measuring the learner satisfaction. In order to promote both aspects, this paper proposes a synchronous software-based
active methodology that makes use of the simulations to show a virtual scenario to the students and challenge them to predict
and discuss the evolution of the scenario. The proposed methodology improves the visual interface, promotes discussion both
among students and with the teacher in a brainstorming stage and shows real-world examples. This software-based methodology
has been implemented into an Electric Machinery course at the University of Seville (Spain), and the evaluation has been carried
out considering both the affective and cognitive domains. Principal components analysis proves to be useful to highlight the
dimensions with a higher influence on learner satisfaction and the affective and cognitive results confirm the successful
