Summary. This paper presents a general procedure for finding profiles with the minimum number of voters required for many important paradoxes. Borda's and Condorcet's classic examples are revisited as well as generalizations. Using Saari's procedure line, we obtain an upper bound for the minimum number of voters needed for a profile for which the Condorcet winner is not strictly top ranked for all weighted positional procedures. Also we give a simple upper bound on the minimum number of voters needed for a set of prescribed voting outcomes. In contrast to situations wherein small numbers of voters are needed, we consider paradoxes requiring arbitrarily large numbers of voters as well as large numbers of alternatives. 本文借鉴最新文献对服务业发展规律的测度方法,用中国1952—2010年的地区面板数据对我国服务业比重变化的长期规律和阶段性特征进行了测度,结果认为:宏观国家层面上,我国服务业比重的变化确实有悖于世界经济整体服务化的趋势;但在地区层面上,我国服务业比重与人均GDP的关系基本符合"服务业比重随经济发展不断上升"的普遍规律,所谓经济服务化的"中国悖论"在地区层面上并不存在;对服务业发展的阶段性特征和地区差异进行分析发现,我国大部分地区仍然处于以传统服务业为主的第一波发展阶段,只有少数地区进入了以现代服务业发展为主导的第二波。文章最后对我国服务业发展规律的成因进行了一般分析和实证检验。  相似文献

The current study exhibits a new implication of the Yule–Simpson paradox with public policy repercussions. We construct Laffer curves of local property tax collection based on aggregated data and group division to residential land uses in Jerusalem. Results indicate that based on aggregated (dis-aggregated) data, the location of owner-occupiers and renters who pay a relatively high rate tariff will be on the upward-sloping (downward-sloping) part of the Laffer curve. Consequently, statistical test outcomes support Laffer’s controversial claim that for the few upper-brackets taxpayers, an efficient collection is associated with tax reduction rather than tax increase.  相似文献

We consider a climate coalition that seeks to reduce global emissions in the presence of carbon leakage and resource exhaustibility. We show that a credible announcement of future unilateral supply‐side policies delays foreign emissions, and we derive the optimal combination of consumer taxes and producer taxes when we consider leakages from free riders, both within periods and across periods. The tax shares generally differ over time. A decline in the present value of the social cost of carbon over time supports a time path where the consumers’ tax share of the total carbon tax also declines over time. We illustrate our findings with a numerical model.  相似文献

It has often been claimed that firms’ compliance to environmental regulations is higher than predicted by standard theory, a result labeled the “Harrington paradox” in the literature. Enforcement data from Norway presented here appears, at first glance, to confirm this “stylized fact”: firms are inspected less than once a year, detected violators are seldom fined, but still, serious violations seem relatively rare. However, at a closer look, the pattern seems less paradoxical: enforcement of minor violations is lax, but such violations do flourish; serious violations, on the other hand, are subject to credible threats of harsh punishment, and such violations are more uncommon. This seems quite consistent with predictions from standard theory. We argue that the empirical existence of the Harrington paradox is not well documented in the international literature. The claim that firms’ compliance with environmental regulations is generally higher than predicted by standard theory should thus be regarded as a hypothesis rather than an established fact.  相似文献

Personalisation refers to individualizing products, services, and contents according to customer interests and preferences. In order to deliver appropriate personalised offerings, firms inevitably need to collect rich customer data profiles. Prior research suggests that personalised services lead to positive customer responses such as increased willingness to disclose personal information and make purchases. However, another stream of research emphasizes negative outcomes of personalisation – namely, privacy concerns surrounding the use of personal information and associated negative effects on behaviour. The objectives of this study are twofold: (1) to examine how privacy assurance affects proximal outcomes of personalisation, such as perceived usefulness and privacy concerns; and (2) to identify the role such outcomes play in predicting customer behavioural responses, such as willingness to disclose personal information and make purchases. Our findings show that enhancing privacy assurance increases the perceived usefulness of services and decreases customer privacy concerns. Moreover, customer behavioural responses are positively related to the perceived usefulness of services and negatively associated with privacy concerns. However, despite the positive effects on perceived usefulness and purchase intentions, personalisation has no effect on privacy concerns and intentions to disclose personal information.  相似文献

The idea that performance indicators in public management have unintended consequences is almost as old as performance measurement itself. But, is ‘unintended consequences’ an appropriate and insightful idea? The very term rests on an identification of intentions and assumptions about validity that are demonstrably problematic. Based on a distinction between trivial and advanced measure fixation, an argument is made for constitutive effects that are based on less problematic assumptions. Through this conceptual move, the political dimension of performance indicators is appreciated. The conceptual dimensions of constitutive effects are carved out, empirical illustrations of their applicability are offered and implications discussed.  相似文献

We explore the implications of three basic and intuitive axioms for income redistribution problems: continuity, no transfer paradox and stability. The combination of the three axioms characterizes in the two-agent case a large family of rules, which we call threshold rules. For each level of total income in society, a threshold is considered for each agent. It is impossible for both agents to be below their respective thresholds. If an agent’s income is below the threshold, the difference is redistributed from the other agent; otherwise, the rule imposes laissez-faire.  相似文献
