浅谈实验室如何实施计量认证

中国入世后，为能使国内检测机构（实验室）管理水平及检测能力同国际惯例接轨，以及为了适应境外检测机构进入中国市场给国内检测机构带来的冲击，检测机构（实验室）如何实施计量认证及计量认证的进一步规范化工作就显得尤为重要。

目前金融海啸正在疯狂地吞噬着华尔街,也在猛烈地撞击着全球会计人的心。曾被称为代表未来计量方向的公允价值,一夜之间成为众矢之的。美国财务会计准则第157号(SFAS157)提及的公允价值缘何为人诟病,在华尔街掀起轩然大波?它是危机真正的罪魁祸首,还是华尔街银行家们选择的一只代罪羔羊?以市值计价会计准则将何去何从?本文对此进行了探讨。     

Scenarios for a redistribution of unpaid work in the Netherlands

The consumer price index (CPI) is used in the United States to measure changes in the cost of living. Since the CPI is used to index the official U.S. poverty guidelines and to establish eligibility criteria for various public assistance programs, a change in the methodology used to calculate the CPI would impact the accuracy of poverty statistics and, more importantly, poor families' access to public assistance. Since the majority of these poor families are headed by women, the CPI becomes a critical issue for feminist economics. In December 1996 the United States Senate Finance Committee's Advisory Commission to Study the Consumer Price Index issued its final report which concluded that use of the consumer price index results in widespread substantial overindexing. This paper uses the basic needs budgets (BNB) to evaluate changes in the cost of living for low-income families. The author compares the cost of the BNBs for single-parent families in 1983 and 1996 and finds that the cost of the bundle of goods and services included in the BNBs has increased faster than the CPI. The author finds similar results for two-parent families.

本文建立了石墨炉原子吸收光谱仪测定玩具微量涂层中痕量铅的方法。用正交实验确定了实验参数,测定方法的精密度为9.03%,方法的回收率在93.8%～101%之间,测定方法扩展不确定度为测定结果的21%,测定方法稳健。     

Predictors of relationship quality for luxury restaurants

Relationship quality is increasingly emerging as a strategy for organizations that strive to retain loyal and satisfied customers in today's highly competitive environment. However, a limited number of studies have investigated relationship quality within the hospitality industry. This study examines and applies a measurement model originally tested with Korean customers to American customers to confirm that the predictors of relationship quality for luxury restaurants are cross-culturally valid. This study also examines the relative importance of each predictor of relationship quality, and identifies strategies for luxury restaurants that should enhance their level of customer trust and satisfaction.     

深孔化探测量是厚层覆盖条件下金土壤异常检查和评价的有效方法

多年来厚层覆盖条件下,通过土壤金化探异常快速找到原生金矿化异常,是地质找矿中的难题。本文通过深孔化探测量的原理,工作方法及检评实例,论述了深孔化探是厚层覆盖条件下快速评价金土壤化探异常,找到原生金矿异常的有效方法。     

中外双边自然人流动影响因素和自然人流动壁垒测度——基于引力模型的研究

自然人流动是服务贸易的第四种模式,而各国间的自然人流动始终受到重重壁垒的限制;但是对自然人流动壁垒的测度是一个难点问题.本文通过改进的引力模型,构建了一个双边自然人流量模型,并从自然人流量与代理变量相关性的角度,估计和推测出自然人流动成本,以测度中国与服务贸易伙伴国家(地区)的自然人流动壁垒变动情况,弥补目前频度测量法主观性强的不足.文章发现中国入世以后,自然人流动壁垒在不同类型国家间呈现不同的减让特点,充分体现了中国方面开放水平的显著提升和参与全球经济一体化的程度,也说明了中国面临发达国家方面因持续关注国内公民福利而制定的日益严苛的自然人流动壁垒,并根据研究结果给出了发展和改善建议.     

Stochastic Index Numbers: A Review

The stochastic approach is a new way of viewing index numbers in which uncertainty and statistical ideas play a central role. Rather than just providing a single number for the rate of inflation, the stochastic approach provides the whole probability distribution of inflation. This paper reviews the key elements of the approach and then discusses its early history, including some previously overlooked links with Fisher's work contained in his book The Making of Index Numbers. We then consider some more recent developments, including Diewert's well-known critique of the stochastic approach, and provide responses to his criticisms. We also provide a review of Theil's work on the stochastic approach, and present and extend Diewert's work on this topic within the context of the Country Product Dummy method which measures price levels internationally. The paper also contains some recent material on the value of information from the perspective of the stochastic approach, as well as illustrative applications.     

IS ECONOMIC GROWTH IN COTE D'IVOIRE PRO‐POOR? EVIDENCE FROM LSMS DATA: A NOTE

This paper analyses the impact of the economic growth in Cote d'Ivoire on the poor people. We use household data from two LSMS (1992 and 2002) led by the National Statistical Office of Côte d'Ivoire. We show that the situation in this country is characterized by a trickle‐down growth: the poverty growth curve and the growth incidence curve computed show that growth reduces poverty but the poor people receive proportionally fewer benefits than the non‐poor.     

中国省际高技术产业效率测度与分解——基于共享投入关联DEA模型

本文基于高技术产业科技成果产出和科技成果转化为生产力两阶段视角,考虑"中间产品产出再投入"和"初始投入在两个子系统间的分配结构",构建共享投入关联DEA模型,利用1999～2010年我国29个省份的面板数据,测算高技术产业系统效率和子系统的纯技术效率,并与关联DEA模型、BCC模型的结果进行比较。结果表明,共享投入关联DEA模型在计算效率水平的同时,还可得到中间产品的转化信息和初始投入的配置信息。
