基本养老保险筹资权的行使主体的确定问题,应从中央与地方政府财权划分的角度进行分析。我国地方政府行使基本养老保险筹资权存在不合理性,应建立由中央政府统筹的基本养老保险制度。     

企业债券融资的比较优势与实证分析

为稳步推进资本市场改革开放和稳定发展，我国明确了大力发展企业债券市场的目的与总体方案，但市场状况仍不尽如人意。本文在分析西方企业融资理论的基础上，归纳了企业债券融资的相对优势，并结合中国融资市场的现状进行了实证研究，实证结果表明，中国上市公司企业债券融资的成本优势并不显著，但融资“信号”传递作用明显。     

European financial crisis and bank productivity: evidence from Eastern European Countries

The paper examines the productivity levels of the largest banks operating in the Eastern European countries over the period of the ongoing European financial crisis. Specifically, the analysis covers the periods of U.S. subprime crisis, the global financial crisis and the sovereign debt crisis. By adopting a fully nonparametric framework, it provides a probabilistic version of a directional input-oriented Malmquist productivity index alongside with its main decomposition. The results from the analysis suggest that banks have faced a deterioration of their productivity levels between the examined periods. It is evident that during the initiation of European sovereign debt crisis, the banks have weakened their ability to utilize efficiently their inputs of production and their ability to realize scale economies.     

Hitting and hoping?: Meeting the exchange rate and inflation criteria during a period of nominal convergence

This paper analyses the effect of the nominal convergence process on the ability of Central and Eastern European Countries (CEECs) to meet both the inflation and the exchange rate criteria for Eurozone entry. The size of these convergence effects on the exchange rate (for inflation targeters) and for inflation differentials (under a fixed exchange rate) is estimated for a variety of different convergence scenarios. The key result, robust across all scenarios, is that countries with fixed exchange rates will find it much harder to simultaneously meet the criteria than inflation targeters. Probit estimates on the ability of a country to get inflation below the reference value under a fixed exchange rate show a strong effect for the relative price level.

Uncertainty and central bank transparency: A non-Bayesian approach

We use a non-Bayesian approach to uncertainty, where “ambiguity” is taken into account, in order to analyze the issue of central bank transparency, and we underline that the use of such an approach may greatly change the results. We reconsider a specific argument against transparency found in the literature. We show that, in the presence of ambiguity, the argument can become a case in favor of transparency, which seems more in accordance with some stylized facts. Reduced Knightian uncertainty associated with increased transparency can contribute to making transparency beneficial.     

中国上市银行信贷行为的周期性研究

文章基于中国上市银行1998-2013年的数据,采用固定效应模型,对16家中国上市银行信贷行为的周期性进行了研究。研究表明,中国上市银行的信贷行为表现为阶段顺周期性和阶段逆周期性;银行规模对其周期性也有较大影响,规模较小银行或同一银行在规模较小阶段其信贷的逆周期性更显著。由于当前我国政府对宏观经济及银行行为的干预程度较大,银行监管当局所制定监管政策的针对性及有效性将受到很大削弱,因此文章建议政府的宏观经济调控政策与银行的监管政策必须相互协调,这是未来防范经济危机与金融危机,促进中国经济健康持续发展,保持中国金融系统稳健经营的必然选择。     

中部崛起战略的重点突破方向

文章回顾了中部崛起战略提出以来中部省份取得的发展成绩,也指出其依然未摆脱东部地区粗放型增长的老路,未能充分发挥比较优势,实现真正意义上的全面协调持续的发展,并针对性地提出了中部崛起战略中应该重点关注三大突破方向:立足国内市场,加快发展内循环经济,转变经济发展方向;建设资源节约型和环境友好型社会,大力发展低碳经济,转变经济发展方式;营造良好的区域发展文化,平和社会发展心态,转变传统社会价值观念。     

银行规模与经理人激励——基于中国信息和不确定性环境的理论研究

本文基于委托代理激励理论,探讨不同规模银行中信息类别、不确定性信息与合同期限、政府行为等因素对经理人激励的影响.发现在中国这样的转型经济国家中,不确定性、非契约关系与政府行为使得银行规模与其竞争力和生存性的关系变得更加微妙.(1)相对大银行而言,小银行的发展面临更多的机会和风险;(2)长期合同下股权激励对于小银行经理人有着更为重要的意义;(3)客户经理的素质高低与一致性对于小银行激励效率的发挥至关重要;(4)我国小银行与地方政府天然密切的关系对其\"软\"信息获取作用很大,但同时也可能对其激励机制的长期有效性造成负面影响.
