Planes,trains and wheelchairs in the bush: Attitudes of people with mobility-disabilities to enhanced motorised access in remote natural settings

Managers of remote and wilderness environments have been among the last to accommodate the needs of tourists with mobility-disabilities – partly because of the physical difficulties and expense of doing so, but also due to a wider desire and mandate to preserve the natural and wilderness character of such areas. This research explores the extent to which those with mobility-disabilities desire enhanced access to natural areas. Do they share the same desires and values with respect to wilderness and access as the able-bodied? This paper reports upon a survey of over 400 residents and tourists, some with mobility-disabilities and some able-bodied, and compares their attitudes with respect to the development of various forms of motorised access to wilderness environments. Significant differences were found between the two groups in terms of their desire for greater access and also in how they view the impacts of such development. The group with mobility-impairments expressed a stronger desire for enhanced access in such environments. The environmental values of both groups were also examined using the revised New Ecological Paradigm scale, however no significant differences were found between the groups. The implications for tourism providers and wilderness managers are discussed.

Access pricing: A comparison between full deregulation and two alternative instruments of access price regulation,cost-based and retail-minus

In this paper, two instruments of access price regulation, cost-based and retail-minus, are compared with the full deregulation hypothesis. For this purpose, a model that considers an upstream monopolist firm that sells a vital input to an independent firm and to a subsidiary firm in the downstream market is developed. The main conclusion of the paper is that retail-minus regulation avoids foreclosure and leads to better results than cost-based regulation in terms of investment level and consumer surplus. Moreover, retail-minus regulation allows a higher consumer surplus than deregulation of access price as long as the regulator carefully defines the retail-minus instrument.     

Does access to credit improve productivity? Evidence from Bulgaria1

Although it is widely accepted that financial development is associated with higher growth, the evidence on the channels through which credit affects growth at the microeconomic level is scant. Using data from a cross‐section of Bulgarian firms, we estimate the impact of access to credit, as proxied by indicators of whether firms have access to a credit line or overdraft facility, on productivity. To overcome potential omitted variable bias of Ordinary Least Squares (OLS) estimates, we use information on firms’ past growth to instrument for access to credit. We find credit to be positively and strongly associated with TFP. These results are robust to a wide range of robustness checks.     

Prospects for food security in the 21st Century: with special emphasis on Africa

Food security for the world in 2025 is possible and probable if the right set of things are done, starting now. But the task will not be easy. It is both a technology and a political/economic challenge. The challenge for sub-Saharan Africa is even greater. While other regions improved per capita food availability over the last 30 years, Africa's availability declined. But food security is about more than supply. It is also about access which means income generating employment is critical. Meeting future requirements in Africa and the world will require sustainable intensification of complex production systems, appropriate national and international policies and continued investments in agricultural research. Without these conditions and increased employment intensive growth, prospects for the future are less bright.
