苏南地区被撤并乡镇驻地再利用研究——以南京市六合区为例

自20世纪90年代起苏南地区在全国率先启动了以乡镇合并、村庄撤并为主要内容的村镇区划整合工作,有力地推动了该地区乡村的集聚发展,但是也逐步带来一些新的问题,特别是已撤并乡镇驻地缺乏科学合理的再利用,在一定程度上制约了乡镇合并的集约效果。在回顾比较苏南地区村镇区划整合的效果基础上,从新型城市化下城乡统筹和建设新型乡村社区的要求出发,分析被撤并乡镇驻地后续发展建设存在的问题,从均等化与集约化相结合的要求出发,提出该地区被撤并乡镇合理再利用的基本方向。以南京市六合区为例,对被撤并乡镇驻地合理再利用的模式进行了探讨。

近年来,对苏南模式引起了一场争论。除了不赞成模式论外,较多的是对苏南模式的评价不高。从“三个代表”的高度重新审视苏南模式,不难得出恰如其分的评价。事实上,苏南模式在江总书记提出“三个代表”以前已经按照我们党的宗旨和邓小平理论极大地推进农村的社会主义建设速度。

陕南移民搬迁是陕西省委、省政府作出的一项重大决策,具有深刻的社会经济背景和搬迁规模宏大、移民类型多样、搬迁周期长和所需投资大的鲜明特点。本文试图从经济学的视角对陕南移民面临的资金问题、征地和选址问题以及产业开发问题作一些分析,并提出相应的建议。     

A room with a view—A valuation of the Mediterranean Sea view

Aesthetic view is one of the ecosystem services of the Mediterranean Sea which can be estimated using price differences in the hotel market. Hotels situated on the Mediterranean Sea charge higher prices for a room with a sea view than for a room without it. The value of this view in 10 major Mediterranean regions was estimated in this paper using a hedonic price method. Data on 2819 hotel rooms in high season and 2406 rooms in the low season were collected from Booking.com and fixed effects regression was used to estimate the model coefficients. Hotel room prices were found to be higher by about 10% for a room with a view than for one with no view specification. No significant difference was found between regions or season. These findings lend support to the fact that the view of the Mediterranean is equally valued in all regions.     

‘A knavish people…’: London Jewry and the stock market during the South Sea Bubble

In an era when financial markets were only beginning the move from personal to impersonal relations, this paper examines the role of Jewish brokers in the market for Bank of England stock at a time when their status as recent immigrants, subject to constraints due to religion and ethnicity, made them unlikely intermediaries beyond their own communities. Using formal network analysis, an examination of their activity during the first half of 1720 suggests a marginal role. However, as the Bubble began to burst a few Jewish financiers became disproportionately involved as purchasers of a stock clearly on the decline.     

东海油气资源开发的法律问题——日本的动向与我国的对策

东海油气资源开发法律问题的核心是东海大陆架划界问题。中日双方主张相对立，但是从国际法理论和实践上看，中国具有一定优势。而与此相对的是日本方面学术界和舆论观点并不一致，造成了日本政府相关决策相对于国际法法理有所欠缺，主客观情况促使其政策选择中共同开发的可能性增大。在此认识基础之上，建立应对中日东海油气资源开发争端机制成为当务之急，以便有理有据地在保障我国在东海大陆架问题上的根本国家利益的前提下进行必要的妥协，即在中间线以东若干区域划界，或者搁置争议实现共同开发。

On the Allocation of Possible EU Total Allowable Catches (TAC) for the Mediterranean Swordfish: An Envy‐Free Criterion and Equitable Procedure

This paper examines the allocation of entitlement rights for the management of common property resources. In particular, the case of allocating a Total Allowable Catch quota for the Mediterranean swordfish is examined as a case study. The proposed approach comprises three steps. First, there is a bargaining procedure between the European Union (EU) and the rest of the International Commission for the Conservation of Atlantic Tunas (ICCAT) countries. As soon as an initial agreement is possible, the EU considers various equitable rationing methods to allocate its share to the European Member States. These rationing methods draw upon two different streams of the literature, bankruptcy and ‘burden sharing’. Finally, the European Member States reach a fair agreement through minimising an envy‐free index. The allocation rule which is defined as the weighted average of equal proportion and equal share rationales represents the best compromise solution.
