关于制订《经济责任审计条例》的思考

本文通过对新修订的《中华人民共和国审计法》和现有的省级《审计监督条例》中关于经济责任审计规定的比较分析，结合中国审计现实情况，提出国务院制定《经济责任审计条例》应明确的一些问题，并提出现阶段应采取的措施。     

INTEREG: A Twenty-region Input–Output Model for Italy

Since the regional scale turns out to be the scale at which fiscal devolution is likely to be accomplished in Italy, and that at which trade and growth interdependencies as well as regional convergence can be most conveniently investigated, a new 20-region input–output model for Italy seems to be a useful tool of analysis. Although various regional and interregional models have been constructed since the 1950s, none has been implemented for the whole system of 20 Italian administrative regions considered in their tight mutual dependence; also, the pool approach has not been greatly favoured, even in situations where direct information on regional trade is lacking. The main purpose of this paper is to report on the structure of the model, the rather complex procedure used in the model construction and the adopted solution technique. Some space is devoted to the problems encountered in handling regional trade endogenously in an input–output setting and to a comparison between the pool approach, used in the Italian model, and other current techniques. The paper also reports on some preliminary results regarding the regional impact of fiscal policy.     

中国股市对经济增长作用的实证检验

关于金融体系和经济增长之间关系的争论由来已久。本文在分析国外关于这一争论的研究成果的基础上,对中国的股票市场发展与经济增长之间的关系做了一系列实证检验,考察了金融体系的一个组成部分———股票市场与经济增长的关系。检验结果说明,中国股市发展与经济增长之间的相关性不高,回归结果也不能说明中国股市发展会推动经济增长。     

Social Security, Poverty and Economic Transition: An Analysis for Bulgaria 1992–96

The paper addresses the issues of poverty and social security in a transitional environment on the basis of recent economic developments in Bulgaria. Special emphasis is placed on the need for a new type of social safety net stemming from the radical changes in the political and economic system. The evolution of the social security system in Bulgaria during the transition is analysed focusing on such elements as the pension system, unemployment benefits, child allowances, etc. The empirical analysis is based on extensive use of data from the Bulgarian Household Budget Surveys during the period 1992–1996. Poverty in Bulgaria is measured using different poverty measurements and some quantitative results showing the changing dimensions of poverty in the transition period are presented and discussed in the paper.EES or e-mail at Corresponding author. 我国大城市区域空间规划与建设的思考

在当前全球经济一体化与城市化高速发展的新时代,由于城市的空间区域不断扩大、城镇连绵迭加、资源要素的集聚、产业集群转型与重组及其交通信息网络化等等因素的汇合与相互依存,给我国许多大城市地区带来新的问题与新的现象。如何规划与建设这些大城市的区域空间是21世纪"城市时代"越来越突出的大问题。文章就我国大城市区域的空间规划与建设形势、有关理论与创新理念及其策略性问题,进行深入的有益的探索,期望相关的学术争论。     

中国地区经济增长差距的成因分析

通过综合现有的经济理论并结合中国经济实际，建立储蓄增长、投资增长与经济增长关系的理论模型，同时采用Ｇｒａｎｇｅｒ因果检测检验各地区三者间关系，并与模型结论比较。结果表明，东部地区的三者关系与模型结论基本一致，即投资增长、经济增长及储蓄增长间存在良性循环；而中部地区投资效率低下、西部地区资本供给不足，致使中西部经济中的三者良性循环被迫中断或被低水平恶性循环取代，从而导致地区经济差距急剧扩大。     

中国农村贫困地区脱贫与经济增长要素分析

通过对河南33个经济不发达县有关数据的统计分析，可以得出资本、劳动力和土地三个投入要素对农业产出的贡献率。结合当地扶贫资金和扶贫专项贷款使用落实情况统计资料、劳动力状况和后备土地资源统计资料，我们详细分析了贫困地区这三个要素对经济增长和脱贫的作用，以及这三要素之间的相互替代关系，重点强调资本投入及资本投向对于贫困地区脱贫及经济发展的重要性。     

Introduction to “Economic and Financial Governance in the European Union after a decade of Economic and Political Crises.”

ABSTRACT

This paper offers the Introduction to the Special Issue “Economic and Financial Governance in the European Union after a decade of Economic and Political Crises.” We introduce the five papers. We distill three important lessons they offer for EU integration.     

The role of banks in CESEE countries: exploring non-standard determinants of economic growth

This paper explores the finance–growth nexus in 14 countries from Central, Eastern and South-eastern Europe (CESEE) over the 1995–2015 period. It investigates whether including two ‘non-standard’ variables, i.e. a credit cycle dummy and foreign bank relevance, deepens our understanding of the role of a typical financial determinant of economic growth, i.e. bank credit. We find evidence of a negative impact of bank credit on economic growth and the significance of cyclical fluctuations of bank credit. In contrast, a higher market share of loans granted by foreign-owned banks in a cyclical upswing and stock market capitalisation are found to have a proactive effect on growth.     

环境库兹涅茨曲线假说及其在中国的检验

经济与环境协调发展是我国经济发展中的重大课题。本文从环境库兹涅茨曲线假说出发,利用中国各个省市区1989～2004年数据建立面板数据模型,运用固定效应模型和随机效应模型对其进行估计,以此剖析我国经济增长与环境污染水平的演变规律。结果表明,环境库兹涅茨曲线假说在我国并不成立。因此,我国不能盲目重复发达国家"先污染,后治理"的传统模式,而应该走环境与经济持续协调发展的道路。
