A dissonant heritage site revisited – the case of Nowa Huta in Krakow

ABSTRACT

The aim of this article is to portray, through the performative lens, the network of social relations associated with the so-called ‘Crazy Tours’ in Nowa Huta, a former socialist (the easternmost and the most populous district of Krakow, built predominantly in the socialist–realist style) district of Krakow. Such initiatives have been emerging in the last few years in different places across Central and Eastern Europe, evidencing the trend to exploit the communist heritage in a commercial way. The project, which methodologically draws on discourse analysis, participant observations and semi-structured interviews, was to characterize the main features of the process of change in the perception of dissonant heritage as well as the revitalization of Nowa Huta as a tourist site.

This article, based on the author's IEA web publication of the same name, challenges the widespread view that government is the best vehicle for achieving positive social change. Rather it argues that the over-mighty state has always been the chief cause of oppression, poverty and war throughout the world.

The main purpose of this exploratory research was to study the strategic importance of Central and Eastern Europe (CEE) as an emerging source of professional talent for European and American multinational corporations (MNCs) operating in Western Europe. The findings, based on in-depth interviews with 34 human resource leaders and consultants from 16 firms in the European Union and Switzerland, suggest that the new member states currently hold little strategic importance in the context of recruiting knowledge workers to Western Europe, and that MNCs' global staffing strategies may be excluding a strong and untapped source of professional talent. The less obvious and perhaps most important findings about why most of these MNCs do not systematically recruit from CEE countries lead to perceptions about CEE cultures and the communist legacy that still linger today.

Tourism as sustainable development? The Albanian experience of ‘transition’

Despite significant increases in international tourist arrivals and tourism receipts since the fall of communism in central and eastern europe as a whole, in the rural southeastern corner of the continent, a region well‐endowed with a range of natural and cultural tourism resources, instability and uncertainty have constrained international tourism development in the 1990s. This regional context for tourism development and the specific issues which surround a tourism‐led development model in a small developing country are addressed with particular reference to the recent experience of Albania. As part of a sustainable rural development programme, rural tourism's role as a counterbalance to rejuvenated mass coastal tourism is evaluated. Potentially an important vehicle for cultural expression and employment regeneration, the adoption of rural tourism as a development vehicle is faced with a number of obstacles, which national, and perhaps international, development programmes need to address.
