The founders of the Supplemental Ways of Improving International Stability (SWIIS) programme of the International Federation of Automatic Control believed that system analysts and engineers could make useful inputs to the work of conflict resolution. This article describes initiatives deriving from this programme and considers a system approach to reducing the continuing stand-off between the USSR and the USA. The subject here is the relationship between hotel workers and trade unionism in Great Britain. The essay uses a historical and sociological perspective to explore three principal themes; these are, that historically hotel workers have been isolated from the mainstream of the labour movement; that the hotel work situation deters unionism by engendering close proximity with guests and management and finally that established unionism itself has a production orientation which is not easily compatible with the hotel worker's ethos or self-identity. The background to these arguments is the development of the British hotel industry with particular emphasis on evolution of hotel work from domestic service during the period 1890–1911. The conclusion drawn is that these themes are an explanation in part for the low union density in the U.K. hotel industry.  相似文献

Abstract. The Tiebout hypothesis that consumer mobility and interjurisdictional competition leads to efficient provision of local services has provoked much controversy and debate in recent years. This article summarizes the opposing and conflicting viewpoints on this subject and presents a synthesis of the theoretical and empirical literature. The basic conclusion of this literature is that only under very restrictive assumptions will foot-voting and interjurisdictional competition ensure allocative efficiency in the local public sector. Nevertheless, the Tiebout mechanism offers important insights for public policy debates on the assignment of taxes and services and the design of equalization grants. Oates' suggestion that capitalization of fiscal differentials into residential property values provides an empirical test of the Tiebout hypothesis also generated an intense debate on the theoretical validity of this procedure and a heightened interest in its empirical applications. This debate is evaluated and an overview is given of the leading empirical approaches to test the efficiency and equity implications of the Tiebout mechanism. Controversial empirical issues such as the choice of the tax price term, the level of aggregation and econometric estimation problems are highlighted in this part of the survey.  相似文献

Issues of macroeconomic and exchange rate policy coordination have cycled in and out of the forefront of international policy discussions a number of times over the last several decades, yet little systematic progress has been made in institutionalizing this process and both the potential benefits and costs of cordination strategies remain highly controversial. This essay reviews the recent technical and political economy literature on this subject, highlighting the major areas of consesus and disagreement. Forms of inequity and inequality continue to blight the project of Modernism. This paper provides a new perspective on health inequalities through investigating the meaning and practice creating structures of Capitalism with reference to the “circuit of culture”. Our aim is to demonstrate that “class counts” not just as measurable health outcomes but more significantly in terms of the differentiated production/consumption relations that determine health behaviours. Beginning with the experiences of a healthcare worker in deprived, post‐industrial communities, we pose a pivotal question on defiance in the production and consumption of health. We then review the epidemiological evidence that forms the basis of our concerns. In developing a dynamic picture of core capitalist processes, we emphasize how they generate the potential for variations in the commodification of health. The paper concludes by considering the structural limits to improving the health status of disadvantaged people.  相似文献

Considerable emphasis has often been placed on cultural factors in explaining the peculiarities of East Asian employment relations. By comparison with workplace relations in the West, East Asian employment relations are characterized by low rates of unionization and collective bargaining, and a relative absence of industrial disputation. A critique of notions of culture found in employment-relations scholarship is presented which draws on long-established conceptualizations developed in historical, post-colonial, anthropological and cultural studies. Most of the peculiarities of East Asian workplace relations can be adequately accounted for through manners other than invoking a grand theory of culture.  相似文献
