浙江传统制造产业群和专业市场之间已形成共生共荣、互动发展的关系,形成了浙江经济增长的长波效应。但面临全球产业转移和产业升级的挑战、高质量商品缺乏配套的市场销售机制的挑战和生产企业集团化与专业市场辐射面之间矛盾的挑战。应施以构建先进制造业基地,形成大产业区与大市场之间的良性互动;加大政府对市场建设的调控力度和形成以功能创新、转型和重组为主旋律的市场新机制,提高整体素质,取得更大的效益。     

我国中小企业技术创新支持体系现状与发展趋势

中小企业在国民经济中有着重要的地位 ,特别是在我国成为WTO成员方的大背景下 ,我国中小企业迎来了历史性的发展机遇。但不幸的是 ,每年都有大量的中小企业倒闭关门 ,或在勉强维持 ,这其中既有企业自身的因素 ,也有对中小企业技术创新把持不够的因素。根据中小企业技术创新支持体系现状及存在的问题 ,我国中小企业技术创新支持体系应走规范化、信息化和全球化的发展道路来构造适应我国具体国情的技术创新支持体系     

A Market and Spatial Perspective of Health Tourism Destinations: The Hungarian Experience

Since health tourism is one of the most popular and most dynamically developing products of modern tourism, this paper aims at studying the characteristic features of health tourism destinations from a regional and spatial perspective. Accordingly, the authors would like to introduce a new approach of spatial and product analysis of tourism where the market and spatial relations and relevance of health tourism were analysed through the example of Hungary. Although the classic medical tourism centres were established on natural medical water basis, by today, due to product diversification, continuous innovation and the involvement of medical services into health tourism, the geographical embeddedness seems to disappear, thus basically restructuring the market. The methodological novelty of the research is that exceeding the classic supply–demand algorithm, we compiled a complex viewpoint system adequate to the specialities of the given product characteristics. In our study, the authors intend to survey the special characteristics of health tourism focusing on medical destinations through Hungarian examples since the country's leading position in the global market is well recognized, including medical services. 商业健康保险是否促进了居民健康——基于微观数据的实证研究

党的十九大报告明确提出全面实施"健康中国"战略,强调商业健康保险参与多层次医疗保障体系建设,服务广大人民群众健康保障的重要作用。明确商业健康保险如何从微观层面提高居民健康是有效发挥其助力"健康中国"作用的前提与基础。本文基于中国健康和营养调查(CHNS)2000～2015年面板数据,利用面板工具变量法解决内生性,考察商业健康保险对居民健康水平的影响,同时对不同收入阶层和年龄阶段进行异质性分析,并进行机制探讨。研究表明,商业健康保险能够显著提高居民的健康水平,而且这一正向影响对高收入阶层和中年人群的正向影响更为明显。此外,机制分析表明商业健康保险能够提高居民的医疗服务利用,改善居民健康行为,从而提高健康水平。     

“以医促养”还是“以养促养 ”:医疗保险与养老金的健康绩效比较

CLHLS2014年数据的结构方程模型估计结果显示,养老金收入能显著提高老年人的主观健康,并且主观健康还能显著增进生理健康。路径模型进一步检验发现养老金能通过显著改善受访者的居住条件、水果摄入量、及时就医、经济状况等途径来提高老年人的生理健康。而医疗保险支出与老年人主观健康、生理健康之间都呈显著负相关关系。相比医疗保险支出,养老金能带来更正面更积极的健康绩效,且促进老年人健康的途径更为丰富。实证结果说明,相比“以医促养”,“以养促养”的老年人健康绩效更优。本文建议我国从以疾病治疗为中心转为依托养老金购买养老服务,提高老年人生活质量的健康保障体系。     

增强学生心理健康教育实效性的研究

我国中小学心理健康教育已普遍受到关注,各级各类学校相继开始实施,但不少学校缺乏实效性和针对性。需要积极探索,采取措施,切实提高我国中小学心理健康教育的实效性。     

Keeping Public Institutions Invested in Tobacco

Increasingly through the 1990s, tobacco control advocates questioned the practice of public institutions investing in tobacco company stocks. The questioning was framed in at least three ways. First, is it ethical to fund public expenditures with profits from a product that causes addiction and disease? Second, is it sound social policy to derive public income from a product that increases healthcare costs and reduces worker productivity? Finally, is it sound fiscal policy to invest in an historically profitable industry facing multiplying legal and regulatory challenges? While the tobacco industry preferred to restrict discussion to the fiscal question, and offered an affirmative answer, its position was weakened by depressed stock prices brought on by actions of the industry as much as by tobacco control activism. As part of a campaign to restore its credibility as an investment vehicle with public fund managers, Philip Morris (PM) commissioned a report from the influential investment managers/advisors Wilshire Associates. However, Wilshire had only recently conducted such a study for the Washington State Investment Board (WSIB), assuring the board that the value tobacco stocks added to an investment portfolio – if any – was too small to be measured. Nonetheless, within a year, Wilshire produced a report for PM which appeared to laud the investment value of tobacco and to dismiss tobacco-excluded investment alternatives. This paper examines how Wilshire produced apparently diametrically opposed reports for clients with different interests. It reveals a pattern of potential conflicts of interest among tobacco companies, financial analysis firms, investment authorities, and institutional fund managers. It demonstrates substantial violations of two generally accepted ethical principles of business consulting: veracity and transparency.     

农村剩余劳动力迁移的充要条件分析——基于预期收入成本理论

笔者结合收益成本理论及托达罗模型,在对农民预期迁移收益和成本分析的基础上,通过调研数据,分别对就地和异地两种迁移方式以及迁移前后的收益进行对比分析。结论显示:第一,农村剩余劳动力就地迁移和异地迁移的最低期望月薪差值远远大于异地迁移成本;第二,农民对就地迁移和异地迁移的最低期望月收入分别是农民在农村剔除务工收入后人均月收入的3.42倍和4.80倍,这两个比例数值即是本文寻求的焦点——农村剩余劳动力迁移的充要条件,并且该比例数值可能会随着不同地区农村经济水平的提高而减小。     

农产品绿色供应链流通模式及运作流程研究

我国是农产品的生产和消费大国,随着农产品流通行业的迅猛发展,农产品安全及其所造成的环境污染问题越来越突出,农产品生产消费中的绿色化问题关系到经济的发展、环境的改善和国民的健康生活,本文认为,绿色供应链流通模式是解决这一问题的有效方式。文章首先对绿色供应链研究进行了综述,探讨了农产品绿色供应链流通模式的内涵;然后结合当前我国国情实际,提出了农产品绿色供应链流通构建模式,并从绿色设计、绿色采购、绿色生产、绿色营销和绿色物流五个方面分析了农产品绿色供应链的运作流程;文章最后提出,应从农产品流通信息体系、农产品物流体系、农产品标准化、政策扶持和供应链组织模式的优化等五个方面确保农产品绿色供应链流通模式的有效运行。
