本文针对地方高校应用型人才培养内涵存在的问题,从理论上探讨本科应用型高素质全面发展的人才内涵特质与建设,提升人才培养质量,全面发展的本科应用型人才内涵建设的六个关键点。     

新中国成立初期城市私有住宅公有化过程及其启示

当前,我国城市住宅短缺问题突出,政府城市住宅政策尚不完善。有鉴于此,回顾和总结新中国成立初期的城市住房政策就颇有意义。在新中国成立初期,我国同样面临城市住宅短缺的问题。当时,私有住宅占城市住宅总量的绝大多数。中国政府采取两步走的公有化策略,公私并存和社会主义改造。通过对城市住宅的公有化,政府手中掌握了大量的城市住宅资源,有利于管理和分配。但在公有化过程中私人房主的利益一而再地被忽视和损害。回看新中国成立初期的那段历史,可以为我们今天城市住宅制度的制定提供一些启示,一是,住宅制度的制定需遵循经济规律;二是,满足百姓的住宅需求是住宅制度的根本目标。     

公租房小区的特征及治理

公租房小区有三个特征:一是租房者和买房者的混居;二是政府在公租房小区有着相当比重的经济利益;三是居民都是社会的收入中下阶层。公租房小区要避免变成贫民窟,其关键之一是中下阶层的居民能够也愿意参与到小区的治理中来。在此基础上,公租房小区的治理应该强调以小区居民代表为主体组成小区管理委员会,居民代表由居民大会选举产生,买房者的投票权高于租房者,政府代表拥有一定比例的投票权。     

企业融资交易的契约安排：一个交易费用经济学的分析框架

交易费用经济学理论将股权契约和债权契约视为对融资交易不同的契约治理结构。债权契约具有古典契约的特征,是一种按规则运作的契约治理结构;股权契约具有弹性治理的特征,是一种关系型契约治理结构。依据交易费用经济学理论关于交易与契约匹配的一般机理,可以得出融资交易的契约安排机理:低资产专用性融资交易选择债权契约,高资产专用性融资交易选择股权契约,中等资产专用性融资交易选择混合性融资契约,这既可达到交易费用的最小化,又可实现交易效率的最大化。究竟哪类契约在现实融资契约安排中占主导地位,这取决于融资交易包含的资产专用性大小。     

Rhetoric or action: Are South African municipalities planning for climate change?

In 2008 the South African National Disaster Management Centre commissioned a study into measures taken by local municipalities to plan for climate change. Two areas were selected for their dissimilar climatic challenges: the //Khara Hais Municipality,1 ¹The // spelling represents the click consonant in the Kxoe language that the name comes from: http://en.wikipedia.org/wiki///Khara_Hais_Local_Municipality * Brendon Solik is now a Consultant at Environmental Resources Management (ERM), Johannesburg, South AfricaView all notes a semi-desert area in the Northern Cape Province plagued by droughts and severe weather events, and the George Municipality, an area in the Western Cape Province plagued by droughts, the rising sea level and flash floods. It was found that despite South African laws and regulations requiring local government to take action to reduce the risk of disasters, planning for climate change is still no more than sophisticated rhetoric in the two municipalities. This lack of urgency can be ascribed to local municipalities having other more pressing developmental priorities. It would, however, be short-sighted of municipalities not to plan for climate change, as major setbacks in hard-won economic and social development follow a disaster.     

从人力资本的角度看企业合约关系及所有权安排

由于劳务的购买和使用,市场里的企业需要一个特别合约来协调劳务(人力资本)与非人力资本的关系,以激励人力资本充分发挥才能,促进企业发展。为此,应肯定人力资本所有者的产权主体地位,并在企业所有权的安排上让人力资本所有者分享企业所有权。     

基于所有权分散理论的IPO抑价现象实证分析

IPO抑价一直都是金融界研究的焦点问题。但至今IPO抑价现象的成因仍未形成统一的认识。本文选取了2009年1月1日到2010年3月19日期间在深圳成功的IPO的35家公司中的119只股票进行了分析。结果发现:所有权越分散,抑价率就越低,二者呈负相关。     

Product-destination Portfolio and Dynamics by Firm Ownership and Trade Mode： Evidence from Chinese Industrial Exporters

Using matched firm‐level trade and production data over the period 2000–2006, we study the product‐destination portfolio and dynamics of Chinese industrial exporters and make a thorough comparison among four types of firms and between two kinds of trade modes. We find that ownership structure and trading modes do matter to the destination and product mix choices of Chinese industrial exporters. In particular, foreign firms' exports and processing trade tend to be more destination‐specific and products are more specialized. Therefore, foreign firms are more likely to maintain a particular link within a specific global supply chain.
