Introduction to the special issue on positive conflict—Conflict and employees: The right and processes to be heard

Conflict, defined as clash, competition, or mutual interference of opposing or incompatible forces or qualities, may be positive. The appropriate amount of conflict may be a delicate balance not easily achieved. Thus, a key issue is conflict management. The major charter of this special issue is the presentation of work which suggests or demonstrates that conflict can be a positive force in the modern organization. It also is pointed out that conflict, positive or otherwise, and its resolution involves a broad spectrum of inquiry into the rights and obligations of those involved in the conflict     

The relevance of democracy to organizational management

The relationship between democratic ideals and organizational structuring and functioning receives attention in this article. After a brief historical consideration of liberal democracy in the United States, we analyze social, managerial, ethical, and economic issues defining the relevance of democracy to organizational management. These issues lead to a presentation of specific purposes that particular mechanisms of organizational democracy can serve. Because of other scholarly attention to participative management and employee ownership, hierarchical constraints receive emphasis here.     

The Research of Supply Chain Management Resource Model

Considering the harder and harder competition among enterprises, this paper puts forward the Resource model of supply chain （RBV） to enhance competitive advantages, then analyses the source of supply chain competitive advantages and introduce the advantage formula. Finally, the rent contribution to supply chain management is explained in detail.

绩效评价就是人们对客观存在的主观认识,其结果与所采用的评价体系有直接的关系。文章提出了企业自适应能力管理集成概念,分析了企业自适应能力管理集成绩效评价的内涵和特征,在此基础上构建了评价体系,描述了评价步骤和方法。     

战略成本动因分析的应用模式研究

战略成本管理是战略管理理论与成本管理的有机结合所形成的一门新的学科,对于加强企业的成本管理具有极其深远的意义。而在战略成本管理中,成本动因分析对于提升战略成本管理的效果具有重要的作用。文章着重分析了战略成本动因的内涵和特点、战略成本动因分析的现实意义、成本动因的选择原则和战略成本动因分析在战略成本管理中的应用模式等问题。     

Water accounting for the Orange River Basin: An economic perspective on managing a transboundary resource

The framework for water accounting is applied to an international river basin, the Orange River Basin, which is shared among Botswana, Namibia, Lesotho and South Africa. Each of the riparian states faces water constraints and relies increasingly on shared international water resources. The countries have adopted the principle of an economic approach to water management, once basin human needs are met, and all but Lesotho have constructed national water accounts to assist in water management. The water accounts for the Orange River Basin bring an economic perspective to water management at the regional level. The accounts include supply and use tables, which are used to compare the contribution to water supply from each riparian state to the amount used. The water accounts are then linked to economic data for each country to calculate water use and productivity by industry and country. There are considerable disparities in water productivity among the countries, which should be taken into account in future decisions about water allocation, pricing and infrastructure development.     

机关运行经费基金化管理的战略构想

政府机关事务的高绩效管理是维护政府高效有序运行的关键,更是实现政府职能、促进社会经济发展、维护社会稳定和提升政府公信力的重要保障。许多先发国家如美国、英国等对机关运行实行了价值化管理改革,以基金作为撬动政府机关运行资金的杠杆,达到了机关服务高效优质、规范有序、监督有效和战略明确的目标。中国机关事务运行正处于由传统的事务性实物管理向现代化的价值治理转变的关键期,借鉴英美等国的基金管理和运行经验对于中国建立机关运行普遍服务基金制度,提高政府效能,实现国家治理体系和治理能力现代化具有重要意义。     

Governing Suburbia through regionalized land-use planning? Experiences from the Greater Frankfurt region

This paper explores the case of peripheral settlement growth in the Greater Frankfurt (Main) region within current debates on global suburbanization. Within Germany’s sophisticated spatial planning regime, Greater Frankfurt’s system of regionalized land-use planning marks an ambitious initiative to contain urban sprawl. Nonetheless, expansive peripheral settlement growth, and socio-spatial polarization remain distinct characteristics of the booming region. Analyzing state regulation vis-à-vis dynamics of capitalist urbanization and private authoritarianism, we decipher the complex governance arrangements producing this, at first sight, contradictory simultaneity. We uncover the rationales of local growth politics of autonomous municipalities and the region’s multiplied institutional fragmentation that undermine planning ambitions to contain suburban growth. We conclude by critically assessing the political economies of suburbanization in Greater Frankfurt and point to prospects for regional reform.     

高校网络管理与防护工作的优化设计与研究

本文分析了目前高校教学量化管理工作中普遍存在的问题和矛盾,提出了一种基于B/S模式的高校教师教学工作量化管理网络化系统的解决方案,论述了系统开发的必要性和实际意义;文章介绍了系统的结构及主要功能模块,以及系统在实践中的应用效果。
