企业政工人才队伍弱化之原因及对策

在市场经济条件下，企业转换经营机制的过程中，企业政工人才队伍弱化的现象越来越明显。文章从人才需求、劳动价值、成才成本、职业发展等4个方面分析了这一现象产生的原因，并提出对策。     

Be All That You Can Be?: Racial Identity Production in the U.S. Military

This analysis applies concepts from Stratification Economics to undertake an empirical investigation of racial identity production in the U.S. military. The theoretical model treats racial identity as a Becker-type commodity produced by combining market goods and services, and time, using a technology based on pre-existing cultural knowledge. The model is estimated using data from the 1996 Armed Forces Equal Opportunity Survey. The findings suggest that pre-military constructions of racial identity and patterns of racial interaction significantly constrain efforts to inculcate an identification with military culture that sublimates the sources of racial conflict. To the extent that racial tensions deteriorate in the civilian sector it is likely that the challenges facing the military in fostering unit cohesion will intensify. Existing interventions designed to promote military identity and diffuse sources of racial tension appear to have limited efficacy.     

Public spending and economic growth: evidence from Ghana (1970–2004)

Governments undertake expenditures to pursue a variety of objectives, one of which is economic growth. This paper examines aggregated and disaggregated expenditure on economic growth in Ghana over the period 1970–2004. Expenditure on education and health represents human capital development, while expenditure on roads and waterways captures infrastructure development. The study reveals that the aggregated government expenditure retarded economic growth. The study's findings show that expenditures on health and infrastructure promote economic growth, while those on education had no significant impact in the short run. In addition, the political economy variables?namely the nature of governance (democracy) and political instability (years of changes in government and military dictatorship)?proved significant in explaining Ghana's economic growth over the study period.

Balancing Civil Rights With Safety at Work: Workplace Violence and the ADA

Workplace violence has become an increasingly common occurrence in recent years. During the years 1992–1996, there were over 5,000 job-related homicides in the United States, and in 1996 alone there were 1,364 nonfatal assaults committed by coworkers or former coworkers. Although it would be both inaccurate and inappropriate to suggest that these acts have generally been committed by persons suffering from severe emotional and mental disorders, this is clearly one of the possible explanations. In light of these facts and given the recent Equal Employment Opportunity Commission's Guidance on the Americans with Disabilities Act and Psychiatric Disabilities, the obligations and prerogatives of employers in terms of hiring and posthiring actions need to be discussed. This paper examines the legal issues, the EEOC's Guidance, and offers specific suggestions for developing an effective hiring process, as well as methods to use when dealing with current employees who pose a threat of violence because of mental and emotional disorders.
