论公益广告的特点及其创作

近几年，公益广告在我国的发展方兴未艾，但国内对公益广告的理论研究还很缺乏。文章从公益广告的特征层面进行研究，总结出公益广告创作的一些规律性经验。     

财经类大学公共管理学科发展环境分析

当前,我国经济社会发展的十二五规划中再次强调要建立和谐社会与服务型政府,这为内蒙古财经大学公共管理学科的发展规划提出了要求也提供了机遇。本文以IFE、EFE两种环境分析矩阵为基本研究方法,对内蒙古财经大学公共管理学科的内外部环境进行分析,明确内蒙古财经大学公共管理学科发展的机遇与挑战,以期为公共管理学科发展目标的确立以及政策的制定提供一定的理论依据。     

环境公共政策评估方法分析

本文基于环境税、排污权交易和环境债券三种环境公共政策工具的分析，重点诠释了环境公共政策的环境经济学评估方法、社会学评估方法和数学评估方法三大类评估方法。通过比较各种环境公共政策评估方法的适用范围及其选择原则对环境公共政策的各种评估方法进行评价。重点评价的是“直接市场法”、“市场替代法”和“条件价值评估法”三种环境价值估价方法。     

Intermediate levels of property rights and the emerging housing market in Ho Chi Minh City,Vietnam

Vietnam introduced a Policy of Renovation (‘Doi Moi’ Policy) to restructure the economy in 1986. Under this policy, the Land Use Right Certificate was introduced as a form of tenure for agricultural land and urban land, according to the Land Laws of 1987 and 1993, respectively. However, by 2001, most properties and/or land in Vietnam still did not have a legal title. Although Vietnam's land reforms in the 1990s provided some of the weakest private rights among the transition countries, big cities like Ho Chi Minh City are presently homes to thriving housing markets. Transactions of ‘property without a physical entity and legal title’ in the real estate market show how property ownership can be formed in order to operate within different institutional contexts. This paper highlights that ‘intermediate levels of property rights’ are the driving forces behind the thriving housing market in Ho Chi Minh City.     

Threatened Species as Public Goods and Public Bads

This paper discusses Pareto efficient allocations of an environmental commodity, which is both a public good and a public bad, with an application to the Scandinavian problem of conserving wild predators that are killing semi-domesticated reindeer. The paper begins by briefly outlining this conflict. This is followed by a theoretical analysis employing a diagrammatic tool called the Kolm triangle, which is an analogue of an Edgeworth box in an economy with a public good. Bargaining, Pareto improving reallocations and the shape of the Pareto set are discussed, using a simple model, where one of the agents is involountarily contributing to a public good. The paper concludes with an analysis of income-loss compensations and incentives for illegal hunting of predators.     

坚持公有制为主体问题

我国国有经济活力增强,规模增大,但控制力、影响力有所下降。公有制主体地位下降造成国有资产流失、收入分配差距不断扩大、带来过量投资、重复建设、比例失调、影响意识形态和上层建筑等。坚持公有制为主体,需进一步发展壮大国有经济和集体经济。     

丽水市社会公德建设的问题、原因及对策

社会公德是一个社会良性发展、和谐发展的必然要求。本文从丽水现实出发,在对丽水社会公德存在的问题进行剖析的基础上分析成因,同时提出针对性的对策,以期对丽水市公德与文明的进步与发展作出些许贡献。

城市公园是市民游乐、休闲、健身的重要场所,也是极易引发不稳定因素的敏感部位。特别是随着社会的进步,政府各项便民措施的出台,大部分城市公园都在陆续实行开放式管理。这一变化,无疑将给公园管理带来更大的难度。同时,也给稳定工作带来了新的课题,稳定工作在城市公园开放式管理中很关键。所以,只有将其切实纳入工作议程,加强组织领导,才能保证其落到实处,为城市公园开放式管理的有序顺畅、和谐自然提供可靠的保障。     

对我国商业银行个人住房贷款风险及防范的思考

本文通过对我国商业银行个人住房贷款的借款人违约行为进行实证分析,揭示出个人住房贷款存在的风险,并就如何建立标准化、集约化操作模式,防范借款人理性违约风险以及房产资产的证券化三个方面提出化解风险的措施。
