我国农业结构调整中的政府失效分析

由于农业基础薄弱以及市场失灵，我国的农业结构调整离不开政府行为，在目前我国的农业体制下，农业结构调整的成败也直接受到政府行为的影响。由于二元经济结构的制约以及现行农业政策安排的偏颇，政府失效严重地影响着当前的农业结构调整。如何有效的防范政府失效，成为当前农业结构调整的一个重大课题。     

Institutional ownership,capital structure,and firm performance

In most studies of ownership and firm performance, researchers have assumed different forms of ownership do not interact in their effect on firm strategy or performance. Focusing on the role of institutional owners, this study poses two related questions: (1) What are the relationships between outside institutional shareholdings, on the one hand, and a firm's capital structure and performance, on the other? and; (2) Does the size of stockholdings by corporate executives, family owners, and insider-institutions modify those relationships? The data, collected from 40 pairs of manufacturing firms selected from as many industries over a 3-year period, shows that the size of outside institutional stockholdings has a significant effect on the firm's capital structure. We have also found that family and inside institutional owners' shareholdings moderate the relationship between outside institutional shareholdings and capital structure. Likewise, corporate executives' shareholdings supplement the relationship between outside institutional shareholdings and firms' performance. These findings suggest that internal and external coalitions interact with each other to influence the firm's conduct.

国有公司治理结构不能用委托代理论分析,原因在于全民与国家之间的关系不是委托代理关系。国有公司治理结构中行政权力授予关系是基本的,市场合约关系是辅助的。产权决定论认定国有企业的改革只要进行产权制度改革就会搞好,论据并不充分。明晰界定产权是建立有效公司治理结构的前提和基础,但并不能自动带来企业的有效治理和高效率。国有企业只有从依赖政府转向市场竞争,不懈地追求管理控制,才能使企业组织发生变化,从而提高劳动生产率。

从战略上调整国有经济布局和结构,是经济体制改革的一项重要内容,也是深化东北老工业基地国有企业改革的一项重大措施。几年来,虽然国有经济布局和结构的调整取得了积极进展,但从总体上看,国有经济布局和结构不合理的状况尚未根本改变。布局仍然过宽,结构不尽合理,在某些领域或行业的比重过大等问题依然存在,这不仅影响到国有经济质量和效益的提高,影响到国有经济重要作用的发挥,而且也影响到国有资产管理体制改革和国有企业改革的深化。因此,必须加快东北老工业基地国有经济战略性调整的步伐。     

市场份额不应是认定垄断的惟一标准

我们习惯于根据市场份额的大小判断垄断是否成立,而事实上"市场"是个弹性概念,需要放到特定的市场结构当中,结合消费者的选择余地、产品的需求弹性、潜在竞争及技术创新等因素加以考量才具有意义;判断垄断的过程其实就是一个搜寻竞争者的过程。     

振兴东北经济的理性思考

振兴东北老工业基地,天时、地利、人和三者缺一不可,目前东北基本具备这些条件。要建立一个高效的服务型政府,要有明确的发展思路,要有自力更生、艰苦奋斗、开拓进取的真抓实干精神,要建立选用人才、留住人才、吸引人才的机制,要有大力发展民营等非国有经济的具体措施,要实现城乡经济统一规划协调发展,实现东北经济可持续发展,早日进入良性循环发展轨道。     

Debt and Firms' Relationships: The Italian Evidence

Theories that predict the strategic use of debt by players engaged in a verticalrelationship are tested using an empirical model of debt usage. It is found thatfirms selling mainly to other firms are characterised on average by a higherlevel of debt. No evidence supports the notion that buyers increase their leverageto commit themselves not to behave opportunistically towards their suppliers. Theresults in the paper also suggest that group organisation limits the incentive to usedebt strategically within the holding-subsidiaries relationship.
