国家审计职责的界定：责任关系的分析

国家审计职责的合理确定是审计制度建设的一个核心问题,法治与现代市场经济为国家审计职责确定提供了原则性的框架和先决性的约束条件。基于法治与现代市场经济的发展逻辑,把国家审计置于与之相联系的几种关系中进行审视,通过对五对基本关系的分析探讨国家审计应承担的基本责任,形成了国家审计职责的基本框架,即重构国家审计与政府的责任关系;重释各级国家审计之间的责任关系;重建国家审计与国有企业的责任关系;重塑国家审计与内部审计的责任关系;重理国家审计与社会审计的责任关系。     

Competitive Neutrality of the OECD Consensus Myth or Reality

This research paper gives into context ongoing changes in the balance of forces in the international markets caused not only by the crisis and the need to restore market-neutral internationally agreed system for state participation in the support for exports based on real economic criteria. The aim of this research is to demonstrate the changes of the balance of forces in the international markets. This paper presented the statistical data relating to development of GDP, indebtedness or value of exports or imports that the present changes in international markets and open discussion about the topic problem. This article recalled the basic principles of insurance and export financing with state support and also are presented current problems of implementation rules of the CONSENSUS. Due to the fact that state support for exports is an important internationally respected system it is necessary to overcome some doubts and bring to the system real market neutrality. Therefore, we ask whether are respected in practice the agreed principles of international state aid exports and what problems currently international markets and fundamentally different countries are struggling. It can be said that the rules CONSENSUS OECD has contributed to the creation of fair market conditions in international markets, but it can be also monitored over time to some extent being away from the demands of market neutrality. In view of these facts it can be considered as the basis of the current situation primarily to ensure a truly market and competitive neutrality of state support for exports.

本文运用制度经济学的有关理论和方法对广东国有林场制度创新动力进行剖析,从现有制度效率低下和制度创新意识缺失两方面论述了广东国有林场需要进行制度创新的原因,提出了广东国有林场制度创新的外源动力与内在动力以及制度创新应遵循的原则。

产业集群是区域经济发展的重要模式。产业集群一方面为走新型工业化道路提供了产业整合的路径，另一方面为科技创新奠定了良好的基础。因此以发展产业集群振兴东北老工业基地是必然的选择。在东北内蒙古国有林区，要提高对发展林业产业集群重要性的认识，加强林业产业集群发展的规划引导，研究制定扶持产业集群发展的政策措施，充分发挥政府的重要作用，要支持配套企业加快新产品开发步伐，逐步提高区域自主创新能力。     

关于建立国家支持型渔业保险体制的构想

目前我国的渔业保险出现业务萎缩、难以为继的局面。业务萎缩的主要原因是我国的渔业保险缺乏国家的有力支持。西方国家对渔业保险，国家财政多给予大量补贴，但西方国家的现成经验不太适合我国的国情，我国应走国家支持型的渔业保险道路。     

Governing the Organic Cocoa Network from Ghana: Towards Hybrid Governance Arrangements?

In this paper, we examine the processes of initiation, construction and transformation of the organic cocoa network from Ghana. We address in particular how the state responded to and engaged with civil‐society actors in the organic cocoa network and to what extent state involvement reshaped state–business–civil society relations? While most of the literature argues that globalization and liberalization processes weakened the state's position as key player in the development and management of agro‐food networks, the case of the (organic) cocoa sector in Ghana is often depicted as an exception because of the strong position the state still occupies in it. Employing a global commodity network perspective to analyse the Ghanaian organic cocoa case, this paper demonstrates that although the state is still a major player in the contemporary (organic) cocoa network, some hybrid governance arrangements, involving state, transnational and national NGO networks, and businesses, are emerging. The organic cocoa network also prompted a double process of ‘dis‐ and re‐embedding’ at the local level that helped shape and strengthen the organic cocoa network.

Strategic human resource management: integrating the universalistic,contingent, configurational and contextual perspectives

From its origins at the end of the 1970s, strategic human resource management has developed quickly. After its uncertain first steps, the number of models and explanations proposed grew exponentially, especially after some theoretical revisions presented in the 1990s. The present explosion of literature requires a systematic revision of the state of the art in this field of research. This is the objective of this paper, which classifies the literature theoretically into four generic perspectives. The principal conclusion derived from this analysis is that, despite the differences among the universalistic, contingent, configurational and contextual approaches, it is possible to make their contributions compatible balancing their limitations. Finally, to illustrate this, we present an integrative exploratory model representing our actual understanding of the complex phenomenon of strategic human resource management.
