Many businesses operate legally while pushing the ethical values of society. This case follows the actions of a manager who uses particular metrics to improve his business at the cost of increasing the community's ethical concerns. The objectives of the case are to have students recognize ethical concerns arising from the metrics, assess how these impact business strategy, propose improvements while understanding the ethically sensitive environment in which the business operates, and devise an effective approach to persuade others to implement proposed changes. This case demonstrates to students the complexity of many ethical issues in business and challenges them to consider the interaction between ethical boundaries and a profitable corporate strategy. It highlights the importance of ensuring that both qualitative—here, ethical—and quantitative considerations are incorporated in any management accounting decision‐making tool.     

论我国频繁使用存款准备金政策的动因--对传统金融理论的新解释

我国中央银行频繁运用存款准备金政策进行货币政策操作,这一迥异于传统金融理论做法的背后,是对我国特殊的经济金融环境的适应性实践。对这一货币政策工具运用实践,既要考虑政策效果和央行可控性,也要对货币政策实施成本作出理性选择,还需结合我国经济金融环境进行适应性考量。因此,我们应基于货币政策工具实施效果与当时当地货币政策实施条件来决定货币政策工具的使用方式。     

刀具磨损在线监测技术研究的探讨

本文对近几年刀具磨损在线技术的研究进行探讨,得出间接测量方法较直接测量方法灵活,但直接测量方法敏感性更强。     

基于政策文本的福建省科技特派员政策现状分析与完善建议

政策工具是政府治理的手段和途径，对福建省科技特派员政策文本进行分析，有助于审视和评估当前政策存在的不足，为科技特派员政策制定及优化提供参考。基于政策工具理论，以54份福建省科技特派员政策文件为研究对象，采用内容分析法，通过构建“政策工具—政策目标”二维分析框架，对政策文本内容进行编码归类和量化统计分析。研究表明：福建省及各地市科技特派员政策工具覆盖较为全面，但使用结构不均衡，环境型政策工具使用过溢，需求型政策工具应用缺乏；政策目标始终以开展创新创业为主，生态文明建设方面亟须加强。据此，需均衡配置政策工具，优化政策目标组合，增强政策工具目标适配性。     

Carbon disclosure: A legitimizing tool or a governance tool? Evidence from listed US companies

We study the motivations behind and consequences of firms disclosing carbon information. Specifically, we explain the bidirectional relationship between carbon disclosure and carbon performance and examine whether carbon disclosure is used as a legitimizing tool or a governance tool. We analyze carbon emissions and disclosure data from 2012 to 2015 for a sample of S&P 500 companies. After addressing issues of endogeneity, our findings support legitimacy theory and suggest that firms tend to greenwash carbon information and use carbon disclosure as a legitimizing tool. In particular, managers strategically select particular types of carbon information to disclose to the public. Our findings also indicate that firms in low-carbon sectors tend to use disclosure as a governance tool rather than a legitimizing tool, suggesting that firms in high carbon intensity sectors are likely to face serious legitimacy anxiety, and have stronger reasons to manage their green image. Implications of our empirical evidence for managers, investors, and policymakers are explored.     

政策工具视角下突发公共卫生事件中社区应急管理政策文本分析

社区应急管理政策工具的选择和合理的使用搭配将有助于社区在突发公共卫生事件中更好地发挥作用，产生更好的政策效果。探究现阶段政府在制定社区应急管理政策中的特点与不足，对今后相关政策制定及应急管理政策体系优化具有重要参考价值。为此，选取2003—2021年颁布的18份国家层面的社区应急管理的政策文本，运用内容分析法从政策工具、应急管理维度对政策文本进行量化分析。研究发现，目前应急管理政策体系中供给型和环境型政策工具使用较为充分，需求型政策工具相对短缺，且存在政策工具内部分布不均的情况，同样应急管理维度下政策工具的运用与组合也存在不均衡。基于此，提出完善社区应急管理政策体系的建议。     

英国城市绿地质量评估工具研究： 以绿色旗帜奖为例

中国城市绿地建设已进入量质并重的时期。评估工 具是管控绿地质量的一种重要手段。首先梳理英国城市绿地 质量评估工具开发的缘起与主要评估工具，其次解析英国国 家级评估工具绿色旗帜奖(Green Flag Award，GFA)的 开发目标、质量标准、发展演进、配套政策与使用方法，再 次以爱丁堡为例，总结GFA的在地化应用与实效，最后总结 GFA在开发与应用方面的启示与不足以供借鉴。
