本文将公共管理范畴延伸到国际范畴,构建了从公共管理到国际公共管理的逻辑框架;论述了作为全球化时代国际公共管理方式的全球治理模式;剖析了作为全球治理过程中最主要参与者的国际组织的内涵、分类及其参与全球治理的方式。文后还剖析了作为国际组织的世界遗产委员会参与国际公共事务管理的全球治理活动案例。     

公私合作伙伴:城市治理的新模式

随着经济全球化、市场化、信息化和网络化的发展,传统的城市管理模式被现代城市治理模式所替代,而全面构筑公私伙伴关系,又成为城市治理的新模式.本文重点对城市公私合作伙伴治理进行了理论和案例分析,并简要提出了构筑我国城市公私合作伙伴治理体系的政策选择.     

Management by decree. Paradoxes in the reform of the Italian public sector

A call for “better” governance of the public sphere informed by reliance on management and accounting expertise has recently arisen in connection with a variety of legislative initiatives enacted in Italy. This paper looks at the nature and role of this “reform”, and in particular the call for the introduction of managerial accounting. It is argued that far from facilitating a comprehensive introduction of managerial vocabulary and knowledge into the public domain, the Italian legislative mechanism tends to hamper the expression of management and accounting as technically autonomous and coherent systems, while at the same time allowing more established audiences to deliberate on their nature and role. Although the reform was devised in terms of introducing the economic and the measurable into the domains of bureaucracy and formal compliance, its legal articulation seems to be informed by the very logic and ethos it is called upon to change.     

行业体制改革的普适性新解：新自由主义的悖论

诚如弗朗西斯·福山所言2008年金融危机预示着新自由主义这服药剂的失效,以新自由主义为路径的行业体制改革在拉美和苏东的失败也说明：缺乏普适性的西式“休克疗法”并不能实现行业治理的“善治”;法德的混合模式和日本的M型战略也为后发展中国家提供了有益的借鉴。然而中西方的主流学者以新自由主义治理理论分析中国的行业改革成败,并根据行业化改革的失败和经济发展巨大成就这一“中国悖论”,呼吁建立英美“政府——行业组织——公民社会”三元共治的政治、经济、社会权力架构。因此,重新评估新自由主义路径的普适性,进而“缓慢刹车战略”,而又不贸然追求新自由主义形式的中国行业体制改革未尝不会成为一种新的范式。     

Technologie, Innovation und Corporate Governance

This article shows that empirical research supports the existence of a relationship between corporate governance and technological change. This relationship can be split into two parts: a strategic choice relationship, where governance impacts technological change, and a technological imperative relationship, where the reverse can be observed. These relationships modify the direct influences of technological change as well as corporate governance on economic success. Therefore, regulators should be aware that by shaping governance structures they also affect the competitiveness of corporations. However, since not enough knowledge is available to design optimum governance systems that would fit all sorts of corporate objectives, it is argued that corporations should be allowed to choose from a pre-defined set of governance structures without having to change the location of their headquarters. The proof for the existence of the two relationships in question is marred by numerous problems of measurement and analysis. Thus, substantial research into this field is suggested.     

公司治理与技术创新的相关性综述

公司治理决定了必要的创新资源供给,CEO激励、董事会及监事会设置等治理要素都会影响创新投入、创新方式及创新绩效。通过治理结构变革来推进技术创新,是增进企业活力、改善企业绩效的重要途径。近些年,公司治理与技术创新的相关性研究积累了丰硕的研究成果。采用文献梳理的方式,从公司治理的激励机制、监督机制、外部接管机制等方面综述了国内外相关研究成果,研究发现,现有文献的研究内容涵盖面广,研究结论多样;变量测量差异性大,研究方法较为单一;但现有文献尚存在以下不足:缺乏对影响机制的深入探讨;忽视创新主体——经营者的影响,对治理结构的"资源效应"重视不足。     

农村环境治理绩效审计的作用机制与实施路径

农村环境治理是实施乡村振兴战略的重要举措,实施农村环境治理绩效审计是推进环境治理体系和治理能力现代化建设的重要内容之一。目前农村环境治理存在着投资大、周期长、涉及面广、收效缓等问题,亟需开展农村环境治理绩效审计以提升农村环境治理绩效。本文基于农村环境治理全流程,把农村环境治理绩效审计的主要内容分为农村环境政策审计、农村环境资金审计、农村环境项目审计和农村环境监管审计。然后从审计的预防、揭示和抵御功能分析了农村环境治理绩效审计的威慑、纠偏和反馈作用。在此基础上,提出了农村环境治理绩效审计的实施路径:加强审计处理与处罚力度,协同审计追责问责;聚焦审计整改与纠偏控制,统筹审计资源技术;完善审计建议与公开制度,构建审计评估机制。     

Marginal Economy: Growth Strategies for Post-Growth Societies

A sharp problem focus sharpens the problem. Sustainably growing bodies of literature on degrowth are not the key to post-growth scenarios because evocations of the limits of growth reinforce rather than transcend the economic principle, which is in the observation of scarcity. Therefore, I focus on alternative forms of growth rather than alternatives to growth. My form-theoretical analysis of growth dismoralizes growth and disembeds it from the economic medium in which it is preferably drawn. I suggest that the key to a post-growth society is in a regrowth of interest in growth in, so far, neglected non-economic function systems.

通过文献资料法、调查法、试验法和数据统计法,对普通高校中瑜伽教学影响广大学生的身体形态、身体素质、身体机能和心理健康等等方面进行分析与研究,目的在于探索瑜伽课程在高校实践中的实际效果与影响,指导大学生科学地进行强身健体,并为瑜伽运动的进一步推广寻找理论与实践依据。
