监管者识别盈余管理的实证研究

将盈余管理细分为应计盈余管理、线上真实盈余管理和线下真实盈余管理,基于我国特有的配股管制变迁环境,考察监管者识别盈余管理的能力及其变化。研究发现,监管者对上市公司盈余管理具有一定的识别能力,但是会受到管制环境变迁的影响,存在管制效应和演进效应。具体而言,在审核配股资格过程中,监管者能识别线下真实盈余管理,但是,在管制环境变迁后,由于线下真实盈余管理被纳入管制范围,监管者不再对其进行关注,而是关注应计盈余管理,并能识别。在线上真实盈余管理方面,由于其隐蔽性强,监管者并没有表现出显著的识别能力。     

Computer Usage in Accredited Post-Secondary Culinary Arts Programs

Abstract

Students for whom English is a Second Language (ESL) and who are engaged in English based education can generate a range of pedagogical and ethical issues for educators. A multiple case study conducted in 1999 investigated issues associated with the education of ESL students from lecturers' perspectives and identified teaching strategies used by lecturers to counter the pedagogical and ethical issues. Pedagogical issues related primarily to English literacy standards of students, tailoring curricula and teaching practice to meet ESL student needs. Strategies used included monitoring of teaching strategies, provision of additional textual support, mixed groups, interactive learning, team assignments and limited use of examinations. Ethical issues were associated with the business versus academic enterprise of education and accepting students whose language ability was questionable and who subsequently expected to achieve a positive outcome-an English degree.     

The British dynamic mail contract on the North Atlantic: 1860–1900

This article addresses the research on the situation of the British shipping industry and mail service on the North Atlantic during the latter half of the nineteenth century. In addition to revealing the co-operation and competition among various shipping companies, the article will discuss the official assistance from the British government in support of the shipping industry. The article will argue that the lobbying of shipping companies was highly influential in the political decision-making process of awarding mail contracts. The article concludes that the British transatlantic mail contract in the nineteenth century had become a politically motivated policy rather than an economic issue.

Spatial competition between parking garages and downtown parking policy

This paper looks at optimal parking policy in dense urban districts (“downtown”), where spatial competition between parking garages is a key feature, from the perspective of economic theory. The paper has four parts. The first looks at the “parking garage operator's problem”. The second derives equilibrium in the parking garage market when there is no on-street parking, compares the equilibrium to the social optimum, and examines optimal parking policy in this context. Since parking garage operators have market power, the spatial competition equilibrium is generally inefficient, and parking policy can be used to mitigate the distortion. The third adds on-street parking and considers how its underpricing affects second-best parking policy. The fourth adds mass transit, and considers how economies of scale in mass transit interact with minimum and maximum off-street parking standards.Preliminary draft: Please do not cite or quote without the permission of the author.
