油田特种作业车辆燃油管理系统的研究

为解决油田特种作业车辆和台上设备在生产运行中个别操作者盗卖燃油的问题,我们利用高精度燃油测量装置,对特种作业车辆台上设备的燃油消耗进行准确计量,并通过车载GPS终端通讯信道实时上传到监控管理系统进行展现和统计分析,解决了特种车辆燃油消耗考核不能落实到单车的难题,经济效益和社会效益明显,有很好的推广应用前景。

随着通信技术的发展,尤其是4G等新的通信技术的出现,用户终端的访问机制也相应的发生改变。本文对传统的通信模式进行了分析,同时描述了云计算技术在高速移动宽带网络中的应用及发展前景。

Intertemporal Equity and Efficient Allocation of Resources

Competitive paths which are efficient are shown to satisfy a terminal cost minimization condition, thereby providing a continuous-time counterpart to the discrete-time result due to Malinvaud. Using this result, competitive paths which are equitable and efficient are shown to satisfy Hartwick's investment rule, which states that the value of net investment is zero at each date. Our result indicates that Hartwick's rule can help to signal inefficiency of competitive equitable paths. Journal of Economic Literature Classification Numbers: C61, D90, O41.

公私合营PPP模式作为基础设施项目融资建设的新方式,在城市轨道交通项目中的应用已成为新的研究热点。PPP项目结构复杂、参与方众多,决策和设计阶段的干系人管理对项目顺利实施有较大影响。根据利益相关者理论,在识别徐州城市轨道交通项目干系人,并对其进一步细分的基础上,详细分析了徐州城市轨道交通项目各干系人的期望与要求,提出了基于全寿命周期的项目干系人动态管控,可从主体识别、参与动力、参与过程以及绩效评价机制4个方面提高管理效率,为PPP模式下项目干系人管理策略决策提供一种新思路,对于同类项目管理实践具有一定指导意义。     

基于VPX架构的无人机测控终端综合化开放平台技术

通过对无人机互通互联互操作等通用化测控系统的研究,提出了基于VPX架构的无人机测控终端综合化开放平台技术,通过采用标准化、通用化硬件模块,软件设计统一规范和标准,嵌入第三方软件,实现任务功能协同开发。该技术可以支持陆态、海态、陆海态等多种不同体制平台任务的任意加载,为实现地面站与地面站、地面站与舰面站、舰面站与舰面站之间的多站一机管控切换提供了有力支撑,有效增强了无人机系统跨域作战的能力。同时,系统能够满足无人机多类型、多型号不断扩展的需求,减少无人机测控装备种类,降低新型无人机系统装备建设成本,提升了无人机系统的生存性、灵活性和作战效能。

The strategic berth template problem

A marine container terminal operator may have a situation with excessive calling requests to be served especially when some new service contracts are under consideration. For this situation, we propose a strategic berth template problem (BTPS) that selects the ships among the requesting ones to be served and arrange their berth-windows within a limited planning horizon. The BTPS employs the subgradient optimization procedure, which is an improved version of the procedure that the authors developed for the operational berth allocation problem. A wide variety of numerical experiments indicate the improved subgradient procedure works well for the BTPS.

Rail privatisation was a controversial, widely unpopular policy whose implementation was not inevitable. This article employs counterfactual history methodology to examine whether the move to rail privatisation in Britain might have failed. It places the privatisation proposals in context by examining opposition within the Conservative Party and British Rail. The paper then focuses on three key counterfactual questions, including the significance of New Labour's reversal of its commitment to renationalise rail under its ‘third way’ policy and the possible consequences had the move to privatise rail failed. Based on the historical evidence available, it concludes that the move to rail privatisation could have failed, and that performance would have been better had rail remained an integrated, nationalised industry.
