Despite longstanding research on the landslide hazard assessment and mapping, the use this information in regional planning applications remains largely unclear. There is still a need for novel methods to interpret the results of hazard analyses. In this respect, the main research question of this study is how the landslide hazard maps can be evaluated in planning practice. To evaluate this issue, a comprehensive case study was carried out and a new methodology, defining the order of priority for the locations where mitigation measures are applied was developed. The investigations were carried out in the Melen Dam reservoir, which provides potable water to the city of Istanbul, and the dam protection area (Duzce, Turkey) in four main stages: (i) Evaluation of the general characteristics of the study area, (ii) preparation of landslide inventory, (iii) development of landslide hazard model, and (iv) implementation of the results of hazard analyses in planning. As a consequence, a decision support system that can evaluate analytically complicated outputs “PCombined”, “PAL min.”, and “LTotal” and provide clear decisions “Urgent”, “Primary”, and “Secondary” was suggested. Considering the limited resources available for the mitigation measures, the determination of mitigation priorities for the micro-catchments constitutes the key land-use policy for the protection of the dam reservoir. 相似文献

Three major, interrelated accounting statements, at the frontiers of quantitative economic analysis, are three interrelated systems, namely: (1) National income and product accounts (NIPA), (2) The input-output tableaux, (IO), and (3) flow-of- funds accounts (FF). The third-mentioned system is somewhat less available and used in only limited areas of macroeconomic analysis. This paper is mainly concerned with use of FF accounting systems. This system shows where financial resources originate, and where they go in support of real capital formation. In this respect, interest rates and other market-based financial rates are of key importance. While much macroeconomic analysis is based on the rates that fit the yield curve, showing the interest rate structure over various maturities of debt associated with a given degree of risk. In contrast, the FF accounts throw light on the whole spectrum of interest rates, across maturities and debt qualities. For example, in analysis of the real estate market and funding of capital formation there, it is important to have a full understanding of the course of mortgage rates of different maturities and qualities. In short, it is necessary to develop a full appreciation of supply and demand forces in the mortgage market, which often is not obviously related to movements of the operative rate for monetary policy, such as very short-term inter bank rates or call money rates. To advance the science and practice of implementing nature-based solutions in cities, it is important to examine the obstacles and provide means to overcome them. This paper presents a conceptual framework of policy needs for analysing the science of nature-based solutions’ implementation and connect it to the practice of their implementation that advances the literature by connecting well-researched gaps to a more innovative action-oriented policy development approach that we argue is required for embedding scaled-up nature-based solutions. We conceptualise and ground the policy needs framework of skills, knowledge and partnerships theoretically in current literature of NBS policy and planning and empirically in three European case study cities: Genk in Belgium, Glasgow in UK and Poznan in Poland. The cross-case study analysis points to the knowledge needs of systems’ thinking and solutions-oriented thinking as paramount for implementing nature-based solutions. Our analysis further points to the skills’ needs of negotiation and collaboration for administrative silo bridging and for forging multi-sectoral partnerships essential for planning, and co-managing NBS. We conclude with three ways forward to addressing the policy needs for implementation: first, cities can invest in tailored and targeted capacity building programs, second, institutional spaces need to be established that allow for collaborative learning through and for partnerships and third, cities need to chart governance innovations that promote evidence-based policy for nature-based solutions’ design and implementation. 相似文献

During the past 15 years Brazil has undergone a process of rapid modernization in its telecommunications. Starting from a chaotic situation, institutional foundations were established and an ambitious development programme carried out.
