Government Deficit, Public Investment, and Public Capital in the Transition to an Aging Japan

This paper examines the effects of government deficits, public investment, and public capital on welfare in the transition to an aging Japan by applying a simulated general equilibrium growth model. One of the main results of this paper is that targeting only high economic growth would mislead us as to economic policies, and that a policy to reduce future government deficits is most preferable for almost all generations, even though a cut in future deficits must be followed by a decrease in public investment, thus a decrease in public capital in the future. Initial public offerings in the gaming industry: an empirical study

The fastest growing segment of the hospitality industry is gaming-related business. This industry has experienced record numbers of companies going public, and their stocks are considered favorable long-term investments. Research in the initial public offering (IPO) area suggests that investors acquiring stock at the initial offering price earn large returns. The purpose of this study was to determine if large returns are being experienced for IPOs in the gaming segment of the hospitality industry, and if these large returns were limited to investors who purchased the stock at the initial offer price. There were 14 gaming-related companies selected for the study. The conclusions supported research reporting that the highest returns from IPO investments are made when the stock is purchased at the initial offer price. This study concludes that returns based on the initial offer price were greater than the casino index and the IPO index. When the investor purchased the stock at the first day's closing price, however, returns compared to the two indices were surpassed only after holding the stock for 8 weeks.     

财政分权与义务教育财政管理体制问题探析

我国是成功实施财政分权化的国家之一。作为公共财政框架部分之一的义务教育也实行了分权化管理,义务教育办学的责任主要地落在了县、乡两级地方政府身上。而我国庞大的义务教育事业由县、乡甚至村脆弱的财力来承担,可谓“杯水车薪”：一些农村地区和贫困山区学龄儿童无学可上,无书可读等现象屡见不鲜。可见过度分权化的义务教育财政管理体制是制约当今中国义务教育发展的症结所在。     

Sustainable resource use,economic development,and public regulation

The role of production technology for sustainable economic growth and resource management in the multispecies renewable resources industries is a neglected issue, particularly in complex tropical ecosystems. Given the still rudimentary understanding of biological interactions among species, even in most temperate ecosystems, the importance of under-standing the technological and economic interactions is heightened for sustainable economic growth and public regulation. This paper evaluates these interactions for the multiproduct gill net fisheries of Peninsular Malaysia. Standard price and quantity controls may have little promise. Gear regulations, a policy of constant escapement, and managing the entire mix of species as a single stock for economic rather than biomass yield appear the most promising management tools given the limited regulatory options.     

Managing and financing metropolitan public services in China: experience of the Pearl River Delta region

Under China’s current fiscal policies and inter-governmental relations, it is a significant challenge to finance and deliver public services across jurisdictions. This challenge was met in the Pearl River Delta region in southern China with a collaborative governance approach. Directives from higher-level governments and horizontal inter-city fiscal arrangements were successfully combined to deliver public services. Effective networks should be developed to improve co-ordination and collaboration in delivering cross-jurisdictional public services.

公共住房项目PPP模式研究

公共住房建设是政府实现住房领域公平目标的重要手段,但由于其社会福利属性,面临着资金来源不足、后续发展乏力的困境。文章将普遍应用于国内外基础设施领域的PPP模式引入公共住房建设领域,对PPP模式的中国公共住房项目进行内部、外部条件分析,论证研究的可行性;在此基础上结合经济适用房与廉租房的不同特点探索具体操作形式;对保障高效合作的运行机制进行探讨,以推进城镇公共住房建设发展。     

河北省公众环境意识现状调查

根据河北省人口分布状况,采用科学的随机抽样方法（ＰＰＳ——与规模成比例的概率抽样）,抽取了７个县（区）的２８个行政村（街道办事处）的６８３ 个样本,对河北省公众环境意识进行了调查。论文概括了河北省公众对环境问题的认识程度和对国内目前所面临的环境问题的看法。
