ABSTRACT The paper makes three contributions to the understanding of the post-crisis European banking governance. First, it offers a more comprehensive approach to banking governance, beyond the Banking Union, through its concept of ‘New European Banking Governance’ (NEBG) that incorporates EU state aid rules and fiscal regulations. Second, it considers the impact of NEBG on democratic institutions and processes in EU member states, an under-researched topic in the literature on European banking governance. Finally, through its in-depth case study of Slovenia it considers the NEBG in relation to peripheral Eurozone states. It argues that the post-crisis banking governance framework of the EU not only severely constrained the Slovenian state in its policy choices but rearranged its policy-making institutions in a way that restricted and continues to restrict democratic banking policy formation. 相似文献

The article investigates the conditions which contributed to the Slovenian town of Tolmin becoming a ‘festival town’. On the basis of a study of a palette of festivals, the distinction is made between festivals which originate outside the area, are designed to make a profit and therefore involve large numbers, and festivals with a background in locality (in reference to Arjun Appadurai, ‘locality’ is here primarily understood in connection to identification). The export-led growth hypothesis is investigated in the case of the two small, open and export-oriented Slovenian and Estonian economies. The Johansen cointegration test and Granger causality test were applied to investigate the relationship between the time series variables for export, import and gross domestic product (GDP). The results reveal evidence to support the export-led growth hypothesis in both economies. The Granger causality relationship is found between export growth and economic (GDP) growth for both countries. Slovenia and Estonia can enhance economic growth by providing a better enabling environment for exporters and by market expansion. 相似文献

This paper analyses labour adjustment in and out of agriculture during transition to a market economy. A multinomial logit model is used to determine the factors that affect these processes. The results show that elderly, less educated and full‐time employees on a farm are more likely to continue with farming. Inflow of labour into agriculture is largely associated with the unemployment and retirement of farm household members. Age, education and investment in human capital are the key factors that improve the quality, mobility and flexibility of labour, which is crucial for efficient labour adjustment at the micro‐level and sector level. Better‐educated individuals are more likely to enter into employment in non‐agricultural, particularly service, activities. 相似文献

The effectiveness of four grassland-specific agri-environment measures (AEM), implemented in the frame of the European Agricultural Fund for Rural Development (EAFRD) in the period 2007–2013 in Slovenia was studied. We questioned whether the measures – “extensive grassland maintenance”; “preservation of special grassland habitats”; “preservation of grassland habitats for butterflies” and “bird conservation in humid extensive meadows in Natura 2000 sites” did genuinely support the conservation (maintenance or improvement) of high nature value (HNV) grasslands in Slovenia. The HNV grasslands were defined on the basis of national fine-resolution field mapping of habitat types. Two main outcomes emerged: AEM did not reach the vast majority of HNV grasslands in Slovenia (only 3%); the proportion of HNV grassland area included in AEM was negligibly low (1). Moreover, even this very limited interest in AEM did not target only grasslands of HNV, but any permanent grasslands regardless of their conservation value: forty-one percent (41%) of the grassland areas included in the AEM were actually non-HNV grasslands (2). The absence of pre-selection criteria for grasslands along with an absence of monitoring of the effectiveness and efficiency of the measures and low interest in the subsidies among farmers, led to almost complete failure of the AEM to promote and conserve species-rich extensive grasslands in Slovenia between 2007 and 2013. Land consolidation has been an important instrument of rural development for over a century throughout Europe. Nowadays, land consolidation can be an integral part of both rural and urban development projects, but the focus of our study is on land consolidation in rural areas. In addition to the efforts aimed at making agriculture and forestry more competitive through a comprehensive reallocation process, improvement of road and drainage networks, landscaping, environmental management, conservation projects, and other functions may be implemented in land consolidation. There are differences in the objectives and procedures of land consolidation among the countries. Beside the formal institutional framework of land consolidation, informal institutions can have a substantial influence on the implementation of land consolidation. In the article, the past experiences in the field of land consolidation in Slovenia are presented, which are still reflected in the limited acceptability of this instrument among land owners. Furthermore, the current institutional (legal) framework is analyzed in detail. The main objective of the research was to investigate the opinion of land consolidation participants about land consolidation. Based on the field survey conducted on a sample of private land owners involved in selected land consolidation projects we tried to define the advantages and disadvantages of the current practice. The main finding is that the active participation of land owners contributes to their comprehension of the aims and to their satisfaction with the results of the land consolidation. It has been shown that the active participation of land owners in the land consolidation is the basis for developing good practices; moreover, it affects the land owners’ perception of land consolidation. The transfer of knowledge and representation of good practices among actors are still needed, in particular because of bad experiences in the past (i.e. enforced and environmentally unfriendly projects) and the traditional emotional attachment to land among land owners. In parallel, there is a great need to provide an optimization of the land consolidation process in Slovenia. 相似文献

Rapid population ageing increases interest in economic flows across ages and intergenerational transfers in general. This article uses the National Transfer Accounts methodology to measure consumption and production at each age, and how the difference between consumption and production is financed through (private and public) transfers and the interaction with assets, i.e. ‘asset-based reallocations’. During working ages, people earn more than they consume and with the surplus they finance the deficit of the young and old generations who consume more than they produce. Such a pattern of economic dependency is universal across countries and across time, but huge differences exist in the ages at which individuals produce more than they consume and vice versa. Moreover, the importance of private and public transfers and asset-based reallocations varies across countries and times. In the last three decades, life expectancy at birth in Slovenia increased by 9.3 years, while the age span in which production exceeds consumption narrowed rather than increased. Child dependents are predominantly financed by private transfers, whereas the elderly mainly rely on public transfers. Young and old individuals increasingly rely on public transfers. Together with rapid population ageing, this is likely to jeopardise the public finance system in the future. 相似文献

Interdependence between first and second moments of producer and consumer wheat prices in Slovenia is assessed, in light of the recent major historical events that the country has undergone, as well as the recent rumours of cartel agreements between millers causing a decline in farm-gate prices, while leaving consumer prices untouched. A threshold vector error correction and multivariate generalized autoregressive conditional heteroscedasticity model with exogenous variables is applied. Results indicate that price-level adjustments mainly favour retailers by increasing their marketing margins. Important second-moment interactions are also identified. Increases in international wheat stocks reduce producer prices, while higher interest rates increase their instability. 相似文献

The objective of this article is to better understand consumers' attitudes, expectations, and behavior toward traditional food among consumers in selected Western Balkans Countries (WBC). The article also presents a picture of the profile of WBC traditional food consumers (TFC) in terms of their sociodemographics, attitudes, lifestyle orientations, and behavioral characteristics. The method used for the data collection was a face-to-face interview using a structured questionnaire. In total, 800 respondents participated in the survey. WBC consumers expressed a positive attitude toward traditional food. If the researchers try to explain consumers' behavior toward traditional food, they can say that there are different types of consumers giving more or less importance to components considered traditional. The information about the profile, the image, and the actual characteristics of TFC has practical implications for marketing and communicating about traditional food, including their identification, differentiation, research and development, and positioning in the WBC food market. 相似文献

The authors discuss wine tourism activities in the context of general tourism development in Slovenia. The country’s winegrowing areas have developed traditionally important viticulture, a relatively intensive production of typical grape varieties and in some cases also a distinct entrepreneurial spirit, which consequently reflects in tourism and regional development, based on diverse cultural heritage and natural values. Three Slovene wine regions are divided into nine wine districts with their own identities and more or less distinct terroirs. Despite a several centuries’ long tradition and a rich wine culture, it is evident that in national tourism strategies and development plans, wine tourism still does not occupy the position that it probably deserves, although most of the documents stress its potential for local or regional development. On the other hand, the authors recognize a significant interest among winemakers and tourism professionals for strategic cooperation and systematic approach to develop wine tourism in the selected destinations. The authors therefore focus on some paradoxes and emphasize examples of good practice at the national, regional, and local levels. 相似文献
