医患纠纷法律适用探析

近年来,对医患纠纷的法律适用问题,理论及司法实践中均存在争议,这既不利于化解日益尖锐的医患矛盾,也有碍于对医患双方利益的维护。在明确医患纠纷法律适用的前提条件、理论基础及关键的基础上,提出医患纠纷应适用《民法通则》《合同法》等民事法律规范调整;医患纠纷原则上应属于《消法》调整,但由于医疗服务的高风险性的特征,应予以区别对待。     

高校后勤社会化改革的财税政策研究

在国家多项政策支持下,高校后勤社会化改革取得了可喜的成绩。但同时仍存在一些问题影响着后勤社会化改革的进程。在高校后勤社会化改革优惠政策执行到期之际,通过分析财税政策对于高校后勤社会化改革的现实意义,并从高校后勤的特殊性出发,提出了深化高校后勤社会化改革的财政税收措施。     

一种新型通用无线定位增值服务平台

基于现有无线定位系统种类多、覆盖范围小、业务单一的缺点,本文提出了一种新型开放式通用无线定位增值服务平台。该通用定位平台构架于现有的多个无线定位网络并独立于具体的无线通信网络,从而使定位功能和服务范围得到增强,适用于独立于无线通信网络的通用无线定位服务专业运营商。本文给出了通用无线定位增值服务平台的系统结构,然后讨论了基于GSM和3GPPParlayAPI规范的无线定位增值服务平台中间件功能层的定义以及该服务平台的功能,最后介绍了该增值服务平台可为独立的服务提供商提供的基于位置信息的具体应用。     

Participants' response to the Delphi method: An attitudinal perspective

The processes involved in an individual's response to the Delphi method are conditioned by a number of psychological affects. This paper examines aspects of two of these processes: the basis for changing opinions, and the factors related to continued participation in subsequent Delphi rounds. The attitudinal perspective is shown to be promising in explaining an individual panelist's response in the Delphi method. Cognitive dissonance apparently has a significant role to play in bolstering the assimilation of nonconforming respondents. This is, however, complicated by the respondents' perception of the credibility of the feedback received. Careful choice of panels may reduce dropouts, presumably by selecting those with a high degree of ego involvement. Nonetheless, elements of cognitive dissonance apparently lead certain panelists to abandon the Delphi process. It is evident that numerous parallels exist between psychological explanations of attitude change and the behavior of Delphi panelists.     

Utilization of Delphi methods for University planning

A Delphi-type project undertaken from 1970–1972 to explore the long-term aims of Carleton University is described. The desiderata of ten participating groups is compared to actual developments in the decade that followed.     

Resolvable semi-balanced incomplete split-block designs

A method for constructing some new incomplete split-block designs with desirable properties is given. The new class of the designs is characterized with respect to the general balance property. 基于误差修正模型的制造业与生产性服务业、货物贸易的关系研究——以江苏为例

根据江苏省1989-2009年的相关统计数据,对江苏省制造业与生产性服务业、货物贸易的长期和短期的关系进行协整检验并建立向量误差修正模型,结果显示它们之间存在长期的均衡关系和短期的修正效应。制造业的发展带动了生产性服务业的发展,货物贸易的发展促进了制造业和生产性服务业的发展,相对于货物贸易,生产性服务业的作用没有完全显现,加快生产性服务业发展,促进与制造业的有机融合具有非常重要的经济意义。

在现代海洋产业再生产过程中,随着服务性资源投入不断加大,产业内部不断服务化以及服务业的比重不断上升,这使海洋产业内部对人力资源、信息、技术和知识等服务性资源依赖程度加深和在产业结构中服务业增加值的比重不断上升。这种在产业结构服务化过程中,正是服务业与其他产业协同促使了海洋产业结构不断演进。作为对经济具有高度贡献度和强大带动作用的现代服务业,它对海洋产业结构优化升级起着关键作用,通过对现代服务业与海洋产业协同发展研究,促进海洋产业协调发展,从而提高海洋经济效益。
