考虑关键核心技术发展的我国集成电路产业政策效力研究

基于专利数据识别集成电路产业关键核心技术，构建技术发展水平评价指标体系并评估关键核心技术发展水平。进一步基于13项关键核心技术对产业政策进行分解匹配，测度各技术环节政策措施间协调度，并实证分析政策措施及其协调度对关键核心技术发展水平的影响。结果表明，我国集成电路产业各关键核心技术差距明显，技术发展水平相对较低；规划引导措施对关键核心技术发展存在显著正向影响，监管认证、税收优惠、规划引导与技术支持措施间协调情况对关键核心技术发展具有显著负向影响，现有金融支持、技术支持措施与其它措施间协调情况较差，不利于关键核心技术发展水平提升。未来政策应鼓励创新主体加大研发投入力度，及时更新监管认证措施并加强对金融支持等措施的监督，为关键核心技术发展提供更强有力的政策保障。     

数字经济核心产业对区域创新能力的影响机制研究——数字赋能产业的中介效应

虽然数字经济发展驱动区域创新能力提升已经取得一定成效，然而数字产业化和产业数字化的作用机制、影响路径仍有待深入研究。对国内31个省市2008-2019年数据进行中介效应模型检验发现，数字经济核心产业不仅能够直接提升区域创新能力，而且能够通过加速数字赋能产业发展，间接驱动区域创新能力提升。异质性检验结果表明，东部地区数字赋能产业的中介效应最显著，西部地区较弱。因此，可以因地制宜、精准施策，充分发挥数字经济对区域创新能力的积极影响。     

Organizational sustainability identity: Constructing oneself as sustainable

In the literature, organizational sustainability identity tends to be treated as something that is ‘engineered’ within business organizations through control, reporting, target setting, strategic communication, and other instruments. Through a case study of a company mainly active within the recycling industry, an alternative understanding is given. A distinct organizational sustainability identity is, rather, a social construct based on perceptions of the core operations as “sustainable in themselves” and collaborative work with customers that is perceived as entailing sustainable solutions. Understood in this way, organizational sustainability identity has relatively little to do with formal controls such as codes, policies, reports used by management to position the company as sustainable. Rather, for organizational members, the process of constructing oneself as sustainable builds on convictions about the core operations and the possession of specific capabilities manifested in customer relations. The article adds to current literature through its constructivistic approach and through identifying underlying beliefs that condition the process of forming an organizational sustainability identity.     

全球生产网络下产业领导力影响了知识溢出吗

全球生产网络为知识溢出提供了新渠道。在新的国际分工格局中，不同产业集团所处地位具有非对称性，而这种非对称性或者产业领导力是否对知识溢出产生影响缺乏理论分析和验证。鉴于此，在理论分析基础上，构造核心产业领导力衡量指标，探讨核心产业领导力对知识溢出的影响。研究发现：(1)产业领导力对知识溢出具有显著正向影响，表现为具有领导力的核心产业通过价值链参与形式，将创新研发成果输送至非核心产业区；(2)地理距离加权的核心产业领导力对非核心产业区的创新效率具有显著负向影响，其作用机制是地理距离通过制度距离弱化核心产业领导力对非核心产业区的知识溢出效应；(3)基于产业非对称条件下的知识溢出效应，不同属性产业以及不同区域间均表现出显著异质性。研究不仅从产业领导力角度对全球生产网络分工条件下的知识溢出研究提出了新认识，而且为在全球产业链、价值链重构的关键阶段如何通过迈向全球产业链中高端，推动全球产业链、价值链包容性发展，作出更多中国贡献提供了重要政策建议。     

Integrating competency modeling in talent management: Framework for implications in a disruptive environment

This research explores the challenges encountered in integrating competency modeling (CM) in talent management (TM) and proposes a framework for this integration. Using CM practices and TM implementation perspectives, a framework was developed for integrating CM in TM. Furthermore, this research used a multiple cross-case study design approach involving organizations practicing CM. In-depth interviews with practicing HR managers helped identify the challenges and issues related to CM integration in TM. To address these challenges, a framework involving multiple alignments with TM was developed. The dimensions of this alignment comprise functionality, information system, capability, governance, and contextual integration. The integration aspects of CM in TM, which have been discussed in detail, will assist researchers and practitioners.
