预算会计改革若干问题探讨

现行预算会计制度存在不能真实完整反映政府资金运动、财务报告体系不完整等问题,而我国预算会计环境既对预算会计改革提出要求,又对改革构成阻碍.预算会计改革实质上就是会计制度与环境变革协调的过程.预算会计改革应区分长期改革和短期改革方案,我国现阶段预算会计不宜从整个体系和核算基础上彻底改革,应采用渐进的改革方式.     

ERP环境下的采购流程与应付账款的核算及控制——基于A企业集团实施ERP的思考

采购流程与应付账款的管理和控制一直是影响大型企业集团经营绩效的重要问题。本文以A企业集团为例,通过实施SAP的ERP R/3系统,借助于ERP(企业资源计划)先进的管理思想和强大的系统集成功能,并辅之一套完善的内控管理制度,以实现对企业的采购流程与应付业务的有效管理。本文从管理软件的系统应用和管理制度保障两方面为大型企业集团强化采购流程与应付业务的管理提供借鉴。     

小企业必须走规范化财务管理之路

小企业财会人员队伍素质较低,会计机构不健全,财会制度不规范,财务管理基础薄弱;在激烈的市场竞争中,小企业要做强、做大、做长远,就必须建立完善的财务管理系统,走规范化财务管理之路.规范化的财务管理体系应由全面预算管理系统、内部控制制度系统和财务预警系统构成.     

Environmental Strategies and Their Impact on Hotel Performance

This study examines the relevance of environmental management as a source of competitive advantage for hotels. The relationship between the environmental proactivity of hotels located in the province of Alicante (Spain) and their economic performance levels was studied, and three strategic groups, based on environmental proactivity, were identified: Proactive, Intermediate and Reactive. The findings show that the degree of proactivity achieved by these hotels does not strongly impact on their organisational performance. Nevertheless, performance levels increase as environmental proactivity grows.     

俄罗斯研发投入述评

俄罗斯对研发的投入分国家预算资金投入、企业部门投入、国外资金投入和其它投入，业已形成成熟的研发投资机制。在联邦专项计划的框架下，俄政府更加注重创新基础设施发展、科研成果商业化机制建设、优秀科学流派的扶持和科技人才问题的解决。联邦政府还采取多种措施吸引预算外资金，鼓励工业、企业界等资助研发。与世界发达国家相比较，俄对研发投入的结构性特点是政府投入的比重在国内研发支出中占主导地位。     

A New Look at the Antecedents and Consequences of Relationship Quality in the Hotel Service Environment

Abstract

As economic conditions improve, hotels are investing in new ways to improve service quality and perceived value that hopefully will lead to better customer satisfaction and loyalty. This study took a new look, with newly developed scales, at the antecedents and consequences of relationship quality in the hotel service environment to shed new light on the factors hotels have to deal with to achieve their objective of satisfied and loyal customers. Using a structural equation model, it was determined that the tangible and intangible factors of perceived value, timeliness, and hotel facilities are antecedents of hotel quality. Hotel quality, subsequently, is a determinant of both customer satisfaction and loyalty. However, consistent with previous research, customer satisfaction is not a guarantee of customer loyalty.     

Welfare-improving government behavior and inequality in a heterogeneous agents model

Government’s behavior is expected to be non-neutral in terms of impacts on both welfare and inequality. It is acknowledged in most literature that fiscal policy often involves trade-offs between economic growth and inequality.By applying an equilibrium model with heterogeneous agents, capable of exploring the relationship between fiscal policy variables and the endogenous cross-section distribution of income, wealth, consumption and leisure, this paper aims at assessing (i) the optimal menu of government expenditures as well as of (ii) their inter-temporal financing. These are key issues in times of fiscal imbalances and their correction is dominating the current (European) policy agenda.

近年来，外资酒店集团在我国全面扩张，业界关于国内五星级酒店市场发展前景存在较大争议．基于SCP范式对外资主导下的上海五星级酒店市场发展现状和演进趋势进行了系统分析。认为，市场结构将呈分散一集中的演进趋势。不断增加的市场供给会增大进入风险，进而导致市场壁垒逐步提高；市场行为方面将呈现多样化价格行为综合运用，竞合行为进一步强化的趋势。内资酒店集团一方面要提高自身经营管理水平。寻求合作，借助品牌及资本的力量实施扩张战略，另一方面要依靠政府资源。拓展新型旅游市场，抢得发展先机．     

地质调查预算定额体系构成及面临主要任务

通过预算定额标准内涵分析、服务领域分析、项目管理需求分析和定额标准组织管理过程分析，地质勘查预算定额体系由定额标准组织管理体系、预算标准体系及定额标准数据支撑体系三大方面构成，具体包括：定额基础理论方法研究，定额标准的研究制定，定额标准的使用情况评估，定额标准的动态调整优化，基础定额及相关技术经济参数的采集分析等。当前面临的主要任务：加强跟踪评估组织体系建设，探索新时期定额工作组织管理体系；坚持长期性、日常性跟踪评估工作，促进现行预算标准的修订、补充和完善；开展基础定额数据核查核定，夯实预算定额数据基础；以有为主、逐步完善，促进地质调查定额体系建设的完整性。
