深化政府预算收支分类改革的辨正思考

本文认为,2007年实施的政府收支分类改革,是我国公共预算管理制度创新的重要战略举措。在深化这一改革的进程中,需要处理好以下问题:政府收支分类与现行《预算法》收支范围界定的关系,科目级次归属与部门重要性的关系,新政府收支分类体系与国际经验的关系,并妥善防止“制度陷阱“引致的违规行为。     

Interpoint Distance Classification of High Dimensional Discrete Observations

Classification is a multivariate technique that is concerned with allocating new observations to two or more groups. We use interpoint distances to measure the closeness of the samples and construct new rules for high dimensional classification of discrete observations. Applicable to high dimensional data, the new method is non‐parametric and uses test‐based classification with permutation testing. We propose a modification of a test‐based rule to use relative values with respect to the training samples baseline. We compare the proposed rule with parametric methods, such as likelihood ratio rule and modified linear discriminate function, and non‐parametric techniques such as support vector machine, nearest neighbour and depth‐based classification, under multivariate Bernoulli, multinomial and multivariate Poisson distributions.

区域差异计量方法的缺失与重构

在计算某属性值的区域差异时,习惯于只对不同区域内该属性值的大小进行直接比较,但对该属性值所占据的面积或体积的大小差异却未作任何思考。针对这一由来已久而又总被忽略的问题,本文通过演绎推理和实证分析发现：不同区域自身面积或体积的差异对该属性值区域差异的影响不容忽视,否则将得不到合适的结论,甚至是相反的结论;面积或体积不相等的区域只有转化成同等大小的标准区域后方可计算该属性值的区域差异,从而才能获得真实的结论,标准区域的大小正好等于各区域面积或体积的最大公约数。现实中,只有在兼顾不同区域的面积或体积差异的前提条件下,再选择恰当的计量方法来测度某种属性值的区域差异才是科学合理的思维方式。     

A revealed preference test of rationing

This paper derives a revealed preference test for utility maximization under rationing and can detect, for which goods rationing is binding without specifying a functional form or imposing rationing constraints prior to estimation. For UK data from 1920–55, we find evidence of utility maximization under rationing with rationing binding for food and other services. Estimated virtual prices exceed observed food prices by 16.5% in 1947 and observed prices of other services by 10.9% in 1952.     

Exchange of indivisible goods and indifferences: The Top Trading Absorbing Sets mechanisms

There is a wide range of economic problems that involve the exchange of indivisible goods with no monetary transfers, starting from the housing market model of the seminal paper by Shapley and Scarf (1974) to problems such as the kidney exchange or the school choice problem. The classical solution to many of these models is to apply a mechanism called Top Trading Cycles, attributed to David Gale, which satisfies good properties for the case of strict preferences. In this paper, we propose a family of mechanisms, called Top Trading Absorbing Sets mechanisms, which generalize the Top Trading Cycles to the general case in which individuals are allowed to report indifferences, while preserving a maximal possible set of its desirable properties.     

The robustness of robust implementation

We show that a mechanism that robustly implements optimal outcomes in a one-dimensional supermodular environment continues to robustly implement ε-optimal outcomes in all close-by environments. Robust implementation of ε-optimal outcomes is thus robust to small perturbations of the environment. This is in contrast to ex-post implementation which is not robust in this sense as only trivial social choice functions are ex-post implementable in generic environments.     

基于熵权模糊综合评价的军用车辆器材库存分类研究

根据军用车辆器材库存分类评价所存在的模糊性,提出车辆器材库存分类评价指标体系。构建模糊综合评价模型,采用熵权与主观权重相结合的方法确定评价指标权重,避免了传统评价模型主观赋权的局限性。在实际评价中,取得了较为满意的效果。
