How Safe Are the Harbors?

Abstract

With the growth of e-commerce has come the need for businesses to provide protection of personal, private data collected from internet users and consumers. The United States has favored a policy of industry self-regulation, while the European Union (EU) has responded to its consumer demands for privacy protection regulations and enforcement. Faced with the critical need for a middle ground, the US has proposed “Safe Harbor Privacy Principles” as a means of compromise with the EU. This article explores the market context of the Safe Harbor Principles, the European reaction, and the probable impact on businesses.     

Problems of Emergency Arbitration

This paper explores ethical burdens facing the economics profession which are associated with epistemic features of economic practice. Economists exert power over those they purport to serve by virtue of epistemic asymmetry between themselves and others, i.e., the intellectual monopoly they enjoy over a vitally important body of knowledge. But they also face the problem of epistemic insufficiency, which implies that they may do substantial harm as they try to do good. The paper explores the ethical entailments of the epistemic features of economics, and argues that managing the ethical challenges requires a new field of inquiry, the field of professional economic ethics, and not just a code of conduct.     

农村土地征收补偿的法律问题探讨

近年来,随着工业化、城市化的迅猛发展,土地征收过程中的问题和矛盾日渐突出,已经成为构建和谐社会、建设社会主义新农村的制约性瓶颈。本文通过对我国现行农村土地征收补偿制度存在问题的剖析,探讨了土地征收补偿制度的缺陷,并提出了完善我国土地征收补偿制度的建议。     

Ecosystem cross‐sector collaboration: conceptualizing an adaptive approach to sustainability governance

This paper explores the theoretical underpinnings of collaboration and ecosystem management in order to identify the relationships and processes involved in implementing ecosystem management programs through cross‐sector collaboration. Ecosystem management requires a highly adaptive and resilient social–ecological governance approach, which addresses spatiality and temporality issues. In order to explore possible implementation issues with ecosystem management, propositions are developed dealing with adaptive governance, institutional isomorphism and collective action. The paper concludes with a discussion of the theoretic underpinnings involved in implementing ecosystem management through cross‐sector collaborations. MULTIDIMENSIONAL DISTANCE‐TO‐COLLAPSE POINT AND SOVEREIGN DEFAULT PREDICTION

By focusing on sovereign defaults, this paper introduces a multidimensional distance‐to‐collapse point based on a two‐step procedure. The first step is nonparametric and provides an early warning system that signals a potential crisis whenever preselected leading indicators exceed specific thresholds. The second is parametric and incorporates the first‐step country default predictors within a probit specification. Such a two‐step procedure generalizes the distance‐to‐default à la Merton within a multidimensional setting, wherein we care about the distance of each indicator from its threshold. Empirical evidence about debt crises of emerging markets over the period 1975–2002 proves that our methodology predicts 80% of the total defaults and non‐defaults in and out of sample. TRANSATLANTIC CAPITAL MARKET PRICE DISCOVERY DURING A FINANCIAL CRISIS

Previous results show relatively small amounts of time variation in the Hasbrouck (1995) information share across international markets. Using data from a security that was cross‐listed on the New York and London Stock Exchanges in the 1860s, we find that the information share changes dramatically during a financial crisis that began in the foreign market.     

浅析中印边界问题

中印边界问题是历史遗留问题,中印边界战争结束后,两国关系长期处于僵局状态。近来,印度在中印边界动作连连,导致中印关系局势越发紧张。2009年8月中印两国举行的第13次边界会晤,谈判虽取得了一定的进展但仍然未有实质性突破,中印边界谈判任重道远。     

城市化进程中失地农民问题研究述评

随着工业化和城市化进程的不断加快，国内学术界关于失地农民问题的研究也在不断拓展，涉及与失地农民问题相关的各个层面。为了方便理论界进一步研究，笔者对相关研究成果进行了整理和述评，并提出了一些建议。     

Relinking Cross‐functional Collaboration,Knowledge Integration Mechanisms,and Product Innovation Performance: a Moderated Mediation Model

Previous research shows that knowledge integration mechanisms (KIMs) mediate the cross‐functional collaboration‐product innovation performance relationship; however, this mediating effect seems to be rather weak. This study, in contrast, develops a moderated mediation (MOME) model to argue that such a mediating effect is moderated by product innovativeness. A sample comprised of 106 manufacturing firms is utilized in the analyses. A moderated‐mediation approach shows that the mediating effect of KIMs in the linkage between cross‐functional collaboration and product innovation performance varies by different perspectives of product innovativeness. From an industry (macro‐level) perspective, product innovativeness positively moderates the mediating effect of KIMs on product innovation performance; in contrast, such a moderating effect is not significant under a firm (micro‐level) perspective.
